总局节能减排简报08-8期 主要污染物减排工作简报 2008 年 第8 期(总第26 期) 中华人民共和国环境保护部 2008 年5 月28 日 全国城镇污水处理设施建设和运行情况通报 近日，住房和城乡建设部根据城镇污水处理信息系统的数据统计并结合节能减排监督检查的相关情况，发布了《关于全国城镇污水处理设施建设和运行情况的通报》，具体内容如下: 一、总体情况 (一)城镇污水处理设施建设情况 截至2OO8 年3 月底，全国设市城市、县及部分重点建制镇(以下简称“城镇”)共建成污水处理厂1333 座，处理能力达8029万立方米/日。目前，全国正在建设中的城镇污水处理项目7402多个， 设计 领导形象设计圆作业设计ao工艺污水处理厂设计附属工程施工组织设计清扫机器人结构设计 能力约2900 万立方米/日。 总体看，城镇污水处理设施建设进度加快，处理能力较去年同期增长超过20,。北京市、上海市、浙江省、河南省已经率先实现所有县都建有污水处理厂的目标。但是发展很不平衡，目前全国仍有l94 个设市城市未建成污水处理厂，其中地级市39个，县级市155 个，约70,分布在中部和东北地区。县的污水处理设施建设严重滞后，全国约80,的县(县城所在镇)没有建成污水处理厂，西部地区问题更加突出。 (二)城镇污水处理厂运行情况 根据运行数据分析，城镇污水处理厂运行效率有较大幅度的提高。一季度，全国1333 座城镇污水处理厂，实际处理污水量52 亿立方米，平均运行负荷率约70%，削减COD 量约150 万吨。预计2008 年全年削减COD 将超过600 万吨，比2007 年多削减70 余万吨。一季度全国新投入运行的城镇污水处理厂100 余座，新增污水处理能力292 万立方米,日。从各地的运行指标看，处理水量较大的为广东省、江苏省和山东省;设施运行负荷较高的为广东省、北京市和辽宁省;削减COD 效率较高的为浙江省、天津市和北京市。 但是目前依然存在一些突出问题:一是处理水量不足，设施能力闲置，约有11,的城镇污水处理厂运行负荷率不足30,;二是雨污分流管网建设滞后，大量雨水或地表水进入处理系统，污染物削减效率偏低，约10,的城镇污水处理厂进水COD 浓度低于150mg/L;三是污水处理单位化验和报表制度不健全，约8,的污水处理厂不具备基本化验能力;四是工业废水超标排入城镇污水处理厂，约50 座城镇污水处理厂进水COD 浓度超过800mg/L，高于正常生活污水COD 浓度1 倍以上，给安全运行带来严重隐患。 lujianhua (South area ahead Office Director and to war victory)]. (三)城镇污水处理信息报告情况 各地高度重视城镇污水处理信息报告工作，不断加强制度建设和监督管理。目前，全国1333 座城镇污水处理厂能及时上报运行信息的达96,(按处理能力计达到98,)。但仍有个别地区工作不到位，如陕西省西安市、江苏省宜兴市，三月份信息上报率不足30,。部分地区建设部门没有认真核查数据，存在误报、漏报、瞒报现象。大部分地区对在建的污水处理项目信息报告不够重视，上报率较低。 二、下一步工作重点和要求 当前，距实现“十一五”规划目标的期限已不足三年，各地要进一步提高对城镇污水处理工作重要性和紧迫性的认识，针对存在的问题和不足，加快设施建设，加强运行监管，全力推进城镇污水处理设施建设，争取在近期取得突破性进展，为实现全国和本地区节能减排目标做出应有的贡献。 (一)进一步明确目标，落实责任，加快城镇污水处理设施的建设。各地要按照《全国城镇污水处理及再生利用设施建设“十一五”规划》，以及各重点流域水污染防治规划确定的有关目标任务，明确地方政府责任，多渠道筹措资金，加快组织实施。各省级建设部门要会同相关部门建立督办 机制 综治信访维稳工作机制反恐怖工作机制企业员工晋升机制公司员工晋升机制员工晋升机制图 ，重点督促城镇污水处理还处于空白的城市加快建设进度;要进一步加强对配套管网的建设和改造，在提高城镇污水处理能力的同时，更加注重提高COD 等主要污染物的削减效率;全国36 个重点城市，要按照今年全国人大会议上政府工作报告中提出的“力争用两年时间率先实现污水的全部收集和处理”要求，尽快制定 方案 气瓶 现场处置方案 .pdf气瓶 现场处置方案 .doc见习基地管理方案.doc关于群访事件的化解方案建筑工地扬尘治理专项方案下载 ，尽快组织实施。 (二)进一步加强监管，突出重点，全面开展督查和整改工作。各省级建设主管部门要针对通报中提出的问题，认真组织核查，分析原因，提出整改要求，督促相关责任单位落实整改措施。要严格按照《全国城镇污水处理信息报告、核查和评估办法》的要求，进一步做好污水处理信息报告工作，尤其要加强在建项目的信息统计和报告，并切实强化核查和监督。有条件的地区，要建立污水处理在线监测系统，或与环保部门实现数据共享，进一步检验信息报告的真实性，并加强对污水达标排放的监督。要结合污水处理信息报告的要求，指导和督促城镇污水处理厂严格执行水质化验和报表制度，建立健全城镇污水处理监督管理的长效机制。 《通报》要求省级建设主管部门于2008 年6 月30 目前将有关问题的整改情况上报建设部。 附件一: lujianhua (South area ahead Office Director and to war victory)].
