SpeechatWelcomingbanquetRonaldReaganApril27,1984Sincewearrivedthegraciousnesswithwhichwehavebeenreceivedhasbeentrulyheartwarming.AChineseproverbbestdescribesmyfeeling:whenthevisitorarrives,itisasifreturninghome.HavingalreadyknownPremierZhao,oneofthepurposesofmyvisitwastomakenewfriends.ButIfindthatinsteadofmakingfriends,Iamamongfriends.Mr.Premier,yourmemorablevisittotheUnitedStatespermittedyoutojudgeforyourselftheintentionsoftheAmericanpeople.Ihopethegoodwillyouexperienced,justasIhaveenjoyedfromyourpeople,confirmedtoyouthatourcitizenswantourcountriestoworkinharmony.TheAmericanandChineseGovernmenthaverespondedtothatwishinaseriesofformalcommuniquéswhichsetforththefundamentalprinciplesofourrelationship:the1972Shanghaicommuniqués;theJanuary1,1979communiquéestablishingdiplomaticrelations;and,theAugust17,1982communiquénegotiatedbymyadministration.Mr.Premier,byanyaccounting,thecooperationbetweenChinaandtheUnitedStatesalreadyhasbeenaboontoourpeople.Wehavebothgained.Inthelastfewyears,two-waytradehastakenoff.Therehasbeenaveritableexplosionofstudent,science,business,andtouristexchangesbetweenourpeoples.Jointbusinessventures,whichprofitallconcerned,aremultiplying.Wewouldbelessthancandidifweminimizedthesignificanceofthebenefitsweeachreceivefromourgoodrelations.Standingtogether,weexpandthetradeandcommercialtiesthatincreasethequalityoflifeinbothcountries.Standingtogether,wecanfurtherpeaceandsecurity.Greatnations,ifadversaries,cannotdrawfromeachothers’strengths.Thecommitmenttostandasfriendshasbeenmade.Thepromiseissolid.Thechallengesthatremain,however,willtakebothpatienceandmutualunderstanding.Ihavesuggested,andwithyourpermission,sayagainthisevening:letususeasourguidetheprincipleofmutualrespect,mutualbenefit.Thisprinciplehaswithinitbothdignityandfairness.Anothersourcefromwhichtodrawisourknowledgeofeachother,awelloffamiliaritywhichincreasesindepthwitheverypassingday.Weareeachworkinghardtolearnmoreaboutthedelicateanddetailedworkingsoftheother’ssystem—ourswithitscomplexlegalproceduresbasedontheseparationofpowers,andyourswithitsownintricatepatterns.Insightsintowhyandhowdecisionsaremadecanhelpbothusappreciateouragreementsandacceptingoodfaithourdisagreements.Forwhatwesee,PremierZhao,mycountrymenareenthusedbywhatishappeninginChina.Yourmodernizationprogram,anambitiousundertaking,makesourfuturerelationshipevenmorepromising.Youarestrivingtoquadrupleyourproductionbytheyear2000.Theeyesoftheworldarewatchingasyouprogressonthispeacefulandproductivecourse.TheAmericanpeoplewishyousuccessandofferyouourcooperationinthisgreatendeavor.Americans,morethanothers,admirethosewhosetgreatgoalsandstrivetoimprovetheirlot.WhenthatfirstAmericanmerchantshipsetsailforChina200yearsago,ourforefatherswerecitizensofaweakrepubliclivinginanunexploredandundevelopedland.WeAmericansareproudofouraccomplishmentsintheselast200years,justasyouarerightfullyproudoftheenormouscontributionsChinesecivilizationhasmadetomankind.AsChinamovesforwardtomodernizeanddevelopitseconomy,theUnitedStatesiseagertojoininacooperativeefforttosharetheAmericancapabilitiesthathelpedturnourcountryfromavastwildernessintoanindustrialgiant.ThoseAmericancapabilitiesflowfromthecreativeenterpriseoursocietyencourages.Ourprogressisbasedonwhatwehavefoundtowork.Ifitdidnotwork,theAmericanpeople,whoarepragmaticbynature,wouldlikelyhaveabandoneditlongago.Chinatoday,Iunderstand,istakingitsownpracticalapproach.Byincreasingincentivesanddecentralizingdecisionmaking,youarepromotinginnovation,creativity,andabetterabilitytoadapttolocalconditions.TheresponsibilitysysteminagriculturehasspurredincreasesinfoodproductionthroughoutChina.AndtheSpecialEconomicZonesareprovidingdramaticexamplesofhowincentivescanraiseproductivityandofferbountifulopportunitiesforabetterlife.Inyourdriveformodernization,youhaveourbestwishes.Ifyouaskouradvice,wecanonlyanswerwithtruthasweseeit.Butletmeassureyouthatwewantyoutosucceed.Havingonebillionpeople—nearlyaquarterofmankindhealthy,well-fed,clothedandhoused,educatedandgiventheopportunityforahigherstandardofliving---isintheinterestofgoodanddecentpeopleeverywhere.ItiscertainlyintheinterestoftheAmericanpeople,whowishtotradeandbefriendswiththeChinesepeople.PremierZhao,asweareallaware,ourcooperationisbasedonmorethansimplythedesiretoimproveoureconomies.Todaythepeaceoftheworldisthreatenedbyamajorpowerthatisfocusingitsresourcesandenergiesnotoneconomicprogressbut,instead,onmilitarypower.Theshiftinmilitarymightofthelastdecadehasmadetrustandfriendshipbetweenusevermorevital.Iknowitisyourdesire,andthatoftheUnitedStatesaswell,thatpeacebepreserved.Weseektobetterthequalityoflifeofourpeopleandthatcanbedoneonlyinapeacefulenvironment.Waristhegreatdestroyerofallthehopesofmankind.Topreservethepeaceandprotectourownsovereigntyandindependence,westandtogetherinopposingexpansionismandhegemony.BothofusseektopromotepeaceandreconciliationthroughdialoguebetweenSouthandNorthontheKoreanpeninsula.BothofusseektheearlyindependenceofNamibiaandanendtooutsideinterferenceintheaffairsofsouthernAfrica.Althoughourprescriptionsforgettingtherearequitedifferent,weshareacommondesireforaresolutionoftheturmoilintheMiddleEastandCentralAmerica.Bothofusseekanendtotheuseofchemicalweapons,andagreeonthenecessityofreducingnucleararms.AstrongChinadedicatedtopeace,clearly,isinthebestinterestofinternationalstabilityandinthebestinterestoftheUnitedStates.Arobustandenduringfriendshipwillbolsterthesecurityofbothofourcountrieswithoutcompromisingtheindependenceofeither.Itwillbethetrustbetweenusthatwillkeepusandtheworldatpeace.Inthis,letusbeofthesamekind.AndasasayingfromTheBookofChangesgoes,“Iftwopeopleareofthesamekind,theirsharpnesscancutthroughmetal.”ItisthehopeandprayeroftheAmericanpeoplethatsomedaytherewillnolongerbeaneedforourNationtouseanyofitsresourcestoproduceweaponsofanykind.TheChineseandAmericanpeoplearenowshowingtheworld,byourexample,thatthereisabetterwaythanhatredandviolence.Manyofusinthisroomhaveseenmuchhistoryinourlifetimes.MyownlifetimespansonethirdofthehistoryoftheAmericanRepublic.OverthemanyyearsthatGodhaspermittedmetolive,Ihaveobservedthechangingnatureoftherelationshipbetweenourtwocountries.Attimes,ourfeelingstowardeachotherwerehostileandnegative.Todaywehavetheopportunitytokeepourcountriesonapathofgenuinegoodwillthatwillreaprewardsforgenerationstocome.Letusnotshyfromthetask.Itwillnotbeeasy.Yet,letusmoveforwardsothatsomedaywhentheyoungpeopleofourcountriesreacharipeoldage,theywilllookbackandtherewillbenomemoryofatimewhentherewasanythingelsebutfriendshipandgoodfeelingsbetweentheChineseandAmericanpeople.Thatisagiftwecangivetothem.
