1.1编制应急预案的指导思想 我公司危险品码头是以装卸腐蚀品为主的专用码头，制定应急预案是为了使事件发生后，能在数分钟内采取有效的干预措施，及时控制危险源，防止事态扩大，抢救受伤人员，指导人员防护和组织撤离，将危害和损失降到最低程度，尽可能减少事故对人员、财产、环境的影响。 1.2编制预案的依据及引用的规范性文件 依据有关法律、行政法规，制定本预案。 《中华人民共和国安全生产法》 1.3 百瑞吉危化码头的基本情况 百瑞吉危化码头位于辛丰镇石城村大运河畔。是丹徒区大运河唯一的危化品码头，公司占地面积50亩。设施齐全，主要从事硫酸、盐酸、液碱等危险货物的装卸。公司设有三个科室:生产科、财务科、安全科，公司有员工15多人。其中管理人员3人，吊机司机4人，电力、维修人员2人，危险品现场操作人员4人，以上人员均获得从业资格证书。 1.4 危险源点的确定 根据我公司装卸危险货物的品种、数量、以及可能引起化学事故的特点，将危险品分类储藏，危险源点必须配备消防设施、应急救援设备、装卸品种名称、数量、急救方法。 1.5危险源点的危险特性 危险化学品码头所装卸的硫酸、盐酸、醋酸属于酸性腐蚀品。液碱属于碱性腐蚀品。煤焦油、丙酮属于易燃液体。 因不同危险化学品化学性质不同，有些化学品同事具有两种或两种以上的危险特性，所以码头装卸操作时应避免不相容的货物在同一个泊位上停靠作业。 1.6港口百日安全大检查 1.6.1港口危险货物储罐安全大检查。 1.6.2港口压力管道安全大检查。 1.6.3港口危险货物码头安全设备、设施大检查。 镇江市丹徒区百瑞吉码头应急救援指挥小组 6 YINGJIYUAN 概述 参照《关于印发石油化工码头和库区安全设施配备参考目录及技术要求的通知》，完善码头设备设施的管理制度，建立安全设备设施台账和 档案 肢体残疾康复训练教师个人成长档案教师师德档案表人事档案装订标准员工三级安全教育档案 。危险区设有醒目的安全警示标志，码头作业场所消防设施器材处于有效使用状态，有专人维护保养、管理并定期检查。 1.6.4港口危险货物现场作业安全大检查 根据要求成立综合性、不脱产的事故应急救援指挥小组、组长、副组长分别有经理、副经理担任，组员由科室人员、生产班组人员组成，下设应急救援办公室，日常工作由安全科兼管。 发生事故时，成立经理任总指挥，副经理任副总指挥的事故应急救援指挥部，负责应急救援工作的组织和指挥;若经理不在，由副经理为总指挥;若经理、副总经理不在，由安全科长为临时总指挥，全权负责应急救援工作。 2.2应急组织体系 组长:吴海斌 1、发生事故时，由指挥部发布或解除应急救援命令。 2、组织指挥救援队伍实施救援行动。 3、向上级汇报，必要时向有关单位发出救援请求。 4、组织事故调查，总结应急救援工作经验教训。 2.5 救援人员分工 1、总指挥 组织指挥全公司的应急救援工作。 2、副总指挥 协助总指挥，负责应急救援的具体指挥工作。 3、安全科长 协助总指挥做好情况通报及事故处置工作，并负责灭火、警戒、治安保 镇江市丹徒区百瑞吉码头应急救援指挥小组 10 YINGJIYUAN 救援保障 第三章 救 援 保 障 3.1 救援器材保障 1、公司配备必须的救援器材。 2、救援器材需有专人保管，并由记录。 3、所有救援器材都必须保证能有效使用。对超过使用期限的救援器材必须 及时更换。 4、应急器材的使用要依托现有资源，合理布局，方便使用。 5、财务部门将救援指挥小组所需经费编入财务计划中，对临时增加的支出 追加预算经费。 3.2 人员保障 1、事故应急救援小组以本单位的员工为基础。 2、公安、武警消防部队是事故应急救援的重要支援力量。 3、友邻单位及周围群众性应急队伍是事故应急救援的重要补充力量。 4、按照规定配备应急救援人员、装备。 5、应急救援力量不足时要及时补充完整。 3.3应急结束 1、应急结束应在事故发生后进行，指挥组首先应确定事故影响区域恢复到相对安全的基本状态，并逐步恢复到正常状态时，宣布应急结束。 3.4信息发布 1、事故结束后，在新闻机构介入的第一时间内逐级上报公司领导，相关负责人做好现场的应对工作。礼貌接待来访的新闻媒体人员，及时做好配合工作，由事故现场指挥组根据事故发生的原因、经过向媒体通报整个过程。 镇江市丹徒区百瑞吉码头应急救援指挥小组 11 YINGJIYUAN 救援保障 3.5后期处理 1、应急行动结束后对在应急救援过程产生的灭火器材的污染物进行善后处理，向社会做好宣传解释工作，积极做好恢复工作，同时对在应急救援过程应急预案所存在的不足之处进行修订。 3.6奖惩 1、对玩忽职守、违章操作造成事故的或对事故发生后临阵脱逃，造成更大事故者予以严肃处理。 2、对在事故发生后积极抢救、及时报警、配合救援的人员予以表彰。 镇江市丹徒区百瑞吉码头应急救援指挥小组 12 YINGJIYUAN 事故报警与处置程序 第四章 事故报警与处置程序 4.1 事故报警程序 1、事故发现 事故发生后，及时与准确报警是控制事故规模的关键。任何人发现港区 内由火灾、泄露事故、人员伤亡或可能发生火灾、泄露事故，必须立即 报警。 2、报警内容 1)事故发生的地点、位置 2)事故的性质(火灾、泄露、爆炸、人员伤害等) 3)事故的规模 3、报警处理 1)采取现场移动电话报警或电话报警。 2)事故应急救援指挥小组接到报警后，必须认真记录，并按事故性质、 规模开展紧急通知系统，向公安及有关部门发出事故报警通知。 3)及时成立相应的事故应急指挥部，做应急反应工作，为减少事故损失 赢得时间。 4.2 事故一般处置程序 1、事故发生后，现场作业人员应立即停止生产，进行事故报警。 2、事故应急救援指挥部成立后，立即作相应的救援部署、分工。 3、救援小组各职能部门接到通知后应以最快速度穿戴相应的防护用品， 携带救援工具赶往现场。 镇江市丹徒区百瑞吉码头应急救援指挥小组 13 YINGJIYUAN 事故报警与处置程序 4、最先到达现场的救援人员应首先划定危险区域，疏散现场人员，一般 是从上风侧离开，必须有组织、由秩序地进行，严格控制人员出入。 5、如有人员受伤，应立即将伤员转移至安全地带进行现场紧急救护。 6、迅速控制危险源，防止危害进一步扩大，对现场进行控制，直至完全 控制住。 7、现场应急处理注意事项: 1)根据事故性质穿戴相应的防护用品。 2)灭火时应处于上风位置，就火灾性质采取相应的灭火器材。 3)扑救腐蚀品火灾时应尽量使用低压水流或雾状水，避免腐蚀品溅出。 4)做好个人自我防护，防止再救援中受到伤害。 5)做好事故损失与救援代价的 分析 船泊发生火灾时应立即疏散周围船泊。火灾难以控制时，立即用太平 斧砍断缆绳，让船快速离开码头。 3、根据着火介质穿戴防护用品，注意个人防护，以防中毒、窒息。 4、根据着火介质选择灭火器，并正确使用; 开启消防水泵或灭火器，对准着火进行灭火，移开着火附近的易燃、 易爆物品，设法扑灭初起之火。 5、如遇腐蚀品火灾，扑救时应尽量使用低压水流或雾状水，避免腐蚀品 溅出。 6、分析确定火灾可能导致的后果(含火灾与爆炸伴随发生的可能性)。 7、如火灾规模大无法控制，应尽可能远地疏散人群，向消防部门报警， 向友邻单位报警，取得社会支援。 4.4 泄露应急处置程序 1、作业过程中发生泄露，应立即停止生产，关闭阀门，切断泄露源。 2、确定泄漏源的位置，将防污盆置于泄露点下方进行集液 3、防止泄露物流进河流，污染水体。 4、正确估算泄露可能引起的后果(火灾，爆炸等)。 5、对泄露处进行处理，接口。阀门处泄露可紧固螺丝，管道泄露可进行 包扎，无法处理时进行更换。 6、大量泄露，应立即疏散人员、船只，向上级相关部门报告，并报海事 镇江市丹徒区百瑞吉码头应急救援指挥小组 15 YINGJIYUAN 事故报警与处置程序 部门。 4.5 人员落水应急处置程序 1、发现人员落水时，必须第一时间确定落水位置和人员情况，以及水流 方向、风向。 2、当有人落水时应及时用救生设备进行救助。 3、如落水人员不能自救，应及时让水性好的人员穿好救生衣进行急救， 尽快把落水人员救上岸。 4、对落水人员周围的船只发出警告，不允许船泊在落水人员周围行驶。 5、落水人员上岸后，意识状态清醒时: 1)及时排出污水; 2)脱去潮湿衣服，注意保暖; 3)拨打急救电话120; 6、落水人员上岸后，如休克无知觉: 1)应立即进行人工呼吸和心脏复苏术; 2)排出体内污水; 3)对落水人员进行保暖; 4)拨打急救电话120; 7、救护工作结束，应做好记录，以备查找。 4.6 紧急安全疏散措施 公司一旦发生火灾、泄露等重大事故，一时得不到有效控制，事态 不断扩大、恶化，构成对公司区域或友邻单位、船泊、居民人生财产危险 时，公司应急指挥部必须迅速通知友邻单位、船泊、居民有组织疏散 镇江市丹徒区百瑞吉码头应急救援指挥小组 16 YINGJIYUAN 事故报警与处置程序 远离危险区。 4.7 现场医疗救护 公司医疗救护人员对事故中出现的伤员，要进行及时的抢救。救护员 平时要加强急救医疗技术、危险物品特性的应知、应会的学习，并定期做 好现场模拟抢救的训练，以便取得现场急救经验，一旦发生事故，能有效 的进行救护，同时要备足所需药物等抢救器材。 4.8 取得社会支援 公司一旦是重大爆炸、泄露事故、范围扩大，事态严重，无法控制， 必须求的社会力量的援助，社会援助人员进入港区，指挥部要派专人联络 外来人员，简要将事故的起因，化学危险品的名称、特性等情况进行讲解， 使社会专职救援人员能准确迅速扑灭事故。 4.9 应急预案的学习和演练 1、事故应急救援指挥部开展经常性的定期活动，拟定每年一次，每年九月 为危险源点抢险模拟学习日，指挥部要经常组织各部门抢险人员进行应 急抢救应知应会的教育和应变能力。 三、救3、吸入:迅速脱离现场至空气新鲜处，如呼吸困难，给输氧。如呼吸停止，立即护措施 进行人工呼吸，就医。 4、食入误服:立即用水漱口，就医。 1、易燃，其蒸汽与空气可形成爆炸性混合物，遇明火，高热能引起燃烧爆炸。 四、燃2、与铬酸，过氧化钠，硝酸或其他氧化剂接触，有爆炸危险。 爆特性3、用水喷射逸出液体，使其稀释成不燃性混合物，并用雾状水保护消防人员。 与消防
