The proposed research, “Opportunities Rather Than Obstacles---Strategic Approach to Sino-EU-US Relationships and Future Development in Post-Copenhagen Age” explores ways to integrate climate change in the process of designing and operating sectoral approaches to World power balance according to the Lisbon Treaty. Climate change could contribute effectively to both economic and political cooperation, given that a form of global governance or coordination had responsibility to steer such cooperation. This research 4 identifies the influence of climate change on both economy and politics in EU, US and China. Climate change could contribute effectively to both economic and political cooperation, given that a form of global governance or coordination had responsibility to steer such cooperation. This research identifies the influence of climate change on both economy and politics in EU, US and China. One model of the future worldwide balance of power is designed within the research. It is based on an empirical study on the existing world power arrangements. Game theory will be used in this study. This research will focus on: the strain of climate change in the world, especially in EU, US and China; the strategies of EU, and the institutional channels of the EU to develop partnership with US and China on the urban-cooperation level and its influence on the world power balance; the prospect and possible consequences of the strategies. The ultimate goal of the research is to propose a power-balancing system that routinely provides information to EU, US and China. The research will answer the questions: What kind of long-term climate change goals would the data imply, and how would EU use these possibly to change the balance of power in the world while achieving sustainable development? What kind of role should EU play in the process of negotiation? How may the scope and scale be set for supported mitigation actions by developing countries, actions that are both able to guarantee the sustainable development and able to lead to a safer world? What does the possible new worldwide power structure look like? The final research will be a book of 150,000 words. II. Hypothesis and starting points of the project 5 The hypothesis of this research is that EU’s strategies on climate change and its cooperation with US and China would reconstruct the worldwide power structure. The Copenhagen Conference presents global governments and communities with a unique opportunity to deal with climate change at the highest level of political consultation. No issue is more vital than survival of human beings and other species. Urbanization and rapid expansion of modernization all over the world bring the urgent need to balance economic development and environmental protection. The increasing profile of climate change has reinforced world-wide awareness of the importance of an effective cooperation system among all countries. The relationships among Europe, US and China are among the most complicated in the entire field of international relations. They are also the most influential ones. Though the development of triangular relations is full of uncertainty, the three parties would agree that there is no future if there is no cooperation. A long-term and medium-term cooperation on urban governance in the area of climate change among them are central to advancing global cooperation on climate change. An in-depth empirical study of urban governance on climate change in EU, US and China calls for multi- dimensional analysis. In the meantime, there should be no limits on what environmental policies should be made, what the action capacity and strategy of the urban governance are, but extend to more thought to the future system reform and political cooperation. Some people argue that we don’t have a choice between alternatives because going green gives economic development and savings in raw materials, therefore its experience is a commonwealth for human society. To better understand the strategies of EU urban governance on climate change and its great influence to other parts in the world, it is necessary to analyze by what strategy and methods that EU, US and China spread their experience and influence over the global climate change cooperation system, and what their strategic aim and political concerns are. All these are the important aspects that should not be ignored. III. Methodology This research is based on the empirical study of the impacts of climate change in EU, US and China, and their political responses. The following methods are used: case-study, historical reviews, comparative study. Game theory is used to build up a conceptual model of future world power structure. The data used is from EU, US and China official website, the Global Observing System For Climate Change, UNFCCC, Chinese official environmental protection website and other official reports and websites. The foreign academic study on climate change could be classified into three categories: first, from the perspective of environment ethics, stressing the importance of environmental morality and sustainable development. Scientifically respected researchers include Rachel Carson, Barbara Ward, Rene Dubos, Donella H. Meadows, Dennis L. Meadows, Jorgen Randers, Hilary French; second, from the perspective of environmental economics, analyzing the roots of environmental problems and the economic tools to solve the problems. Scientifically respected researchers include Josepn J. Seneca, Michael K. Taussing, Julian Lowe, David Lewis, David W. Pearce, and Jeremy J. Warford; third, from the perspective of international relationship, analyzing the influence of environmental issues upon international relationship. Scientifically respected researchers include: Ian H. Rowlands, Malory Greene, Iorraine Elliott, A. Hurrell, Oran R. Yong, and Norman Myers. In China, the research on climate change mostly focus on the domestic level, especially the regional policy level. Scientifically respected researchers include Liang Shouqiu, Cui Dapeng, Wang Yizhou, Su Changhe, Cai Tuo. This research aims to analyze how climate change strategies in EU, US and China, and their cooperation could reconstruct the world power structure, and to suggest some productive solutions to the present obstacles in urban governance and multilateral cooperation. IV. Objective of the Research The purpose of this research is to help accelerate discussions and cooperation between EU, US and China on climate change by providing important information on the political issues that need to be resolved, and examining the impact of climate change on EU’s role in the worldwide power balance. The demand for information on climate has never been greater than today. Long-term, high-quality and un-interrupted observations of atmosphere, land and ocean are vital for global prosperity. In December 6 2009, most of the world’s government heads met in Copenhagen at the United Nations Climate Change Conference. It was supposed to be a “fair, effective and comprehensive global climate deal” in order to keep control of climate change. (BAN Ki-moon, Secretary General) The focus of the conference was on mobilizing the political will and vision to reach an agreement on cooperation on climate change and sustainable development based on low-emissions, green growth. Success in reaching an agreement was to be a cornerstone for global development. Since there were still many obstacles and political concerns, an effective agreement was a hoped-for but unrealistic goal. The least goal was to push the world’s governments to realize that the answer to how to cooperation is much more important and meaningful than the question of why to cooperate. EU, US and China are three major powers in the world. Urban governance on climate change has been more and more important in dealing with the comprehensive economic and social development. This research aims to provide an empirical study in EU, US and China to try to answer the above question of how to cooperate. Main efforts will concentrate on the following points: Effect of climate change on EU both economically and politically; impact of climate change on China both economically and politically; impact of climate change on US both economically and politically; major strategies in dealing with climate change in EU, US and China based upon the common acknowledgement of the existing rules and regulations, including: a classification by goals, main functions, levels of development, organizational forms (to what extent under the authority of central government) and membership and division of participants among various organizations; a cause-effect link between the city governance on climate change and the consequences from late twenties century to 2009 case study of urban governance on climate change since late twenties in EU, US and China; a comparative study of policy fields, major responsibilities and competencies; possible ways of cooperation;(this and the next one need bullets?) formalizing bilateral relations to reflect the different-level of development ways of establishing concrete and measurable actions and goals in the medium term based on sound science, as well as economic and technological feasibility the influence of the existing power balance on Lisbon Treaty Ways EU could EU use the issue of climate change to change the existing power balance ways in which EU, US and China could cooperate to achieve a win-win end The appearance of the future world power structure. Added value of the research taking place at the chosen Graduate School Describe in a maximum of 250 words why your research fits into the research agenda of the chosen Graduate School, and what the mutual benefits could be. 7 The contribution of this research is that it helps to advance the study of political conflict from the perspective of environmental conflict and international cooperation It tries to find possible ways to accelerate the cooperation between EU, US and China based on the common acknowledgement of importance and the different levels of development and different political systems. The difficulties of this research are: first, first-hand data and reports on climate change are hard to find in China; second, the data on climate change in China is not systematic and comprehensive. It requires deep-research in different government departments related in this area; third, this project needs more support from both EU, US and China to do some in-depth research on the political attitudes towards climate change and the reconstruction of world power structure. The political conflict study in Universiteit Utrecht is among the tops in Europe. Chinese Academy of Social Science is the think tank in China. This study not only tends to accelerate the academic cooperation between those two research centers, but also better the mutual understanding between EU and Chinese governments, which could contribute to the worldwide peace building and mutual development. Academic research cooperation also helps to decision-makers to have a better view of the prospect of cooperation and set a practical road map for problem-solving. 3. Societal and scientific importance of the research Describe in a maximum of 250 words the social and scientific relevance in general, and for the field in particular. Climate change has become a driver of change in its own right. Reducing carbon emissions has risen to the top of the policy agenda in EU, US and China, driven by concerns with maintaining high levels of living for current and future generations. However, each country and community has their own strategy and standards, which seems to be conflict with each other. Finding solutions requires understanding dynamics internal to these countries, understanding the reasons for the failure of global collective action, and developing viable low carbon technologies. From both social and scientific points of view, Europe is well equipped to deal with these challenges. Innovation and climate issues may present EU an opportunity to play a leadership role in the world in the following decades.
