为了明确安全生产监管职责～层层落实安全生产责任～加强安全生产管理～预防和减少生产安全事故～保障人民生命财产安全～促进县域经济稳步发展～根据《中华人民共和国安全生产法》和《***安全生产条例》以及其它法律法规的规定～结合我县实际～制定本职责。 一、安全生产监督管理局 1、负责宣传、贯彻《安全生产法》、《陕西省安全生产条例》及有关安全生产方面的法律、法规～结合实际依法制定有关规定。监督、指导、协调县政府有关部门和乡镇人民政府的生产安全工作。组织安全生产大检查和专项督查。 2、负责安委会各成员单位和乡镇人民政府的安全生产责任制考核工作。 3、参与研究有关部门在产业政策、资金投入、科技发展等工作中涉及安全生产方面的工作。 4、负责对非煤矿山的生产安全进行监督管理。 5、负责危险化学品综合监管和生产、经营、储存的安全监督管理,负责烟花爆竹生产、经营、储存的安全监督管理。 6、负责非煤矿山、危险化学品行业和烟花爆竹安全生产许可证审核上报工作～把好市场准入关,对不具备安全生产条件～违法、违章生产的单位～依法查处并建议发证机关吊销有关证照。 loose debris and bulk materials, road is clear, flat, clean 1、负责宣传、贯彻国家有关道路交通、消防、民爆物品方面的安全生产法律、法规～结合实际制定有关规定～并监督实施。 2、制定道路交通管理、消防、民爆物品安全生产方面的中、长期规划及近期目标～落实安全责任制～并对落实情况进行监督检查。 3、负责对道路交通、消防、民爆物品的安全工作进行监督管理～对存在的问题、隐患负责督促整改～并负责组织和指导道路交通、危险化学品、民用爆炸品事故及火灾的预防和应急救援工作。 3、负责对建筑施工的生产安全进行监督管理,严格建筑市场准入～对建筑工地、起重机械的安装、使用和拆除进行监督管理,组织开展建筑行业施工现场安全达标及文明工地建设活动,对施工现场安全生产防护设施和用品进行监督检查。 4、负责建筑企业安全生产许可证和建筑企业经理、项目经理(建造师)、专职安全生产管理人员(以下简称“三类人员”)的初审的上报工作,监督检查建筑企业安全生产许可证和建筑企业“三类人员”考核合格证的实行。 5、负责房屋建筑和市政基础设施工程安全施工措施的审查和施工工地安全生产的监督管理。 6、在规划审批城市各类建筑物、构筑物或场所时～要符合国家有关安全生产方面的法律、法规和 标准 3、负责所管辖的公路(包括桥涵)、设施(包括道路、安全标志、安全护栏等)的设立、维护与管理～对事故多发路段进行治理,对水上交通安全进行监督管理。 4、负责对道路运输企业、公路客(货)运场站的安全生产进行监督管理。严把运输企业的市场准入关、营运车辆的技术状况关和客运驾驶员的从业资格关。 5、法律、法规规定的其他职责和县政府交办的其他工作。 五、质量技术监督局
