At this point, and underground I lost contact, 随着网络信息化的发展和普及，它不仅深深触及到了人们社会生活的方方面面，它同样也拓展了大学生思想政治教育工作的空间和渠道，提供了丰富的可用的教育资源，它的开放性、交互性、及时性及平等性等特点，有助于开展更富有针对性的学生思想政治教育活动，增强思想政治教育的亲和力、说服力和实效性。本文试图将网络信息技术应用于大学生思想政治道德素质教育评估中，提出大学生思想政治道德素质评价的方式、体制和机制提出新的更高的设想，并期望对大学生思想政治教育的评估观念、评估模式、评估过程、评估前景及评估发展趋势等方面产生应有的影响。 1 对当前大学生思想政治道德素质评价的反思 当前我们通用的大学生思想政治道德素质评价是作为大学生综合素质评价(有的学校称为学生德智体综合测评)中的一部分，通常在德智体三个方面中占三分之一，对于评价每个学生的素质起到了非常重要的作用，但随着时代的进步和发展，对学生的思想政治道德素质评价指标体系和方法已经越来越不适应加强和改进大学生思想政治教育的要求，不能充分发挥思想政治道德素质评价这一载体的教育激励功能，结合多年的工作实际，笔者认为这种局限性主要表现为: 1.1 可操作性较差 一个评估模式即使再完善，如果操作性不强，作用就等于零。可操作性应该注意两个方面:一是要有能量化的标准，二是要有评估落实者。要不就无法操作。当前对学生思想政治道德素质评价的内容分解和指标量化上我们做得还比较粗糙，不明晰。如:学生思想品德的考评成绩主要依据每个学生在政治方向、思想信念、学习目的、集体观念、团结互助、遵纪守法、公共道德、爱护公物、劳动态度及尊敬师长等十个方面的表现来评定。这十个方面一方面不能准确涵盖学生思想政治道德素质所有的全部内涵，另一方面也相互交叉和重复。每项评价内容的层次量化上用词非常笼统，这样不利于评价标准的把握。如:关于学生政治方向的考核中分四个层次，这四个层次分别是:A优秀:能正确理解党的方针政策并积极贯彻执行，政治上自觉与党中央保持一致，坚持四项基本原则，自觉维护force (youth teams) and County party leaders, aimed at weakening the anti-Japanese forces. At this point, and underground I lost contact, 安定团结，能主动同各种错误言行作斗争。B良好:能理解党的方针政策并能贯彻执行。在政治上能与党中央保持一致，对四项基本原则有一定的认识，能维护安定团结，并能同各种错误言行进行斗争。C一般:拥护党的方针政策，拥护四项基本原则，但在理解上有片面性，认识上还不够清楚。特别是在一些具体问题上思想认识模糊。D差:对党的方针政策及四项基本原则认识不深，虽无恶意但常有各种不负责任的言行。四个层次中除了优秀和差的可以明显地从文字可以区别开来之外，其他各层次基本上用词都比较模糊，而且没有进行量化，所以可操作性比较差。至于评价的实施者主要是由 班级 班级管理量化考核细则初中班级管理量化细则班级心理健康教育计划班级建设班级德育计划 考评小组和班主任(辅导员)组成，而最有评价权威的，作为评价主体的全班同学没有真正参与进来，形成了少数人评价多数人的局面，不能很好地调动普通学生参与评价和评价中受教育的积极性。 1.2评价内容缺乏科学性 因为评价的内容反映教育的导向，所以在评估内容上不能搞随意化，也不能为了好操作而搞单一化，在评价的内容上应该注意其全面系统性、符合学生特点等。前面已经提到当前学生思想政治道德素质评价内容分为十个方面，这十个方面一 方面不能准确涵盖学生思想政治道德素质所有的全部内涵。另一方面也存在着相互交叉重复的内容。在当前阶段，学生的思想政治道德素质大体应包含以下六个方面:政治思想素质、道德素质、民主与法制纪律素质、心理健康素质、创新素质、网络行为习惯等，这六个方面相互联系，形成一个有机整体，其中政治思想素质包括三观(世界观、人生观和价值观)、民族精神两大因素。在三观中主要通过对理想信念、党基本路线、基本国情和科学发展观的掌握和运用来评价，民族精神可以通过学生爱国主义、发扬民族和革命优良传统、维护民族团结等实际行动来评价。道德素质的评价主要以是否模范遵守《公民道德实施纲要》来评价， 主要体现为:为人民服务、集体主义(含团队协作精神)、诚信意识等内容。民主法制纪律素质主要通过对学生法律意识观念、遵守校规校纪和国家法律等状况来评价。心理健康素质，主要以心理健康标准来衡量，具体表现为有没有心理不健康的行为和现象发生。创新素质通过对学生科学精神和创造性思维和素质以及是否掌握了学会学习的状况来衡量，具体参考学生在各类创新竞赛活动取得的成绩。网络行为习惯，主要测评学生网络社会中行为习惯是否符合网络文明的要求。 force (youth teams) and County party leaders, aimed at weakening the anti-Japanese forces. At this point, and underground I lost contact, 只有这样，学生思想政治道德素质的评价内容才比较全面，符合时代发展的要求，才能很好抓住时代发展的主题，做到针对性强。 1.3 评价结果的缺乏权威性 仅有了评价的结果是不行的，还必须有评价结果的作用。比如评估结果作为学生评优的条件，对评估优秀者给予表彰和奖励，对评估不合格者要求限期改正并进行适当的处罚，把思想政治道德素质评价合格作为学生毕业的必要条件等等，只有这样才能让学生重视思想政治道德素质评价，并使之具有权威性。长期以来，我们的思想政治道德素质评价，一般是基于学生在校学习成绩和平常表现，并且主要以教师评定为准。有一些学生，在教师和学校面前是一副模样，在社会上却是另外一种模样，甚至损人利己、坑蒙拐骗，人格发生分裂。这些学生的“两面性”的形成，一定程度上影响了学校学生思想政治道德素质评价的权威性，不能说不与我们的思想道德评价标准没有关系。这些年来所发生的大学生杀人、自杀和硫酸泼熊等极端事件，为我们敲响了警钟，也暴露出大学生的思想政治道德素质评价很大的缺陷，这种状况令人担忧。 2 大学生思想政治道德素质网络评价系统设计的原则 大学生思想政治道德素质网络评价一方面要遵循学生思想政治教育的一般规律，同时还要体现出网络评价的规则，二者共同形成了大学生思想政治道德素质网络评价的基本原则，并构成了我们构建大学生思想政治道德素质甚至是综合素质网络评价的总方向。 2.1坚持科学发展观 科学发展观是以马列主义毛泽东思想邓小平理论和三个代表重要思想指导的以人为本的全面和谐可持续的发展观，这一思想落实到大学生思想政治教育中，贯彻到学生思想政治道德素质评价中，就是坚持大学生思想道德素质、科学文化素质和健康素质的有机统一和协调发展;坚持思想政治素质在人的素质构成中的重要性，强调学校教育要育人为本、德育为先，把思想政治教育摆在首要位置;坚持实践在人的思想政治素质发展中具有根本性作用，强调深入开展社会实践、探索实践育人的长效机制;坚持思想政治素质内在构成的多样性、层次性与整体性，强调以理想信念教育为核心、以爱国主义教育为重点、以基本道德规范为基force (youth teams) and County party leaders, aimed at weakening the anti-Japanese forces. At this point, and underground I lost contact, 础、以全面发展为目标开展大学生思想政治教育。 2.2 主体性评价原则 思想政治道德素质评价具体说来就是依据学生思想政治教育目标，运用科学的方法技术，系统地收集评价信息，经过测量汇总对学生的思想政治道德水平从价值上进行判断，对其达成思想政治教育目标的程度做出科学的评定。在评价活动中，基本按以下程序进行，即:思想政治教育总目标--形成性评价重点指标--教育训练--反复形成性评价(教育激励强化)--达成思想政治教育目标。在评价过程中，思想政治教育目标是评价的出发点和归宿，因为要培养学生的思想政治教育评价能力，首先要解决的就是要让学生明确什么是对的，该怎样做，有些什么要求，也就是树立评价的目标意识。然后通过评价活动使学生全面学习、掌握和运用评价目标来进行评价。在平时的每次形成性评价活动开始之初对所有指标进行学习、理解，且在具体评价环节中运用，从而使学生明确目标并掌握标准，逐步学会用目标来评价自己和他人，规范自己的行为。 在思想政治道德素质评价中，学生既是评价的对象，又是评价的主体，学生在对自己和他人的思想政治道德表现行为不断的评价活动中，逐步学会识别各种思想政治道德现象的是非、善恶、美丑的能力，从而形成正确的思想政治道德标准、舆论和行为准则，提高思想政治道德评价能力，因此在评价活动中，使学生掌握评价标准和评价方法，教会学生如何正确地对待自己，客观、公正地评价他人是培养思想政治道德评价能力的关键。如:在学生自评时，对不能正确评价自己的学生要及时通过各种网上交流方式进行个别教育和引导，在小组评价前要求学生对自评的理由在网上进行陈述等，都是训练学生正确评价自己的有效方法。针对学生往往对同一人或事有不同看法、不同评价，要及时抓住争论的问题，引导同学讨论，学会全面评价的方法。这样做既能倡导良好的风气，有利于学生良好行为的养成，又能引导学生用全面、发展的观点正确评价他人，通过让学生对照指标利用网络来培养自己的首先评价能力，在学生自我教育、自我矫正的过程中，最终追求自我完善的较高境界。这才是训练学生掌握评价方法，培养思想政治道德素质评价能力的有效方法。 总之，以互联网为基础的网络大学生思想政治道德素质评价的出现，为确立全体学生作为评价主体提供了必要的保证。这种主体地位也必将有力吸引学生参force (youth teams) and County party leaders, aimed at weakening the anti-Japanese forces.
