In this paper, taking xx of Haiyan County for example, the writer shares the opinion that the suspension hook is feasible by analyzing the meaning and significance of urban and rural construction land change suspension hook, land use of xx before suspension hook plan, the main content of plan and status of land before and after plan, and then proposes corresponding measures for facing or may face the issues in the policy implementation process.
