为认真贯彻落实《煤矿安全规程》、《国务院关于进一步加强企业安全生产的 通知 关于发布提成方案的通知关于xx通知关于成立公司筹建组的通知关于红头文件的使用公开通知关于计发全勤奖的通知 》、国家煤监局出台的《煤矿防治效果水 规定 关于下班后关闭电源的规定党章中关于入党时间的规定公务员考核规定下载规定办法文件下载宁波关于闷顶的规定 》等法规和省、市、县关于防治水工作的文件、指示精神～切实有效抓好防治水工作～杜绝水害事故的发生～促进煤矿持续、健康、稳步发展～结合本矿水文地质情况～坚持“预防为主～防治结合”的方针～本着当前与长远、局部与整体、地面与井下、防治与利用相结合的原则～根据不同的水文地质条件～制定“探、防、堵、截、排”等相应的措施。因此～编制矿井防治水中长期规划是非常必要的。在整体规划的基础上～要根据轻重缓急～抓好防治水工作～要严格检查～堵塞漏洞～防患于未然～确保整个防治水工作计划有序进行～使防治水规划落实到实处～水害得到有效防治。 2 第一章 煤矿,矿井,概况 第一节 煤矿,矿井,地理概况 一、地理位臵 富源县营上镇河东煤矿位于富源县城153?方向～平距约30KM处～行政区划属富源县营上镇管辖～地理坐标为:东经104?20′57″—104?21′43″～北纬25?27′15″—25?28′22″～矿区开采面积为1.6474平方公里。 二、地形地貌 煤矿地处云贵高原乌蒙山西南比～属构造侵蚀中低山地貌。区内最高点在东部边缘～海拨标高1800m～最低点在西南边缘～海拨标高1630m～相对高差170m～区内地形连绵起伏～整体地形呈东高西低～相对高差较大。 三、交通条件 矿区至富源公路里程约45公里与杭瑞高速公路相接～富源至兴义二级公路从矿区南部穿过～至兴义约150公里～煤矿有简易公路,0.3,公里与富兴公路相通～交通十分方便。 四、河流水系 矿区内无水库、湖泊、水塘等固定性水体～仅在矿界外有一条块择河由矿区西部自北向南流过～其流量最大663m3/s～最小5.2m3/s～年平均9.4m3/s～属珠江流域西江水系～河床标高1630m。除此之外～区内有5条季节性山沟～ 3 除雨季时处于干涸～有利于地表水的排泄。 五、气象 气候属亚热带高原气候～但由于海拨高～具有典型的高原报风气候特点。春暖秋凉～冬寒夏热～气候属亚热带高原气候～但由于海拨高～具有典型的高原季风气候特点。春暧秋凉～冬寒夏热～冬春季干燥多风～夏季多雨湿润。年最高气温34.9?C～最低-5.6?C～平均11.8?C。年平均降雨量1888.1mm～大都集中在6—10月～期间降雨量约占全年的三分之二～年平均蒸发量为1835.6—2329.2mm。每年12月至次年2月为霜冻期～偶有降雪和霜冻现象～2-4月为风季～多为西南风和西风～最大风速24m/s～年平均风速2.8m/s。 第二节 矿井开发现状 河东煤矿属于生产矿井～设计和核定生产能力为9万吨/年～ 企业性质为私营企业。 2004年6月～曲靖市煤炭设计研究院编制了《富源县营上镇河东煤矿二号井矿井初步设计说明书》～设计生产能力9万吨/年～并经曲靖市煤炭工业局审批通过,曲煤规[2004]46号,。2009年2月～曲靖市煤炭设计研究院编制了《富源县营上镇河东煤矿二号井专用风井设计说明书》～并经曲靖市煤炭工业局审批通过,曲煤复[2009]9号,～2010年5月～江苏省第一工业设计院有限责任公司编制了《富源县营上镇 4 河东煤矿二号井矿产资源开发利用方案》～设计规模9万吨/年～并经曲靖市国土资源局,曲,矿开备[2010]061号备案～2006年4月经云南省煤炭工业局对矿井进行了生产能力复核～核定生产能力9万吨/年～复核证书为,2006,煤生复核0868号。目前矿井正在按照专用风井设计和审批要求狠抓专用风井配套建设～由于上部煤层已经采完～转入深部,最低水平,开采～因此～结合实际编制矿井防治水中长期规划～以指导今后的安全生产工作。 河东煤矿二号井开办于1988年11月～是一个六证齐全合法的矿井～各种规章制度健全～安全生产条件相对较好～现转入深部开采煤层三层,C、C、C,～开拓方式为优秀教742 师开拓～采煤方法为走向长壁后退式～采煤工作面采用人工落煤～工作面支护采用单体液压支柱配绞接顶梁进行支护～全部垮落法管理采空区,主要运输巷和进、回风巷采用矿工钢、锚杆、锚网喷浆等永久性支护。 经反复调查、走访～收集了矿区煤田地质、区域地质及水文地质以及矿区内现状地质灾害资料～并了解以往本矿及小窑的开采技术条件和水文地质条件等相关资料～经反复分析、研究～编制了本规划。 第二章 矿井水文地质的基本情况 第一节 矿井水文地质类型 本矿区所开采煤层位于当地侵蚀基准面以上～地形利于 5 排水～矿界外虽有地表固定水体,块择河,～但地下水与地表水力联系不密切～矿体直接和间接顶底板含水层为弱裂隙含水层～其顶底板隔水层稳定～具有较好的隔水性～断层导水性弱。综上所述～该井属以大气降水为直接补给来源～富水性较弱的裂隙含水层为直接充水含水层～断层带富水、导水性较差～矿区水文地质类型为简单—中等。 二、矿井水文地质条件 ,一,含、隔水层水文地质特征 矿区内的含水层自下而上有: 1、第四系,Q,孔隙浅水含水层 第四系在区内零星分布～不连片～厚度不大～冲击、洪积层～主要分布在块择河沿岸～上部普遍有厚度约1—3m的砂土或砂质粘土～其下部为砾石层。含水层厚一般0—10m～分布不广～主要接受大气降水、河水的补给～富水性中等～含水性不均匀～透水性较强～与下伏含水层水力联系密切～残坡积层～主要分布在河谷斜坡上～含水层厚度薄层～富水性弱～为相对隔水层。 12、二叠系上统宣威组第一段PX,P—P及顶板,砂泥212 岩裂隙含隔水层 本段以K煤顶板为界下至Pβ顶板 ～由数个含水层与102 隔水层相间组成～岩性主要为细砂岩、粉砂岩、泥页、粉砂岩、砂岩。其中含可采煤层4层～岩层总厚63.89米～含水 6 层厚30.25米～富水性弱～是矿井的主要充水层。 2—33、二叠系上统宣威组第二、第三段PX,C—C煤层21710顶,砂泥岩裂隙含水层与隔水层 由数个含水层与隔水层相间组成。岩性主要为细砂岩、粉砂岩、泥质粉砂岩、泥岩～其中可采煤层3层～岩层总厚度120米～岩芯节理裂隙较发育～是矿井的主要充水层。 4、峨眉山玄武岩组,Pβ,裂隙含水层 2 地层呈南北向分布～在矿区外围大面积出露～岩性为玄武岩～厚300—600米。地表裂隙较发育～深部节理充填完好～为方解石等矿物充填。富水性微弱～对矿井充水影响不大。 综上所述～矿区煤层顶底板及煤系上、下地层均为含水层与隔水层相间稳定分布～一般在垂深80m以上裂隙较发育～且直接受大气降水的补给～当矿井巷道穿过时～即形成矿井的主要充水来源。80米以下裂隙逐渐趋于闭合～富水性减弱～而在200米以下～则趋于微弱或不含水。 ,二,断层带导水、富水性特征 矿区地层为走向北东～向北西倾斜的单斜构造～产状平缓～倾角5—15?～区内断层发育～共10余条。 煤系地层,粉砂岩、泥岩,中的断层、破碎带多为泥质胶结～多为闭合型～一般含水性甚弱。经多年的开采对所揭露的断层进行观测～断层带的巷道局部存在顶、帮滴水或淋 7 水～涌不量一般不大。如F为区内最大的逆断层～在二号风46 井揭露时仅有少量滴水～采掘中遇到的F、F、F等到均为515253正断层～巷道淋水现象明显～但10—20天后即干涸。因此～矿区断层的含水性和导水性微弱～对矿井生产影响不大。 三、矿井涌水量 矿井虽进入到最低水平开采～但据实地观测～矿井的实 3际涌水量为:最大涌水量20—28m/h～正常涌水量15— 318m/h。 第二节 矿井排水设施 一、井下主、副水仓和排水设备 矿井C煤以上煤层已全部采完～现集中用一个水平开采10 深部的C、C煤层直至矿井赛季坑～在副井底右侧开建水泵72 3房及主、副环形水仓,其水仓容量为650m。能够容纳全矿井35小时的正常涌水量。,将全部矿井水集中进入主、副水仓用机械一次性抽排到地面沉淀池～具体的排水设施为:安 3装有型号为D85—45×3～电机功率为55KW、额定流量85m/h、扬程135米的离心式水泵3台～并配套铺设了管径100mm的金属排水管2趟～综合现有井下排水设施设备～完全能够满足矿井24小时最大涌水量的需求～为搞好煤矿中长期防治水工作奠定了有利基础。 二、地面沉淀池及排水设备 矿井水经机械抽排至地面沉淀池、再进入净化处理系统 8 达标后～一部分作为工业用水和入井作为防尘消防用水～一部分沿沟渠流入块择河。 第三章 矿井充水因素分析 一、矿井充水来源 根据水文地质调查结果～矿区存在的水害主要有以下几种类型～现分析如下: ,一,地表水体 矿区内无任何地表固定水体～仅在矿界外有一条块择河由矿区西部边缘自北向南流过～河床宽15米左右～年平均 3流量9.4m/s～河床标高1630米～地面标高1640米,历年最高洪水位标高,。主井标高1657米～副井标高1645米～风井标高1710米～各个井口与最高洪水位相对高差分别为17米、5米和70米～块择河水不易通过井筒灌入井下～现开采的最低标高为1550米～与块择河床相对高差为80米～加之块择河又处在矿界之外～因此～块择河水对矿井开采威胁不大。 ,二,地面老窑和采空区积水 经反复核查～矿区范围内共有老窑6处～其中有四处煤矿曾经采取过措施进行专门探放～所以～已探放过的老空区内不会有大量积水,另外两处其位臵、范围、积水量清楚～更何况深度不深～同时距现开采标高分别在80米以上～不易产生大量突水～其积水最多只会沿裂隙和煤岩慢慢渗透至 9 巷道内～综合老窑和采空积水的情况～其对矿井开采不会造成威胁。 ,三,煤系地层和断层水 二叠系上统宣威组,PX,虽为矿床直接充水含水层。但2 其富水性较弱～从所被揭露的煤层看～所有煤层基本无水～甚至比较干燥～仅在靠近裂隙带时～含有断层或裂隙孔隙水渗出～对矿井有少量充水～但断层的含水性和导水性微弱～故煤系地层本身和断层水对矿井生产无威胁。 ,四,大气降水 本区季节性降水比较明显～大都集中在每年的6至10月～但该区地表沟渠发育～雨季的地表水大部分沿沟渠流入块择河～因此～只要在汛期前认真做好“雨季三防”工作～及时发现和填堵地面裂缝、塌陷区等～最大限度地减少大气降水渗入地下～防止洪水灌入井下～故大气降水对矿井生产不会造成大的影响。 二、矿井充水通道 根据矿井水文地质和 工程 路基工程安全技术交底工程项目施工成本控制工程量增项单年度零星工程技术标正投影法基本原理 地质条件分析～矿井充水通道主要为岩土层的孔隙、裂隙、岩溶、顶板冒裂带及井筒。另外～不应忽视区内隐状构造对矿区充水的影响。 第四章 矿井主要水害发生原因及治理方案 第一节 矿井发生突水的原因分析 通过对本矿区充水源作全面分析～正常情况下为顶板的 10 孔隙裂隙含水层～并受大气降水影响～但因该含水层富水性和导水性极弱而水量较小～不易对矿井生产造成威胁。 根据近年通报的突水事故总结分析～矿井发生突水事故有如下几点原因: 1、矿井排水能力不足～水仓容量小～水泵装备差～没有抗灾能力。 2、掘进过程中未执行先探后掘～盲目掘露老空积水～导致矿井突水。 3、钻也封孔不彻底～采掘时遇见未封孔钻孔～导致矿井突水。 4、未留设足够的防水煤柱～导致老空区域地表水突入井下。 5、“雨季三防”工作没有落实到位～排水沟渠不畅通～地面塌陷区和裂隙填堵不及时～致使洪水灌入井下。 6、水情水患调查工作不到位～盲目采掘导致矿井突水。 7、防治水工作机构不健全～制度不完善～措施不落实～导致矿井突水时束手无策。 第二节 矿井水防治的整体规划 一、 矿井水防治思路 矿井水的防治是为了防止水害事故的发生～确保矿井建设和采掘安全～减少矿井正常涌水～因此～就必须做大量的防治水工作。 11 根据本矿区的主要水害类型～应采取相应的“探、防、堵、截、排”等综合防治措施。 ,一,探:必须配备相应的探放水设施设备～编制探放水设计～凡属掘进的工作面～必须坚持“有掘必探～探防结合”和“先探后掘～长探短掘”的原则。探掘过程中～要确保探眼数量、探眼位臵、探眼深度达到设计和规定标准。 ,二,防:巷道或工作面掘进被淹井巷、积水老窑、导水断层时～应据实情采取留足防、隔水煤柱的措施～以防治透水事故的发生。 ,三,堵:在地表主要泾流地带修建排水沟、防洪沟～将地表水集中引排至排不沟直达块河～从源头上减少地表水的渗入。 ,四,截:根据矿井涌水量情况～在井下有效修建大容量水仓～截断及缓冲矿井涌水、透水对工作场所的危害。 ,五,排:井下应修建排水沟等设施～每降大到暴雨前后～应及时观测水情～查看井下涌水情况～应根据涌水量的大小～配足相应的排水设备及备用和检修的抽水设备～排水能力必须满足矿井最大涌水量和《煤矿安全规程》的要求。 总之～采取各种有效措施～切实加强对矿井水害的防治～在采掘过程中要进一步加强矿井水文地质工作～观测矿井中含水层出水性质～储水断层的导水性质～及老空积水的位臵～预测老窑采空区水量～总结活动规律。在井下掘进工作面必 12 须进行探水工作～探明地下水源后～有计划地进行防水～将其疏干～消除水害对重合财产的威胁。水仓的淤积每年至少清挖两次～雨季前必须清挖一次～并对全部工作水泵和备用泵进行一次联合排水试验～发现问题及时处理。水仓水位要经常保持在最低限度～水泵工要坚守工作岗位～当出现停电或发生其他意外停泵时要及时向带班领导汇报水位上升情况。在巷道布臵上尽量不揭露富含水层及落差大的断面～保证巷道围岩有足够的承受水压能力。应随时保证巷道排水沟畅通。 二、矿井水防治整体规划的确定 根据收集、整理到的水文地质资料和所掌握的矿井涌水情况可以看出～我矿的防治水工作总体难度不大～只要坚持原则探掘～在相应地点留设足够的保安煤柱～杜绝越层越界开采探放水工作不疏忽～即可解决我矿的水害防治工作。 由于我矿地表为山地坡地带～由于到形成缓坡地表冲沟发育～有利于地表水的排泄～经过实地踏勘～区域内共有私挖小窑6处～随着矿井生产的进一步深入～采空区范围将进一步扩大～在采空区上部的地段上～产生人工裂隙引起积水渗入深部矿井的可能性较大～对矿井采掘构成一定威胁～矿井涌水量自然增大～矿井排水成本也随之增高～帮在开采过程中～严禁、越过保安煤柱开采块择河区域的煤层～特别应该注意老窑渗水～特殊时节的大气降水和上部采空区积水突 13 水的发生。 针对上述情况～特提出如下滴水害整体防治规划: ,一, 防治突水规划 1、矿区水文地质资料虽然较为齐全～情况也较为清楚～但仍需进一步进行水情水患调查核实～明确上部小窑积水的静水位标高及水力联系～对隔水层的厚度承压进行专门的验算～进一步查清上部老空水对现开采层开采中的影响～不断完善现开采层或开采区域的防治水工作。 2、在已探明推测有导水断层的附近进行采掘作业时～要用钻探相结合的地质分析法～坚持按规程要求做好超前防治水工作～对井巷工程需要通过的导水断层带～必须采取超前预注浆等措施进行堵水～并加强该区域的井巷支护。 3、开拓掘进井巷工程时～严格执行“有掘必探～先探后掘”的原则～特别是接近揭露或主要含水层～必须采取有力措施～配备可靠的探、排水设备～严格按照作业规程、探放水设计～探放水措施进行探放水。严禁在没有设立可靠的排水设施前～揭露和接近主要含水层。 ,二,防治地表水 1、在今后的开采过程中～要对地表塌陷区和裂隙进行综合治理～随时观察开采区域地表的塌陷和裂隙情况～采取注浆或砂石充填的办法～堵死或减少雨季的地表水渗入采空区～对发现的漏水沟渠和裂缝要及时填堵。 14 2、在对块择河方向进行开采时～开采前要编制防治水措施和开采方案～确定安全煤柱的留设参数。随时观测、分析顶板岩性及涌水情况～回采过程中要严格按照批准的设计要求控制开采范围～严禁越过保安煤柱进入块择河床进行开采～以防块择河水通过裂隙渗入井下巷道。 3、在雨季时防治水工作领导小组要派专人定期对矿区范围内地表裂隙、陷落及排洪沟渠等进行摸底排查～对容易积水的地点应修筑沟渠～排泄积水,各井筒附近的排洪沟渠稍大保证随时畅通～确保洪水的有效排放。 ,三,防治采空区积水计划 1、建立地面水文观测系统～定期观测各个水文孔情况～分析研究地下水活动规律～保证正常生产。 2、健全采空区探放水体制 对采空区要按规程的有关规定进行密闭～留设导水孔～加强观测～及时将采空水排出～～当各工作面开掘至C、C1210煤已回采下部空间时～必须对该空间区域进行探放～掌握其涌,积,水情况～防止采空区积水涌入矿井～造成涌,突,水事故的发生。 3、从技术管理上尽量避免或减少巷道、采空区积水的现象～确无法避免时～也必须分区域布设水仓将积水集中引排。开采下层位煤层时～应确保上层煤层采空区不存在大量积水～否则～若煤层间距不大～必须采取措施进行专门放水～ 15 若煤层层间距较大时～则应按照“三下”规程计算冒顶裂带高度～留设足够的水体下开采煤柱。 第三节 井下水害防治方案 目前国内采用的防治水方法主要有留设防水煤,岩,柱、井下探放水、疏干降压、注浆堵水～现分别简述前三种方法如下 : 一、留设防水煤,岩,柱 采用留设防水煤,岩,柱的方法～就是把导水裂隙、采空区积水、地表河流进行隔离～保证矿井采掘工作的正常进行。 二、井下探放水 井下探放水是矿井防治水工作中最常见的一种方法～采掘工作必须执行“有掘必探～先探后掘”的原则～其在遇到下列情形时～必须探水: ,一,接近水淹或情况下明的井巷、老空、老窑时, ,二,接近含水层、导水层、含水裂隙密集带时, ,三,接近或需要穿过强含水层时, ,四,接近未封闭或封闭不良的导水钻孔时, ,五,接近各类防水煤,岩,柱或打开隔离煤柱放水时, ,六,接近水文地质条件复杂的地段～采掘工作面有突,涌,水征兆时, ,七,上层采空区有积水～在下层进行采掘时, 16 ,八,接近有水或稀泥的区域时, ,九,接近邻矿采界时, ,十,采掘地点受顶底板承压含水层的威胁～要加强顶板围岩裂隙探测工作～防止发生透水事故。 三、疏干降压 疏干降压是指借助于各种不同的排水工程,井筒、巷道、石门、钻孔、沟渠等,和相应的排水设备～疏干煤层顶板或煤层含水层水～迫使煤层底板含水层水降到一定水平～使采掘工作得以在水量尽可能小甚至完全疏干的条件下进行。 疏干降压方法的选择 矿井疏干降压有三种方法: 方法一:地表疏干 其主要用于疏干阶段～是在地表钻孔中用潜水泵预先降压含水层的水位或水压的疏干方式～常用于煤层赋存浅的露天矿。随着高扬程～大流量潜水泵的出现～井工煤矿也可采取此种方式。地表潜水泵预先疏干较之井下并行疏干方式～具有 施工 文明施工目标施工进度表下载283施工进度表下载施工现场晴雨表下载施工日志模板免费下载 方便、速度快、投资和管理费用较低、安全可靠等优点。 方法二:地下疏干 其主要用于并行疏干阶段～通常采用巷道疏干和井下钻孔疏干方式。 方法三:联合疏干 17 其通常用于水文地质条件复杂的矿井～由于经济上和安全上的考虑～单纯疏干或单一疏干矿井的井下疏干不能满足矿井生产需求时～应考虑采用井上下配合或多井的联合疏干方式。 四、安全技术措施 ,一,探放水安全技术措施 1、在接近采空区、含水层、导水断层～可能与河流等水体相通的断层破碎带时～应加强探水工作。 2、打开水体隔离带煤柱前要做好探水工作。 3、接近未封闭又可能突水的钻孔时应加强探水。 4、在采动范围内有承压水等又存在隔水岩柱厚度不大～不清楚～在接近水文复杂地段又情况不明时～要加强探水。 5、凡属掘进的工作面必须进行探水。 6、在采掘工程接近其它可能突水段时要加强探水。 7、坚持做到“接近构造前及时探水”、“先探后掘”。 8、在具体地点探水之前～要认真编制探放水设计和安全技术措施～并严格落实。 9、探放水过程中防止有害气体溢出的措施。 ,1,在进行钻眼前～对钻孔附近的有害气体进行检测～当气体超限时必须停止作业～采取措施处理完毕后方可施工。 ,2,钻孔接近积水区5米的位臵～钻进速度减慢～并 18 专人检查有害气体。 ,3,在钻孔贯通积水区时～不要急于拨出钻杆～要观察是否有有害气体涌出现象～如果有害气体超限～要及时切断电源～撤出人员～并采取有效的通风方式进行处理～待有害气体降到安全范围后～方可进行其他作业。 10、必须及时排查分析本矿井区域内的老窑积水情况～定期收集、调查、核实相邻矿井和废弃老窑情况～并建立台帐。涉及的积水情况必须标注在采掘工程图上～为防治水工作提供依据。 11、矿井接近水淹或可能积水的井巷、老空、老窑或相邻矿井时～不得直接使用巷探,情况不清或存在的可疑地点～应采用物探或钻探的方法～探查施工区域四周、上下方是否存在积水区。凡受井巷、老空、老窑或相邻矿井积水威胁的作业点～未进行探放的～不得进行采掘作业。 12、掘进工作面接近探水线时～必须编制探放水设计～超前探放水～并制定和落实防治瓦斯及其他有害气体危害等安全措施～采掘工作面受老空积水威胁时～必须编制专门的探放水设计～严格按批准的措施执行。 13、矿井探放水时～必须撤出受水害威胁区域内的所有无关人员～有突水预兆时～必须立即撤出井下受水害威胁区域内的所有人员。 14、矿井探放水工程必须由矿技术副矿长组织相关人员 19 对工程质量进行验收、评价。
