1 - Singapore Customs：1新加坡海关 Conditions for the Issuance of a Certificate of Non-Manipulation (CNM) 1. Goods specified must have been stored temporarily within the Free Trade Zone (FTZ) or in a Customs Bonded Warehouse prior to their export. 2 The CNM must be filed by a local shipping/freight forwarding agent within 2 months from the date of the goods’ export from Singapore. General Application Procedures for a CNM 1. Please print the typewritten forms (original + copy) on white A4 size paper, and submit the CNMs (signed by the Authorised Person with company stamp affixed in thBox 3) together with the supporting documents at Revenue House (7 floor). Submission may be made on weekdays from 0830 hrs to 1300 hrs, and 1400 hrs to 1700 hrs. 2. Press intercom (M2) for submission of documents. 3. Customs will generate an invoice for the applicant to make payment for the application at SingPost outlets, AXS stations or its online payment service. The fee is $4.00 per set of CNM. 4. The approved CNM will be addressed and delivered to the applicant via post. The applicant should receive the approved CNM no later than 7 working days from date of receipt of payment and submission of the complete set of documents. 5. Applicant may attach a request letter with their application if they wish for the approved CNM to be sent to a different addressee. For Companies with an existing Inter-Bank GIRO (IBG) Account with Singapore Customs Companies with an existing IBG account with Customs may apply for a CNM via the following procedures: 1. The Authorised Person stated in Box 3 of the Certificate(s) is to submit, via email, the typewritten forms (original + copy) together with the supporting documents to customs_cnmcfsHQ@customs.gov.sg. 2. In the email, the Authorised Person must provide a declaration that states “I declare that all information provided in the attached CNM is true and correct.” 3. Customs will deduct a fee of $4.00 per set of CNM from the company’s bank account. 4. The approved CNM will be addressed and delivered to the applicant via post. The applicant should receive the approved CNM no later than 7 working days from date of receipt of the payment and submission of the complete set of documents. 5. Upon receipt of the approved CNM from Customs, the Authorised Person must sign under “Authorised Signature” and affix the company stamp in Box 3 of the Certificate. For Companies located in Changi Airfreight Centre (CAC) with an existing IBG account with Customs Companies located in CAC with an existing IBG account with Customs may apply for a CNM with the Air Export Office of Singapore Customs via the following procedures: 1. The Authorised Person stated in Box 3 of the Certificate(s) is to submit, via email, the typewritten forms (original + copy), together with the supporting documents, to customs_AES@customs.gov.sg between 0800hrs and 1300hrs. 2. In the email, the Authorised Person must provide a declaration that states “I declare that all information provided in the attached CNM is true and correct.” 3. Customs will deduct a fee of $4.00 per set of CNM from the company’s bank account. 4. Applicant can collect the approved CNM on the same day at the following address, from 1530hrs to 1630hrs. 09 Airline Road Cargo Agent Building D, #03-23 Singapore 819827 5. Upon receipt of the approved CNM from Customs, the Authorised Person must sign under “Authorised Signature” and affix the company stamp in Box 3.
