排放标准 标准值 《城镇污水处理厂污染污染物排放标准》由国家环境保护总局科技标准司2001 年提出，2002年12月27日由国家环境保护总局和国家技术监督检验总局批准发布，2003年7 月1日正式实施，本标准由北京市环境保护科学研究院和中国环境科学研究院标准所负责起草。为配合标准的贯彻与实施，现就本标准的编制情况、主要内容等作一简要介绍。 1 本标准制定的必要性 1.1 城镇污水处理厂建设迅速发展的需要 为控制水环境污染和实现污水资源化，我国城镇污水处理厂的建设正以前所未有的速度发展。据 3初步统计，到2000年底，我国已建设城市污水处理厂427座，污水处理设计规模达到1475万m/d。目前在建的污水处理厂还有300余座。根据国务院2000年36号文，到2010年，所有设市城市的污水处理率应 3不低于60%，预计未来五年内我国城市污水处理设计规模将超过5000万m/d。城镇污水处理厂的大规模建设必然要求通过标准强化管理，以促进和规范城镇污水处理厂的建设。 1.2 《污水综合排放标准》不适应污水处理厂建设管理需求 目前对城市污水处理厂的管理执行《污水综合排放标准》(GB8978-96)。由于该标准多数指标是针对工业废水的，当时城市污水处理厂的建设尚处于起步阶段，处理技术还在发展阶段，因此，对城市污水的针对性不强。相当一部分标准值偏宽，而个别指标在技术经济上达标又有一定难度。如:对城镇污水处理厂出水而言，重金属、微污染有机物、石油类、动植物油、LAS等指标标准值偏宽;而总磷偏严，常规二级处理和强化二级处理工艺难以达到0.5 mg/L和1 mg/L的现行综合标准。 1.3 新的环境标准体系要求 污染物排放标准逐步由行业标准代替综合标准，行业标准包括不同污染介质的排放。所以本标准包括污泥和废气污染物的排放。目前城镇污水处理厂每年产生干污泥约180万t(相当于含水80%污泥900万t)，预计未来5年内，每年将产生污泥540万t(相当于含水80%污泥2 700万 t)，随着城镇污水处理厂建设的加快，污泥处置问 题 快递公司问题件快递公司问题件货款处理关于圆的周长面积重点题型关于解方程组的题及答案关于南海问题 愈加突出。而我国现有污水处理设施中有污泥稳定处理设施的还不到1/4。 我国现有的污泥消化池能够正常运行的为数也不多，有些根本就没有运行。有些地方的污泥没有得到合理的处理和处置便直接排放，造成了二次污染。因此必须制定标准加强控制，实现污泥的稳定化、减量化、资源化。 目前城镇污水处理厂臭气的排放没有得到控制，由于臭气对周围环境的影响而引发的诉讼时有发生，必须针对污水处理厂的特点选择适当项目. 1.4 需要增加生物性污染等的控制指标 城镇污水处理厂进水和出水中含有大量的粪大肠菌和致病菌，如高碑店污水处理厂进水和出水的 63粪大肠菌群数分别为240×10个/L和540×10个/L，方庄污水处理厂进出水的粪大肠菌群数分别为 106240×10个/L和240×10个/L。对地表水体的监测也表明，城区河道的粪大肠菌群数往往超过三类水体标准。粪大肠菌群数已成为我国地表水体超标的主要项目之一。为防止生物性污染和疾病的传播，城镇污水处理厂出水必须进行消毒处理，即必须控制其生物性污染。 2 标准编制原则 (1)以我国《环境保护法》和《水污染防治法》、《大气污染防治法》、《固体废物防治法》等有关环保法律法规为依据，与《城市污水处理及污染防治技术政策》相协调。 (2)严格控制排入城市污水处理厂的工业废水的重金属及有毒有害物质。 (3)标准的分级、控制项目选择、排放标准值确定以城镇污水处理厂所采用的经济可行的处理技术为依托，保证标准的可操作性和合理性。 (4)防止二次污染和污染物在不同介质间的转移，同时对污水处理厂水、气和污泥排放进行控制。 (5)基本控制项目标准值的确定，是以我国城市污水处理厂的技术现状和国内外最新研究成果为依据，以保证经济效益与环境效益的统一。选择控制项目标准值的确定，是以保护人体健康和不破坏生态环境为原则，参照环境质量标准和生态基准加强控制。 3 标准的适用范围 本标准是专门针对城镇污水处理厂污水、废气、污泥污染物排放制定的国家专业污染物排放标准，适用于城镇污水处理厂污水排放、废气的排放和污泥处置的排放与控制管理。根据国家综合排放标准与国家专业排放标准不交叉执行的原则，本标准实施后，城镇污水处理厂污水、废气和污泥的排放不再执行综合排放标准。污水处理厂噪音控制仍执行国家或地方的噪音控制标准。 对城镇居民小区、郊区村镇、居民点、工业企业内的居住区的生活污水处理设施污染物排放控制也按本标准执行。 4 水污染物排放标准要点 4.1 控制项目的选择及分类 城市污水包括居民生活污水、机关单位、学校、医院及公共设施排水、商业排水和经过适当预处理达到排入公共下水道标准(三级标准)的工业排水和初级雨水等。 生活污水主要污染物是有机污染物和生物性污染物，排入水体使受纳水体水质恶化发臭，造成鱼虾和水生物死亡以及水传播疾病流行。其主要污染物是 BOD、COD、SS、正己烷萃取物、LAS、氨氮、总磷、色度、pH、粪大肠菌群数等，通常称为常规污染物。居民生活污水一般排水量 60,150 L/(人?d)，COD发生量30 g/(人?d)，COD浓度200,500 mg/L;城市综合污水(包括工业废水)排水量200,400 L/(人?d)，COD发生量30,100 g/(人?d)，COD浓度75,500 mg/L。根据近5 0个运行的城市污水处理厂资料统计，污水处理厂进水的COD、BOD分别为128,1313 mg/L和53 ,509 mg/L。这些污染物可以通过常规或强化的污水处理工艺去除。工业废水则成分复杂，除了含有常规污染物以外，还含有重金属和大量有毒有害化学物质和微量污染物，这些工业污染物在污水处理厂常规处理工艺中往往难于去除，必须在源头控制，也就是在排入城市下水道之前，在工厂内进行预处理，达到规定的排放标准后才允许排入城市污水处理厂，以保证城市污水处理厂出水符合排放标准的要求。所以，本标准将城镇污水污染物控制项目分为两类: 第一类为基本控制项目，主要是对环境产生较短期影响的污染物，也是城镇污水处理厂常规处理工艺能去除的主要污染物，包括:BOD、COD、SS、动植物油、石油类、LAS、总氮、氨氮、总磷、色度、pH和粪大肠菌群数共12项，一类重金属汞、烷基汞、镉、铬、六价铬、砷、铅等7项。 第二类为选择控制项目，主要是对环境有较长期影响或毒性较大的污染物，或是影响生物处理、在城市污水处理厂又不易去除的有毒有害化学物质和微量有机污染物如酚、氰、硫化物、甲醛、苯胺类、硝基苯类、三氯乙烯、四氯化碳等43项。 4.2 标准分级 本标准制定的技术依据主要是处理工艺和排放去向，根据不同工艺对污水处理程度和受纳水体功能，对常规污染物排放标准分为三级:一级标准、二级标准、三级标准。一级标准分为A标准和B标准。一级标准是为了实现城镇污水资源化利用和重点保护饮用水源的目的，适用于补充河湖景观用水和再生利用，应采用深度处理或二级强化处理工艺。二级标准主要是以常规或改进的二级处理为主的处理工艺为基础制定的。三级标准是为了在一些经济欠发达的特定地区，根据当地的水环境功能要求和技术经济条件，可先进行一级半处理，适当放宽的过渡性标准。一类重金属污染物和选择控制项目不分级。本标准的分级和处理工艺与受纳水体功能的对应关系见表1。 一级标准的A标准是城镇污水处理厂出水作为回用水的基本要求。当污水处理厂出水引入稀释能力较小或无稀释能力的河湖作为城镇景观用水和一般回用水等用途时，执行一级标准的 A标准。 我国大多数城镇淡水资源不足，为缺水或严重缺水城市，特别是北方地区，受纳水体稀释水量有限，多为季节性河流，城镇附近河流更是由于受到城镇污水排放造成较严重的污染，失去自净能力，影响环境和人体健康。城镇集中污水处理厂建设无疑对改善这些水体的水质提供了条件。利用城镇污水处理厂出水补充河道，恢复水体的景观利用功能是污水资源化的重要途径。因此，在稀释能力较小的河流或季节性河流，主要以处理后的城市污水作为补充水源或绿化等用途时，污水应进行深度处理，使出水水质达到或接近景观、游览用水、生态用水等用水水质要求。 深度处理技术主要有化学混凝法、过滤吸附法、膜法、氧化和消毒技术等。通过深度处理可进一 步去除水中的悬浮物、溶解性有机物、微污染有机物和粪大肠菌群等。 4.2.2 一级标准的B标准 城镇污水处理厂出水排入GB3838地表水?类功能水域(划定的饮用水水源保护区和游泳区除外)、GB3097海水?类功能水域和湖、库等封闭或半封闭水域时，执行一级标准的B标准。二级强化处理的主要目的是除磷脱氮，同时也进一步去除有机污染物和悬浮物。氮磷被认为是引起水体富营养化的重要元素，因此当污水排入封闭或半封闭水域时，应控制氮磷的排放。氮磷在自然环境和水环境中的迁移转化是一个复杂的循环过程，当湖泊、水库、河口、海湾等缓流水体中的氮和磷达到一定的浓度时，就会引起藻类及其他浮游生物的过度繁殖，发生水华和赤潮，造成水质恶化。一般认为，水体中的氮超过0.2 mg/L，磷超过0.01 mg/L即可发生富营养化。在造成水体富营养化的诸多元素中，氮、碳和微量元素很多是来自于自然界的生物化学过程，而且可以通过自然过程得以调节。而磷主要来自人类活动，普遍认为磷是大多数淡水水体富营养化的长期作用的关键限制因素。水体中的氮由于受自然过程的影响不易受到控制，而磷却可以通过控制人类的生产和生活活动减少其排放量。城镇污水的排放是水环境中氮磷的主要来源之一，因此减少和控制氮磷，尤其是磷的排放量，是防止水体富营养化的重要途径之一。 在《污水综合排放标准》中，规定了氨氮和总磷的排放标准，但是氨氮的标准比较宽，也没有脱氮的要求。总磷的标准比较严，为0.5,1 mg/L。本标准根据二级强化处理的技术水平，增加对总氮控制，并将一级标准的总磷近期定为1.5 mg/L，第二时间段定为1 mg/L。 4.2.3 二级标准 城镇污水处理厂出水排入GB3838地表水?、?类功能水域或GB3097海水 ?、?类功能海域时，执行二级标准。二级标准的技术依据是城镇污水处理厂常规二级处理，包括常规活性污泥法、酸化水解活性污泥法、生物膜法及氧化沟等。在进行二级处理工艺设计时，应留有二级强化处理、深度处理或污水回用的余地。二级标准是控制城镇污水处理厂水污染物排放的主导标准，大部分污水处理厂水污染物的排放应达到二级标准的要求。常规二级处理主要是去除污水中的含碳有机物，COD的去除率为80%,85%，BOD的去除率可达90%,95%。 对阴离子表面活性剂、动植物油、色度、石油类和粪大肠菌群数等也有一定的去除作用，同时可去除部分氨氮和磷。 4.2.4 三级标准 非重点控制流域和非水源保护区的建制镇的污水处理厂，根据当地经济条件和水污染控制要求， 3采用一级强化处理工艺时，执行三级标准。但必须预留二级处理设施的位置，处理规模一般在1万m/d以下。 一级强化处理主要是采用物理化学 方法 在建设一级处理厂时应留有二级处理的余地，以便分期建设二级污水处理厂。一级处理和一级强化处理也可以作为污水排海、土地处理或氧化塘处理的预处理。 4.3 其他要点说明 (1)根据《水污染防治法》第二十七条规定:在生活饮用水源地、风景名胜区水体、重要渔业水体和其他有特殊文化价值的水体保护区内，不得新建排污口。在保护区附近新建排污口，必须保证保护区水体不受污染。本法公布前已有的排污口，排放污染物超过国家或者地方标准的，应当治理;危害饮用水水源的排污口，应当搬迁。所以，本标准规定:地表水? 、 ?类水域、海水?类水域禁止新建排污口，也不得建设新的污水处理厂排污口，已有的排污口，因本标准对向这一类水体排放污水没有规定标准值，由地方环保部门根据当地的环境质量要求制定地方排放标准，或达到污染物零排放要求。 (2)选择项目不分级，由源头控制，执行统一标准。选择项目是指那些主要来自工业污染源和特种行业的污染物，在城镇污水处理厂常规处理工艺难于去除的或在污泥中聚集影响污水处理工艺正常运行和污泥的进一步利用的污染物，这些污染物应在源头控制，即在工厂或源头进行必要的预处理，达到污水综合排放标准的三级标准方可排入城镇污水处理厂，以保证这类污染物经过污水处理厂后其出水达到本标准要求。 (3)选择项目因为主要是在源头控制，因此必须加强对工业污染源的控制，在源头做好对有毒有害物质的预处理，达到《污水综合排放标准》三级标准或地方规定的排入下水道的水质标准方可进入城镇污水处理厂。选择控制项目中选择哪些控制项目进行考核监测，由当地环境保护主管部门根据当地环境质量水质确定。 5 大气污染物排放标准 污水处理厂的处理设施在污水污泥处理过程中会产生臭气和其他有害气体，如不处理会对环境和人体健康造成危害。处理厂的臭气主要来源于格栅间、污泥处理、厌氧处理和曝气 池等，除了臭气物质以外，还有甲烷、挥发性有机物等。美国、日本等发达国家对污水处理厂的臭气都有控制标准，我国已制定恶臭控制标准。为了适合污水处理厂的排放控制，本标准制订了污水处理厂大气污染物排放控制标准。有关我国污水处理厂大气污染物排放情况的监测调查资料较少，其主要依据是我国的大气环境质量标准、恶臭控制标准和国外有关标准，选择臭气浓度、氨、硫化氢、甲烷等4项指标加以控制。臭气处理主要方法有吸附法、化学氧化法和生物净化法等。通过有组织地收集废气，将废气通过净化处理装置，去除臭味和有害成分。对一些中小型污水处理厂产生的污泥，利用生物除臭的方法，既可以除臭又可以起到污泥消化作用。 污水处理厂排放的大气污染物根据其所在地区对环境质量的要求和所应配套的处理技术设施分为 三级。 位于GB3095一类区的所有现有和新建城镇污水处理厂，除应对格栅间、污泥间臭气进行处理外，还应对沉砂池、初沉池等臭气进行处理，不得影响周围的环境，执行一级标准。 位于GB3095二类区和三类区的城镇污水处理厂，分别执行二级标准和三级标准;对现有和2002年12月31日前建设的城镇污水处理厂的达标期限放宽至2006年1月1日。 新建(包括改、扩建)城镇污水处理厂的选址应符合当地城乡建设总体规划要求，城镇污水处理厂周围应建设绿化带，并设有一定的防护距离，防护距离的大小由环境影响评价确定。 6 污泥控制标准 城市污水处理过程产生的污泥有栅渣、沉砂池排渣和一沉池、二沉池排泥等。一沉池排出的污泥为生污泥，二沉池排出的为活性污泥。污泥处理的目的主要是减容和稳定化。减容处理主要是通过浓缩、脱水处理，浓缩是采用不同形式的浓缩池降低污泥的含水率，脱水主要是利用带式脱水机、卧式螺旋脱水机等将污泥进一步脱水。 未经稳定的污泥，因有机物含量高，极易腐败发臭，尤其是初沉池的污泥，含有大量的病菌、病毒、寄生虫卵，易造成生物性污染和疾病传播。污泥稳定一般采用厌氧、好氧稳定和堆肥处理，稳定化处理可进一步降解去除污泥中的有机污染物，对蠕虫卵和致病菌有一定的杀灭作用。污泥消化过程中产生大量沼气，可以回收利用。 经浓缩、脱水或干燥处理的污泥，其稳定性提高，体积减少，其最终处置的出路有:大部分用于农肥，不能农业利用的污泥可进行卫生填埋、焚烧、海洋处置和综合利用等。欧盟、美国和日本近年及预测的污泥主要处置方法见表2。 表2 欧盟、美国和日本近年及预测的污泥主要处置方法 污泥量农填焚其国别 410tDS 用% 埋% 烧% 他% 3411欧盟国家(1992年) 650 9 0 1 0 欧盟国家(预计4131010 2005年) 5 7 8 431美国(1992年) 1 9 5 5 314日本(1995年) 171 3 3 5 9 视污泥的成分和最终处置方法的不同，国内外也制定了相应的标准。如:欧共体、德国、英国、法国、瑞士等规定了农用污泥中的重金属Pb,Cd,Cr,Cu,Hg,Ni,Zn等的限值。德国还在新的污泥农用条件中规定了PCB，PCDD/PCDF，AOX的限?值。 ? 我国污水处理厂污泥的最终处置主要是农用、填埋和综合利用，其处理要求主要有农用污泥标准、污泥稳定性和污泥含水率等技术要求指标。污泥含有较高的N，P，K和有机物，是很好的有机肥，作农肥主要是控制污泥中的重金属含量和蠕虫卵等，通过加强对工业污染源的控制，城市污水中重金属含量有所下降，污水处理厂出水中Hg，Cd，Pb的含量一般可以符合农用标准。 本标准要求污泥应进行稳定化处理，经稳定化处理后的污泥应达到污泥稳定化控制标准。 关于污泥稳定化的指标很多，通常是以污泥的无机化程度来表示，当污泥中挥发性固体含量达到40%时认为比较稳定，但根据征求意见情况，我国的污泥有机物降解率一般可达到40%，所以本标准规定:经稳定化处理的污泥挥发性有机物的降解率为大于40%。 污泥稳定的方法有厌氧稳定、好氧稳定和堆肥处理。厌氧稳定是对一沉和二沉污泥进行厌氧消化，通过微生物作用进行水解、产乙酸、产甲烷等过程达到稳定。好氧稳定的原理与活性污泥法类似，水力停留时间10,12天，污泥的有机物含量可降至40%。堆肥也是污泥处理处置的重要手段，所以本标准规定了污泥经过堆肥处理应达到的技术指标。利用堆肥过程中温度、pH的变化可以杀灭蠕虫卵和致病菌。 标准还规定污泥应进行脱水处理。污泥脱水方法有自然重力脱水法、机械脱水法等，脱水后的污泥含水率可达到80%以下。 污泥如果进行填埋处置，应符合卫生填埋的有关标准规定，对污泥应进行稳定和脱水处理达到卫生填埋的相关要求。一般要求其含水率应小于30%，无机成分应大于60%。 我国大部分污泥为农业利用，所以根据农用污泥控制标准对重金属的要求，作为本标准的控制标准。另外根据德国国家标准对污泥农用时关于PCDD/PCDF，AOX，PCB的规定，制定了该项标准，以加强对污泥中微污染物的监测和控制。 7 取样与监测 污水处理厂出水的取样与监测应按国家有关污水取样与监测规定执行。 标准强调在污水处理厂总排放口应设置污水流量计和污水比例采样器，大型污水处理厂应设置在线监测装置，对主要指标进行在线监测，以提高我国污水处理厂的监测水平。标准规定了相应的大气采样监测和污泥采样监测方法及监测频率。 水质监测方法已有国家标准分析方法的按国家标准分析方法执行，尚无国家标准的按指定的方法监测，待国家标准方法发布后即按国家标准方法执行。 8 本标准与现行标准值的比较
