有深度的商务英语文章China appreciates India China appreciates India's ending trade probe into tires BEIJING, Oct. 10 (Xinhua) -- China appreciates India's decision to terminate a trade investigation into Chinese-made passenger car tires, the Ministry of Commerce (MOC) said Saturday. The decision would not only help boost the steady development of bilateral trade ties, but also benefit the downstream businesses of India, the MOC said in a statement on its website. China hoped to increase exchanges and cooperation on trade issues with the Indian government and encouraged dialogue and cooperation among industries for mutual benefit, it said. A safeguard duty, a temporary relief, usually takes the form of increased duties to higher than bound rate or standard rates or quantitative restrictions on imports. According to Indian government statistics, from April to December last year, India imported 20 million U.S. dollars worth of tires involved in the case from China. 22Ukraine imposes 5-year tariff on Chinese-made syringes BEIJING, Oct. 11 -- The Ukraine Inter-Departmental Committee of International Trade decided on October 9 to impose a five-year anti-dumping tariff on Chinese-made syringes. The anti-dumping tariff on 2ml syringes imported from China is 24.36 percent, and 54.15 percent on 5ml and 347.14 percent on 10ml China-made syringes. The decision also involves syringes from Spain, the UK and German. Spain-made 5ml and 10ml syringes will have anti-dumping tariffs of 10.54 percent and 196.38 percent respectively. UK-made 10ml syringes will have a 23 percent tariff, and 10ml syringes from Germany will have a 37 percent tariff. On July 23, 2008, the Ukraine Inter-Departmental Committee of International Trade began its anti-dumping investigation on syringes imported from China, Spain, German and the UK according to the appeal of two domestic companies. China is the world's largest manufacturer and exporter of disposable syringes. Because of the fierce competition in the domestic disposable syringe market and there is no key technology involved, the profit margins of China's disposable syringe exporters is very low. (Source: GlobalTimes.cn) 333EC poised to propose extension of anti-dumping duties on Chinese shoes: source BRUSSELS, Oct. 9 (Xinhua) -- The European Commission is poised to propose an extension of anti-dumping duties on Chinese leather shoes, risking a renewed trade war with China, an industry source said on Thursday. "I have no doubt that the commission will propose an extension," the source, who has been deeply involved in the case, told Xinhua. He said there are some big European Union (EU) member states, such as Italy and Spain, which would like to see the duties to stay, although most EU countries are opposed to the move. Despite the opposition, the commission is still expected to propose an extension of the duties, which needs simple majority support from EU member states to take effect, the source said. But the commission is likely to propose an extension of 15 months to 2 years, instead of 5 years in usual cases, he said. The EU decided three years ago to levy anti-dumping duties of up to 16.5 percent on imports of Chinese leather shoes as from Oct. 7, 2006. The decision had split the EU and was criticized by EU retailers and consumers. As a compromise, the penalty measures were originally set for 2 years, instead of 5 years. However, the commission launched a review to decide whether to continue the measures when they should had expired in October 2008. During the review period which usually lasts 12 to 15 months, the duties have remained in effect. In a non-binding poll of 27 EU member states at that time, 15 voted to end the measures with 12 in favor of retaining them. But the source warned there must be political horse-trading between EU governments when they are faced with the commission's proposal, so it is difficult to predict the result. The possible move of the commission has already received strong criticism from EU industry associations and consumer groups. The European Footwear Alliance (EFA), representing manufacturers such as Nike, Adidas and Timberland, said the duties added costs to European shoe makers themselves since many of them have transferred their production lines to China, where labor cost is much lower, and market prices were pushed up. "Prices have increased by on average at least 10 percent since the imposition of the duties in 2006," it said in a press release. "EFA members have paid around 800 million euros (1.18 billion U.S. dollars) in anti-dumping duties in the last three and a half years and we fail to understand who has benefited," it said. Brussels-based BEUC, the European consumers' organization, also opposed extending the duties, describing the commission's possible proposal as "farcical." "No one will be happy with this farcical compromise and we trust member states will reject it," it said. The move would reignite a years-old dispute between the EU and China, and it would be the latest anti-dumping action taken by the EU against Chinese products. Faced with the worst economic crisis in decades, the EU has launched a series of anti-dumping actions against China this year, covering a wide range of Chinese products. Earlier this week, the EU published its decision to impose anti-dumping duties of up to 39.2 percent on Chinese seamless steel pipes for the next five years. The EU's unusual move has caused concern, especially when the world economy is in recession due to the financial crisis. The Chinese Ministry of Commerce has warned the EU against its abuse of anti-dumping measures, calling on the 27-nation bloc to refrain from protectionis 444China opposes U.S. move to launch anti-dumping probe into steel pipes BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said. The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday. The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW). The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies. The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said. Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.
