反腐败 论文 政研论文下载论文大学下载论文大学下载关于长拳的论文浙大论文封面下载 ：反腐败 公务员 财产申报 反腐败论文:反腐败 公务员 财产申报 【中文摘要】腐败自国家建立以来就存在着,在当今社会公务员的腐败已经成为全球性的社会问 题 快递公司问题件快递公司问题件货款处理关于圆的周长面积重点题型关于解方程组的题及答案关于南海问题 ,遏制腐败建立阳光政府就成为当务之急。公务员财产申报制度作为预防腐败的有效手段,在世界许多国家和地区建立起来,依当地的历史文化和现实条件不同发挥着不同的功效,其制度内容与 设计 领导形象设计圆作业设计ao工艺污水处理厂设计附属工程施工组织设计清扫机器人结构设计 理念均得到世界的广为认可。我国对财产申报制度的研究始于20世纪80年代末,并于90年代建立了收入申报制度。收入申报制度无论从制度内容设计还是现实实施效果来看,都存在较大缺陷,并没有达到人们的预期目标。从财产申报制度本身来看,其最大的问题就在于公开和审核环节,面对财产申报出现了不同的声音,大众积极支持财产申报,而官员们却极力反对,形成鲜明的对比,公众的知情权与公务员的隐私权产生了极大的碰撞,再加上公务员身份的双重性,财产申报进程再次受到阻却。从财产申报的相关配套制度来看,既有法律制度的漏洞,又存在相关技术、制度方面的障碍。近年来,社会对建立财产申报制度并进行立法的呼声再度达到高潮。本文在分析我国财产申报制度现状的基础上总结我国财产申报制度不发达的历史原因与现实原因,结合国外的经验和国内的实践做法,提出我国建立财产申报制度应从我国实际出发,运用一些技术手段以确保制度能够有效实施,并提出财产申报制度的作用主要在于预防而非惩治,其制度建设需要一个过程,其功效需要一段时间才能完全实 现。因此,加强对此方面的研究,无论是从理论角度,还是从实践角度都有重大意义。目前我国对财产申报制度的认识还是不成熟,目标主体对此制度缺乏认同性,大多数人对财产申报的认识也是一知半解,真正形成系统、科学认识的人寥寥无几。加强公务员财产申报制度研究,一方面可以完善我国对公务员财产申报制度理论研究,建立科学的理论体系,既可以指导日后的实践,又可以及时研究讨论实践对财产申报的反馈,完善财产申报的理论体系。另一方面,财产申报作为一个反腐良措对于遏制腐败,打造廉洁高效政府,推进我国的民主法治进程,推动整个政治体制的运行大有裨益。本文主要由五部分构成:第一部分为基础理论,主要归纳了财产申报制度的涵义和国内外财产申报制度历史沿革,分析了财产申报制度的理论依据和意义。第二部分深入探究我国财产申报制度不发达的历史原因。第三部分分析我国财产申报制度的现状及存在的阻力,对我国建立和实行财产申报制度提供一些经验。第四部分重分析了新疆阿勒泰地区和浙江慈溪地区财产申报制度的内容,对我国收入申报制度失灵的原因进行了归结,对财产申报相关热点问题进行了分析,提出建立财产申报应基于我国现实国情。第五部分对于建立适合我国国情的财产申报制度体提出了一些具体的对策 方案 气瓶 现场处置方案 .pdf气瓶 现场处置方案 .doc见习基地管理方案.doc关于群访事件的化解方案建筑工地扬尘治理专项方案下载 。 【英文摘要】Corruption existed since the country founded. Today, with the civil servants of corruption has become a global social problem, stopping corrupt and establishing sunshine government becomes urgent affairs. Civil servants’property declare system as preventing corruption property is the effective means, many countries and regions in the world, according to the different historical culture and realistic conditions plays a different effect. Its system contents and concepts of design are widely accepted all over the world. The study of property declare system began in the late 1980s, and established the income application system in the 1990s.Income declaration system no matter from system design or realistic implementation effect content existing defects, and didn’t reach people’s expectations. Judging from the property declaration system itself, its biggest problem lies open and audit link, and facing property declaration appeared different sounds:facing property declaration. Public active support and officials strongly opposed, forming bright contrast. With the public’s right to privacy of civil servants made a tremendous impact, plus the dualism of the civil servant status, property declares process being resistance again. From property declaration relevant supporting system we can see that legal system and relevant techniques both existing vulnerabilities. In recent years, the calls of to establishing a property declare system climax again. Based on analysis of the property application system and the present situation of system, and summarizes property in the underdeveloped historical reason and realistic reason. Combined with the overseas experience and the domestic practice methods conclude that declaring system in China is put forward in establishing property from actual conditions. Using some technological means to ensure the system can effectively implemented.Point that the mean of the declaring system lies mainly in prevention rather than punish. At present, our country of property’s registration system awareness or not mature. The civil servants lack target subject, and most people know less about property declaration, so only few people form system scientific cognition. Strengthening civil servant property registration system of research, on one hand, we can improve our country to civil servant’s property registration system of theoretical research and establish a scientific theory system,not only can guide future practice, but also can perfect property declare feedback property declaration theoretical system. On the other hand, property declaration as an anti-corruption good means for stopping corruption makes efficient government, push forward the country’s democratic legal process, and promote the whole of the political system operation greatly.This article consist by five components:the first part is basic theory, mainly summarizes the property the meaning and declaring system for domestic and foreign financial disclosures, analyzes the historical evolution system of the theoretical basis of the property declaring system and significance. In The second part probes the notification system underdeveloped historical reasons. The third part analysis system for our national property of the resistance of the present situation and the existence of China establish and implement, to provide some experience for property declaration system. The fourth part analyzed the altay prefecture and Zhejiang cixi region notification system. Attribute the failure cause of our country income declare system and analyze relative property declare hot problems.
