andpreventionofpollution;includesacommitmenttocomplywithrelevantenvironmentallegislationandregulations,andwithotherrequirementstowhichtheorganizationsubscribes;providestheframeworkforsettingandreviewingenvironmentalobjectivesandtargets;isdocumented,implementedandmaintainedandcommunicatedtoallemployees;idavailabletothepublic.4.3Planning4.3.1EnvironmentalaspectsTheorganizationshallestablishandmaintain(a)procedure(s)toidentifytheenvironmentalaspectsofitsactivities,productsorservicesthatitcancontrolandoverwhichitcancontrolandwhichitcanbeexpectedtohaveaninfluence,inordertodeterminethosewhichhaveorcanhavesignificantimpactsontheenvironment.Theorganizationshallensurethattheaspectsrelatedtothesesignificantimpactsareconsideredinsettingitsenvironmentalobjectives.Theorganizationshallkeepthisinformationup-to-date.4.3.2LegalandotherrequirementsTheorganizationshallestablishandmaintainaproceduretoidentifyandhaveaccesstolegalandotherrequirementstowhichtheorganizationsubscribes,thatareapplicabletotheenvironmentalaspectsofitsactivities,productsorservices.4.3.3ObjectivesandtargetsTheorganizationshallestablishandmaintaindocumentedenvironmentalobjectivesandtargets,ateachrelevantfunctionandlevelwithintheorganization.Whenestablishingandreviewingitsobjectives,anorganizationshallconsiderthelegalandotherrequirements,itssignificantenvironmentalaspects,itstechnologicaloptionsanditsfinancial,operationalandbusinessrequirements,andtheviewsofinterestedparties.Theobjectivesandtargetsshallbeconsistentwiththeenvironmentalpolicy,including,thecommitmenttopreventionofpollution.4.3.4Environmentalmanagementprogramme(s)Theorganizationshallestablishandmaintain(a)programme(s)forachievingitsobjectivesandtargets.Itshallincludetheimportanceofconformancewiththeenvironmentalpolicyandproceduresandwiththerequirementsoftheenvironmentalmanagementsystem;thesignificantenvironmentalimpacts,actualorpotential,oftheirworkactivitiesandtheenvironmentalbenefitsofimprovedpersonalperformance;theirrolesandresponsibilitiesinachievingconformancewiththeenvironmentalpolicyandproceduresandwiththerequirementsoftheenvironmentalmanagementsystem,includingemergencypreparednessandresponserequirements;thepotentialconsequencesofdeparturefromspecifiedoperatingptocedures.Personnelperformingthetaskswhichcancausesignificantenvironmentalimpactsshallbecompetentonthebasisofappropriateeducation,trainingand/orexperience.4.4.3CommunicationWithregardtoitsenvironmentalaspectsandenvironmentalmanagementsystem,theorganizationshallestablishandmaintainproceduresforinternalcommunicationbetweenthevariouslevelsandfunctionsoftheorganization;receiving,documentingandrespondingtorelevantcommunicationfromexternalinterestedparties.Theorganizationshallconsiderprocessesforexternalcommunicationofitssignificantenvironmentalaspectsandrecorditsdecision.4.4.4EnvironmentalmanagementsystemdocumentationTheorganizationshallestablishandmaintaininformation,inpaperorelectronicform,todescribethecoreelementsofthemanagementsystemandtheirinteraction;providedirectiontorelateddocumentation.4.4.5DocumentcontrolTheorganizationshallestablishandmaintainproceduresforcontrollingalldocumentsrequiredbythisInternationalStandardtoensurethattheycanbelocated;theyareperiodicallyreviewed,revisedasnecessaryandapprovedforadequacybyauthorizedpersonnel;thecurrentversionsofrelevantdocumentsareavailableatalllocationswhereoperationsessentialtotheeffectivefunctioningoftheenvironmentalmanagementsystemareperformed;obsoletedocumentsarepromptlyremovedfromallpointsofissueandpointsofuseorotherwiseassuredagainstunintendeduse;anyobsoletedocumentsretainedforlegaland/orknowledgepreservationpurposesaresuitablyidentified.Documentationshallbelegible,dated(withdatesofrevision)andreadilyidentifiable,maintainedinanorderlymannerandretainedforaspecifiedperiod.Proceduresandresponsibilitiesshallbeestablishedandmaintainedconcerningthecreationandmodificationofthevarioustypesofdocument.4.4.6OperationalcontrolTheorganizationshallidentifythoseoperationsandactivitiesthatareassociatedwiththeidentifiedsignificantenvironmentalaspectsinlinewithitspolicy,objectivesandtargets.Theorganizationshallplantheseactivities,includingmaintenance,inordertoensurethattheyarecarriedoutunderspecifiedconditionsbyestablishingandmaintainingdocumentedprocedurestocoversituationswheretheirabsencecouldleadtodeviationsfromtheenvironmentalpolicyandtheobjectivesandtargets;stipulatingoperatingcriteriaintheprocedures;establishingandmaintainingproceduresrelatedtotheidentifiablesignificantenvironmentalaspectsofgoodsandservicesusedbytheorganizationandcommunicatingrelevantproceduresandrequirementstosuppliersandcontractors.4.4.7EmergencypreparednessandresponseTheorganizationshallestablishandmaintainprocedurestoidentifypotentialforandrespondtoaccidentsandemergencysituations,andforpreventingandmitigatingtheenvironmentalimpactsthatmaybeassociatedwiththem.Theorganizationshallreviewandrevise,wherenecessary,itsemergencypreparednessandresponseprocedures,inparticular,aftertheoccurrenceofaccidentsoremergencysituations.Theorganizationshallalsoperiodicallytestsuchprocedureswherepracticable.4.5Checkingandcorrectiveaction4.5.1MonitoringandmeasurementTheorganizationshallestablishandmaintaindocumentedprocedurestomonitorandmeasure,onaregularbasis,thekeycharacteristicofitsoperationsandactivitiesthatcanhaveasignificantimpactontheenvironment.Thisshallincludetherecordingofinformationtotrackperformance,relevantoperationalcontrolsandconformancewiththeorganization’senvironmentalobjectivesandtargets.Monitoringequipmentshallbecalibratedandmaintainedandrecordsofthisprocessshallberetainedaccordingtotheorganization’sprocedures.Theorganizationshallestablishandmaintainadocumentedprocedureforperiodicallyevaluatingcompliancewithrelevantenvironmentallegislationandregulations.4.5.2NonconformanceandcorrectiveandpreventiveactionTheorganizationshallestablishandmaintainproceduresfordefiningresponsibilityandauthorityforhandlingandinvestigatingnonconformance,takingactiontomitigateanyimpactscausedandforinitiatingandcompletingcorrectiveandpreventiveaction.Anycorrectiveorpreventiveactiontakentoeliminatethecausesofactualandpotentialnonconformancesshallbeappropriatetothemagnitudeofproblemsandcommensuratewiththeenvironmentalimpactencountered.Theorganizationshallimplementandrecordanychangesinthedocumentedproceduresresultingfromcorrectiveandpreventiveaction.4.5.3RecordsTheorganizationshallestablishandmaintainproceduresfortheidentification,maintenanceanddispositionofenvironmentalrecords.Theserecordsshallincludetrainingrecordsandtheresultsofauditsandreviews.Environmentalrecordsshallbelegible,identifiableandtraceabletotheactivity,productorserviceinvolved.Environmentalrecordsshallbestoredandmaintainedinsuchawaythattheyarereadilyretrievableandprotectedagainstdamage,deteriorationorloss.Theirretentiontimesshallbeestablishedandrecorded.Recordsshallbemaintained,asappropriatetothesystemandtotheorganization,todemonstrateconformancetotherequirementsofthisInternationalStandard.4.5.4EnvironmentalmanagementsystemauditTheorganizationshallestablishandmaintain(a)programme(s)andproceduresforperiodicenvironmentalmanagementsystemauditstocarriedout,inordertodeterminewhetherortheenvironmentalmanagementsystemconformstoplannedarrangementsforenvironmentalmanagementincludingtherequirementsofthisInternationalStandard;andhasbeenproperlyimplementedandmaintained;andprovideinformationontheresultsofauditstomanagement.Theorganization’sauditprogrammeincludinganyschedule,shallbebasedontheenvironmentalimportanceoftheactivityconcernedandtheresultsofpreviousaudits.Inordertobecomprehensive,theauditproceduresshallcovertheauditscope,frequencyandmethodologies,aswellastheresponsibilitiesandrequirementsforconductingauditsandreportingresults.4.6ManagementreviewTheorganization’stopmanagementshall,atintervalsthatitdetermines,reviewtheenvironmentalmanagementsystem,toensureitscontinuingsuitability,adequacyandeffectiveness.Themanagementreviewprocessshallensurethatthenecessaryinformationiscollectedtoallowmanagementtocarryoutthisevaluation.Thisreviewshallbedocumented.Themanagementreviewshalladdressthepossibleneedforchangestopolicy,objectivesandotherelementsoftheenvironmentalmanagementsystem,inthelightofenvironmentalmanagementsystemauditresults,changingcircumstancesandthecommitmenttocontinualimprovement.
