军川农场属黑龙江省农垦宝泉岭分局～行政区划位于鹤岗市萝北县境内～地理坐标:东经131?02′，131?30′～北纬47?19′，47?36′～南北长28 km～东西宽27 km。军川农场是黑龙江省垦区的国家农业综合开发场～农业资源丰富～人均耕地面积大～农业机械化程度高～经营管理科技水平较高～粮食商品率达80%以上～是国家重点商品粮生产基地～但存在着农机老化～农业基础设施和农田水利工程投入少等问题～农业生产潜力尚没能充分发挥出来～具有较大开发潜力。
该地区属温带大陆性季风气候区～气候特点是夏季炎热～冬季严寒～春秋早晚温差大～多年平均气温1.8摄氏度～多年降水量506.8 mm～年内降水主要集中在5-9月份～占年降水量的75-80%～多年平均蒸发量1180 mm～无霜期平均135天～多年平均日照时数为2525.7小时～多年平均风速为3级～大风天多发生在春季～土壤冻结深度为2-2.5m～冰厚0.8-1.2m～冻结期长达7个月。
示范区所在地区属黑龙江省三江平原西北部第四纪冲积平原区～为阶地平原地貌～地势平坦～微地形复杂。地面平均坡降在1:500，1:5000～示范区地面高程在65，72m之间。
示范区地表为第四系冲、洪积物覆盖～厚度30，80m～其下为第三系砂砾沉积岩。由地表向下沉积物各层次为:1，3m为亚粘土层～其下为深厚的细、中、粗砂砾沉积层夹亚粘土透镜体。

二、社会经济情况
军川农场以农业生产经营为主～是宝泉岭分局下属的一个大型国有企业～以种植水稻、大豆、玉米等主要粮食作物为主～现已形成农林牧渔各业并举～工商运建服全面发展的格局。
农场拥有土地面积89.96万亩～其中耕地面积60万亩。2010年种植粮食作物60万亩～种植玉米30万亩～水稻25.3万亩～大豆4.7万亩～2007年被国家农业部授予“全国粮食生产先进场称号”～ 承担全国粮食高产创建活动。优质粮食种植面积覆盖面积达100%。田间综合机械化程度为98%。周边生态环境好～粮食生产持续协调发展能力强～农业科研、推广网络已经形成～机械化程度高～适于大面积粮食作物种植。

一、项目建设规模
利用2年时间建设高标准农田示范2万亩。其中:水田1.5万亩、旱田0.5万亩。其中:2012年1万亩。全部是水田。2013年1万亩。其中:水田0.5万亩、旱田0.2万亩。
二、项目建设地点
项目区位于黑龙江省萝北县军川农场向阳管理区～军川农场向阳管理区位于该农场东部～军川农场高标准农田示范区中心区距农场场部14 km～最远处到场部18公里。东临绥滨农场～北临江滨农场。
三、项目区基本情况
项目区土地总面积8.34万亩～其中耕地面积5.62万亩～林地1.3万亩～居民点占地面积0.32万亩～其他占地面积1.1万亩。项目区内现有总人口1169人～总户数372户～职工345人～劳动力673人～农业基本实现机械化～拥有大中型拖拉机69台套～收获机21台。项目区交通便利～电力充沛。项目区内职工队伍经营水平较高～对耕地的保护性耕作意识较强～农业综合开发的积极性高。
项目区以农业生产经营为主～以种植大豆、玉米和水稻等主要粮食作物为主～2010年农作物播种面积5.62万亩～其中水稻播种面积2.14万亩～水稻产量13019吨,大豆播种面积0.82万亩～大豆产量1247吨～玉米播种面积2.42万亩～玉米产量15659吨。2010年粮食总产29925吨。项目区内职工队伍素质较高～经营水平高～技术水平过硬～对耕地的保护性耕作意识较强～进行农业综合开发建设积极性高。

四、水利措施建设标准
各项水利措施建设标准应符合水利部门制定的有关规程、规范和标准。
(一)灌溉工程
1、灌溉系统完善～灌溉用水有保证～灌溉水质符合农田灌溉用水标准～灌溉制度合理～灌水方法先进。
