为推进我校课程改革工作的深入开展～全面实施素质教育～全面提高学校教育教学质量～全面促进教师专业化发展和学生综合素质的提高,根据江苏省教育厅、江苏省财政厅《关于启动普通高中课程基地建设的通知》精神～结合我校教育改革的实际～决定开展“江苏省淮北中学红色教育课程基地”创建工作～现制定如下方案: 一、指导思想 国家和省中长期教育改革与发展规划纲要明确提出今后各级各类教育发展的重点任务是提升内涵与质量。课程基地建设是基础教育课程改革延续和深化～是深化课程改革的重要载体～是学校课程能力建设的重要途径。课程基地建设是构建江苏特色的课程改革～是打造特色发展的重要举措～也是实现教育现代化的重要标志。 江苏省淮北中学以“本真教育”为教育理念～尊重学生的个性发展需求、尊重个体差异、关注兴趣培养、激活内在潜能、帮助学生实现自主发展的需求、奠定学生可持续发展的根基。红色教育有利于培养学生的综合素质～对整合教育资源、拓展学生视野、激发学生潜能、优化学科教学、提高教学效能等方面有着重要的意义～也为学生提供了更多的个性化的发展选择～有利于引导学生以积极的心态面对生活中的一切～为他们的特长发展奠定坚实的人生基础。 红色教育是中学人文科学的重要内容～它对培养学生热爱祖国～建设祖国的热情～形成良好的的思想品质以及增强社会责任感均具有深远的影响。红色教育也是综合社会实践课程的良好载体～我校长期以来不断拓展教育资源～积极引导开展红色教育～提高学生实践能力和综合素质。目前已形成了领导重视红色教育～教学渗透红色教育～ 模式～红色管理体现红色教育～研究性学习中突出红色教育的“立体型红色教育” 文化已成为我校文化建设的主流和标识。 我校红色教育课程基地建设～牢固确立德育为先、能力为重、全面发展的育人观念～以“红色教育课程基地”建设为载体～以创设新型学习环境为特征～以改进课程内容实施方式为重点～以增强实践认知和学习能力为主线～以提高综合素质为目标～深入开展红色教育的研究与实践～让有趣学习和活动教育促进学生快乐成长～促进学生在自主、合作、探究中提高学习效能～不断提高文化素养和创新能力。 1 二、建设目标 红色教育课程基地建设立足于服务学生的发展、教师的发展和学校的发展～努力探索教育教学课程可持续发展的新途径。 1、全面提高学生的综合素质 通过建设课程基地～加强学生对红色教育课程的体验和感知～在实践应用中巩固知识、增强技能～在实际动手中发现探究、创新能力～逐步养成学生勤于动手、敢于创新、善于创造的行为习惯～促进学生心情愉悦、健康成长～引导学生树立健康积极的世界观、人生观、价值观～培养学生团结互助、诚实守信、遵纪守法、艰苦奋斗的优良品质～为学生一生的发展和幸福奠定基础。 2、提高教师专业化发展水平 通过红色教育～使教师不仅是课程的实施者～而且成为课程的研究者、开发者～为教师的专业发展和创新能力提供发展平台。 3、形成特色鲜明的办学品牌 通过红色教育课程基地建设～积极探索出一条普通高中教学发展新途径～并通过不断的辐射、更新、完善～逐步形成一批品牌课程～最终使学生与教师共同提高、和谐发展～着力培养学科特色～努力打造品牌学科～从而推动学校素质教育的整体发展～提升办学品位。 三、宣传发动和组织领导 红色教育的精髓是爱国主义和革命传统教育。爱国主义和革命传统教育是中华民族的光荣传统～是引导人们特别是广大青少年树立正确理想、信念、人生观、价值观～～推动中国社会前进的巨大力量～是实现民族伟大复兴的精神支柱。但是～在目前学校的教育体系中～我们爱国主义和革命传统教育往往是空洞的说教～大多缺乏具体的载体。爱国主义教育的缺失给我们学生的价值观、责任感、使命感教育带来了诸多的不良影响～拜金主义、享乐主义在校园开始横行～因此～重塑学生正确的道德观、价值观、人生观～树立爱国主义和革命传统教育在学校德育体系中的核心地位已经成了当前学校德育教育的当务之急。我们认为～爱国主义和革命传统教育针对当前青少年学生的实际心理状况具有振聋发聩的警醒作用～如何加强、改进、创新爱国主义教育和革命传统教育～已经成为新时期学校教育体系下德育教育需要探索和突破的核心内容。 发扬和传承中华传统文化精髓～培养青少年健康向上的公民道德意识、责任意识和使命意识～全面提高未成年人思想道德水平和践行能力是《国务院关于进一步加强和改进未成年人思想道德建设的若干意见》的具体要求。我校以弘扬爱国主义和革命传统教育为主旋律的红色教育基地创建为突破口～创新学校德育工作模式～根据青少年成长的客观规律～通过学生的实践体验～他们的爱国主义情感得到升华～继承发扬革命传统的行为得到内化。 红色教育当然要以人为本～着眼点和落脚点在于引导、教育和服务人～将以人为本的思想始终贯穿于爱国主义和革命传统教育的全过程。为适应时代发展和社会需 3 求～我们将坚持“涵养精神、浸润生命、服务成长”的特色创建理念～按照“挖掘红色教育资源、开展红色教育活动、形成红色教育特色、打造红色特色学校品牌”的创意～全力构建素质教育课程体系～全面拓展我校教育工作的发展空间～推进特色建设～创建红色经典学校～实施素质教育～深入推进基础教育课程改革～优化学校管理～丰富学校内涵～提升学校品位～努力形成“学校有特色～教师有专长～学生有特长”的发展局面～稳步提高教育教学质量。 ,二,厚重的红色资源优势 江苏省淮北中学始建于1941年～原名“淮北苏皖边区公立淮北中学”～是刘少奇、陈毅、彭雪枫、刘瑞龙等老一辈无产阶级革命家和军事家创办的历史名校～地处洪泽湖畔、淮河之滨的革命老区泗洪～泗洪是一片红色的土地～抗日战争期被称为“淮北延安”～是全国19个抗日民主根据地之一～是淮北苏皖边区行署、新四军四师师部所在地。刘少奇、陈毅、彭雪枫、邓子烣、张爱萍、张震、刘瑞龙等老一辈无产阶级革命家都曾在这里战斗和生活过～陈圩的大王庄、祖姚庄、朱湖的臧桥、新行圩、双沟的全德糟坊、淮河岸边的大柳巷、界集的山子头、曹庙乡的朱家岗都曾留下他们的足迹。境内的泗洪烈士陵园、半城雪枫墓园、朱家岗烈士陵园、泗洪革命烈士纪念馆、淮北抗日阵亡将士纪念馆、双沟陈毅纪念馆和雪枫墓园的国防教育馆是全省爱国主义教育基地。而这些园馆～都以详实的史料和珍贵的实物形式记述着战争年代发生在老区泗洪这块热土上的红色革命史。遍及全国的新四军四师老战士、新四军二代、原淮北中学老校友都是我校进行红色教育的宝贵资源。因此～特殊的地理环境和历史传承使我们淮北中学有着丰厚的文化底蕴和丰富的红色教育资源。 ,三,优越的环境基础 学校继承红色历史文脉～从文化积淀及地域特征入手～结合新时期青少年学生思想特点～充分开发和利用当地的红色资源～从基础建设方面为特色建设营造环境。我们把“攻坚克难～敢于争胜”的铁军精神作为学校精神～ 把源于抗战时期的“团结、紧张、严肃、活泼”的校风～“爱生如己～教生如子”的教风～“即知即行～学以致用”的学风进一步发扬光大～加强对广大师生革命传统教育。2004年刘延东同志接见我校领导时～对淮北中学提出了殷切的期望～反复嘱咐“要将新四军和淮北中学的革命传统发扬光大”。为了深入开展红色教育～我们校内建有“ 校史馆”、“ 新四军将领和校友书画墙”、 “瑞龙图书馆”、“子恢科技馆”、“拂晓楼”等教育教学设施以 4 及“东进路”、“拂晓路”等标志路牌。我校还特聘刘延淮女士为我校名誉校长～努力把革命先辈的高尚人格和光辉业绩传承下去。 ,四,过硬的师资队伍 学校有348 名专职教师～全国优秀教师2人～省人民教育家培育对象1人、省教授级中学高级教师1人～“333”工程培养对象2人～省特级教师、市名师、学科带头人及骨干教师近百人～高级教师约140人～有16人出国进修～20人具有教育硕士学历。其中赵晓娟同志是省人民教育家培育对象、省教授级中学高级教师、省特级教师,陈经山同志是全国未成年人思想道德建设先进工作者、全国科研优秀教师、省“333”工程培养对象、省教育科研先进个人,胡传海、陈子兵两同志是中学历史高级教师、县新四军历史研究会理事、淮北抗日民主根据地研究专家。王东光、高新洲、赵同宇等多名老师是县新四军历史研究会会员。我校还拥有一支以新四军老战士及其二代、淮北中学老校友和学生家长为主的涉及多所高等院校和省、市科研院所的红色教育支撑队伍～许多研究党史、军史的老同志每年都在我校开展红色教育讲座～部分新四军老战士也亲临学校进行革命传统宣传～为红色的教育的开展提供了优质的师资保障。 ,五, 扎实的社会实践 从2002年至今～学校先后组织开展了六届“铁流千里”考察活动～先后有近千名师生徒步三万多华里～途经10多个省份～先后到达延安、井冈山、韶山等革命圣地。 组织了八届“徒步千里洪泽湖”寒假考察活动～ 开展了十一期“天岗湖畔访英雄”的实践活动。组织近千人的“追寻红色足迹远征队”～开展追寻“红色足迹”主题教育活动～为纪念江上青烈士诞辰100周年～2011年3月26日从江上青烈士长眠处徒步抵达安徽省泗县江上青烈士殉难处～徒步行走70华里,为纪念淮北33天反扫荡胜利70周年～2012年4月1日～第二届“追寻红色足迹远征队”一千余人从淮北中学徒步抵达半城雪枫墓园～徒步行走54华里～感受了先烈精神～磨练了坚强意志。 ,六,丰富的校园活动 校内各年级分别设立了“彭雪枫班”、“刘瑞龙班”～成立了“陈毅杯”优秀班主任奖励基金会、“张云逸杯”优秀家长奖励基金会、邓子恢科研奖励基金会、雪枫奖学基金会、瑞龙助学基金会～组建了“铁流千里”事迹报告团、“文明礼仪宣讲团” 、“刘瑞龙思想研习会”、“彭雪枫将军故事兴趣小组”、“拂晓艺术剧团、”“雨凝文学社”、“星火爱心社”、“京剧兴趣小组”、“版画兴趣小组”等学生社团～围绕 “红色”主 5 题～都相继开展了一系列活动～ 如:班级红色教育主题班会、红色教育主题故事会,政教处主办的红色教育大讲坛、红色教育班主任论坛,校团委举办的团干红色教育专题培训、“颂英雄”歌咏比赛、周末红色经典影片展～拂晓艺术剧团专题汇报演出《向延安》等活动～在校内外引起了广泛的影响。 ,七,实在的教育科研 从“十五”规划开始～我校就承担了省教育科学规划重点课题《在探索淮河的系列行动中引导中学生发展》、《学校生命文化建设与教师专业发展的双向互动研究》的研究工作。“十二五”期间～我校教育科研续写辉煌～《植根淮河的革命传统教育研究》、《淮河流域红色资源的开发和利用研究》、《利用传统文化促进校园管理文化建设的研究》等被立项为省重点科研课题。 ,八,多样的课程的开发 通过课题研究～催生了红色校本课程的开发～目前～我校开发的红色课程有《彭雪枫的故事》、《烽火中的淮北中学》、《盛世说湖匪》、《新四军发展斗争史》《鸾翔湖畔——纪念敬爱的周总理诞辰110周年》、《温暖洪泽湖》等22本红色校本教材～其中《彭雪枫的故事》被评为省中学优秀校本课程案例～《温暖洪泽湖》获江苏省第二届教育科学优秀成果奖。 ,九,丰硕的教育成果 十年的红色教育取得了累累硕果～历年高考中～先后有近百名“铁流”、“湖考”队员被复旦、南大等名牌高校录取。每年 “铁流千里”考察途中都会有多家新闻媒体争相报道。“铁流千里”被评为省“七彩的夏日”优秀活动项目和省级示范夏令营。学校先后获得新课程实验省级样本学校、省文明单位标兵、全国德育工作先进集体、全国学校文化建设金奖、中国青少年素质发展示范基地等荣誉称号。 ,十,广泛的辐射影响 泗洪县实验小学、泗洪县第三中学、常熟市第一中学、常州市北郊中学等多家县内外学校多次组团到我校学习观摩。《人民日报》、《光明日报》、《中国德育》、《新华日报》、《扬子晚报》、江西卫视、江苏教育电视台、《人民网》等全国数百家媒体先后多次进行了报道。原二炮政委彭小枫上将、省政协主席张连珍同志地高度评价～省教育厅沈健厅长等领导同志多次亲切接见过我校师生并合影留念～新四军老战士李剑锋将军专程来我校看望铁流队员～夸赞队员们是好样的～都是英雄。我校名誉校长刘延淮女士多次来信进行鼓励和表扬。副市长赵深、市委秘书长田洪、市教育 6 局长李公平～县委书记徐德、县长徐勤忠、副县长易冰～县教育局长张涛涛等领导多次到我校观摩指导特色建设。 五、课程基地建设内容 ,一,创设主题突出的红色教育环境 在学科情境营造上～我们将加大宣传～更新理念～对红色教育进行进一步阐释～形成具有校本特色的红色教育引领基础～积极打造红色教育的软环境。我们将以学生体验为核心～完善红色教育活动室、红色广场、新四军战史资料室功能～新建红色教育展馆、红色教育体验馆等展馆～进一步优化红色教育情境。 在专业特色上～我们将设立红色教育办公室～指导全校红色教育特色课程的实施～联系全县优势力量～组建红色教育团队。在校园内增添红色雕塑和景点～在科技楼大厅增设可互动的红色教育电子阅读平台,在校园管理上形成具有我校风格的红色教育机制,增加红色特色的学生社团,建设具有我校特色的红色教育网站,组建红色教育专用机房,将目前的主干道全部改造为具有红色纪念意义的教育长廊。 在课程实施载体上～我们将突出历史、政治学科教学为重点～积极渗透红色教育,我们将以思想政治教育为载体～将红色教育进一步制度化、规范化、科学化,我们将以区域资源为基础～进一步完善学生红色教育实践基地建设～为红色教育提供广阔的平台,我们将在学科渗透基础上积极开发红色教育二期校本课程～形成独具特色的红色教育校本课程基地。 ,二,构建个性鲜明的红色教育模型 (1)筹建淮北抗日民主根据地资料馆 目标设计:组织学生搜集淮北抗日民主根据地史料～让学生学会野外考查和实地采访能力～丰富馆藏～了解家乡的红色历史～为红色教育提供第一手教学资料～为学生提供更多体验实践与感悟的机会～在促进学生自主思考的同时激发学生的兴趣。 任务设计:资料馆的规划、红色史料的制作、布展及红色史料采访室创建。 (2)建立新四军战史展厅 目标设计:通过参观展品～阅读展板～以直观的模型和可操作的展品～让学生了解新四军的形式、发展、壮大过程～探索其它革命史料利用的可行性～将抽象的问题形象化和具体化～转变学习方式～激发探索动力。 任务设计:购臵和开发新四军展品～组织布展。展品主要有新四军使用过的武器、弹药、文件、生活用品等展品。 7 (3)建设红色教育广场 目标设计:以模型形式建立室外红色广场～让学生了解不同历史条件下的中国共产党的发展情况～营造良好的红色教育环境。 任务设计:开发历史课模型～科学布展～构建师生互动的红色教育模型。 (4)开展红色教育微型课题研究 目标设计:构建学生红色教育非物态模型～通过学生对地域红色环境及各类展馆展品的体验、验证～增强学生对红色历史事件的探究和认知能力。 任务设计:组建探究性学习合作小组～观察展品～搜集资料～撰写红色教育小 论文 政研论文下载论文大学下载论文大学下载关于长拳的论文浙大论文封面下载 ～研究微型课题。 ,三,建设促进学生红色自主学习的互动平台 (1)建设“红色教育体验园”～构建观察互动平台 在红色教育的课程基地建设中～我校将目前的雪枫广场改造为红色体验园。红色体验园内实施历史学科中的红色教育有关室外活动。将润秀园花房改造成红色教育温室～增加淮北抗日民主根据地历史物品～丰富红色教育资源～拓展学生视野～体验历史之美～感受红色遗迹保护的重要性～并形成对外开放的红色教育场所。 (2)建设“淮北中学红色教育网”～ 构建网络互动平台 红色教育网以学生喜闻乐见的形式～介绍红色历史和红色知识～开发互动软件～对学生的红色学习内容进行自主测验。开发具有自主知识产权的红色教育的游戏软件～探索虚拟红色教育的新思路。 (3)建设“红色体验馆”～构建体验互动平台 “红色体验馆”集参观、教育、学习为一体。 馆内展示中国各阶段的红色历史。突出互动色彩～激发学生的创造热情～培养爱国爱党意识。让红色体验馆成为学生的向往之地～快乐之所～实现我校红色教育的跨越式发展。红色体验馆还将面向其它中小学及社会开放～发挥优质资源的示范作用～实现资源共享。由于此项目工程量大～投入多～我们将此项目作为红色教育课程基地的后续项目～并择时启动。 ,四,开发红色教育的课程资源 丰富的课程资源～是红色教育的补充与拓展。在实施好学科中的红色教育课程基础上～结合区域特点和我校优势～按照地域性、实践性、自主性、合理性、发展性的开发原则～继续开发红色校本课程。 继续完善已实施的红色校本课程～如《烽火中的淮北中学》、《盛世说湖匪——洪 8 泽湖匪事调查与研究》、《文化温润生命》等～并在此基础上～开发丰富而具有特色的地方课程、校本课程～努力为学生提供丰富的学习素材和多样化的学习条件,开发校本课程《泗洪红色记忆》～通过区域历史变迁～引导学生关注家乡红色历史,开发校本课程《淮北抗日民主根据地建设史》～引导学生在考察、探究、研究微型课题的基础上～进一步关注淮北抗日民主根据地红色嬗变的历程,开发校本课程《向彭雪枫将军学礼仪》～进一步引导学生关注新四军英雄人物～关注自身发展～提高文明礼仪素质,开发校本课程《跟着刘瑞龙同志学理财》～以史为鉴～引导学生关注历史上的红色经验,开发校本课程《我和陈毅元帅的幸福时光》～进一步引导学生关注区域红色教育的发展,开发校本课程《听新四军老战士讲红色故事》～进一步引导学生关爱老人、研究新四军历史～珍爱今天的幸福生活,开发校本课程《校外的红色教育》～外为中用～通过介绍校外红色的教育的先进经验～引导广大师生重视红色教育、呵护生命,开发校本课程《徒步千里洪泽湖》～收集学生考察家乡红色历史、研究家乡变迁的探究性成果～引导学生关注我们生活环境的历史变迁,开发校本课程《红色团队》～引导广大师生进一步弘扬团队核心价值观～形成人与人和谐相处的红色团队～引导我校红色教育向更广阔的领域渗透与发展。 在加强地方课程、校本课程开发的基础上～我们进一步加强综合实践课程的开发～综合实践教研组会同其它学科积极组织红色遗址保护类研究性学习～与其它教研组及科技馆、红色教育基地联合开展红色史料调查～充分发挥实验室、科技馆、红色教育基地等红色教育场馆的潜能～以实现红色课程资源利用的最大化。 ,五,构建红色教育教师专业发展共同体 (1)以名师工作室为依托～打造红色教育师资团队 江苏省淮北中学红色教育基地的师资主要依托我校省特级教师、教授级高级教师、省教育家培养对象赵晓娟的名师工作室～组成以我校多学科骨干教师为主体的红色教育教师专业发展共同体～提升我校红色教育教师的业务水平～培养一批红色教育的名教师～打造在全国具有一定知名度的红色教育专业发展团队～并支撑我校红色教育的发展。 ,2,以师资培训为重点～打造红色教育科研团队 按照“红色课程组织建设在基地～教研活动开展在基地～教育科研研究实验在基地”的总体思路～将以“送出去、请进来”的方式～接受校内外知名学者的指导及红色教育培训～积极为红色教育的教师提供外出深造的机会～借鉴各地红色教育的宝贵 9 经验～内化为本校红色教育发展的动力。积极开展红色教育课题研究～申报省级、国家级红色教育课题～鼓励教师发表论文～鼓励学生撰写红色小论文～编辑《淮中红色教育》校刊。 ,3,以成果展示为载体～提升区域红色教育水平 收集、整理学校红色教育过程性资料以及成果资料～制作和完善江苏省淮北中学红色教育资源库～建立江苏省淮北中学红色教育网站～形成红色教育互动机制。在此基础上～积极构建红色教育交流平台～承办红色教育省市研讨会～在更高层面上加强红色教育的横向交流～促进区域红色教育水平的共同提升。 ,六,形成学生实践创新的有效路径 红色教育课程基地的建设～其宗旨是改变学生红色课程的学习方式～培养自主学习的习惯和独立思考分析问题的能力。形成走出教室学知识～在行动中长见识～于探究中求创新的新型开放的课程学习模式～使行动性学成为一种习惯～并对其它学科产生影响～构成校本人才培养模式。 建设红色教育实验室工程 (1) 在高中历史、政治教材中有很多红色教育实验～充分完成教材中的实验～是学科基地最基本的要求～也是学生自主探究的基础。 思路:打破传统实验室分布格局～突出红色课程实验教学～创建红色教育专业实验室。 目标:完成学科教材所列案例～打好红色探究的基础。 建设任务:购臵实验仪器～增加必要的电教设备。 (2)完善校史陈列馆工程 思路:拓展政治、历史等学科中红色教育内容～为个性化红色教育提供条件～为红色教育提供平台。 目标:提升高中红色教育验的水平～了解红色教育布馆的原理及方法～实现红色实验由定性到定量的转变～以数据的获得过程增强学生的探究和创新能力。 建设任务:组建校史陈列馆～广泛开展校史资料征集活动。 (3) 建设红色教育知识长廊工程 思路:构建高起点红色教育探究平台。 目标:在高起点上开展红色历史研究～为有兴趣对红色历史进行研究的学生提供必要的实验条件～并辐射其它学科。 10 建设任务:红色教育知识长廊将以整个校园教学区的廊柱为背景布臵各个展区～从而形成校园红色文化。红色教育知识长廊的主题内容规划与布局思想定位是:突出表现基于校情的淮河地域文化特色～传达“弘扬铁军精神～打造红色校园”的主题。 (4) 成立传承红色精神的基金会 思路:教师和学生是学校的主人～要积极为广大师生服务
