parksystemthatwouldlinkanunderservedandgrowingpopulationtoimprovedopenspacesalongtheadjacentdowntownbayousThispredecessortoBayouGreenwaysinitiallyfellondeafearsManyofthecity’sbayouswerehardenedandchannelizedduringthemidcenturyinamisguidedefforttoreducefloodingRoadswerealsoneededandthousandsofmilesofmajorfreewaysandsurfacestreetssubdividedthebayousandtheirassociatedwatershedsItwasn’tuntilthesthatthetideofopinionwouldturnagaininfavorofthepreservationofthebayousystemBy,themomentumsupportingthebayouspushedthroughHouston’slargestparksbondpackageeverFinally,thecitywouldreconnectwithitsnaturalheritage,“Creatingequitably,distributedparklandforHouston”alongthewayRECONNECTEDPlanningApproach:Onehundredyearslaterandaftermajorsystematicreconfiguration,plannerswerefacedwithasignificantlyalteredandexpandedlandscapeTobeginthemasterplanningprocess,theteamresearchedbayouhistory,studiedcurrentandprojectedlocaldevelopmenttrends,andcreatedadetailedsiteinventorybaseduponhelicopteraerialreconnaissance,hundredsofmilesofhiking,andseveralmillionbytesofgeodataDemonstratingviabilityinthemodernera,theMasterPlanachievestheidealsofComeyandfulfillstheaspirationsofitscommunityTheresultisacomprehensivestudythat:showsprimaryandsecondarytrailalignmentsidentifiestrailheads,bikeshareopportunities,andwateraccesspointsacknowledgesalternativetransitopportunitiessuggestsadjacentcommunityconnectionsidentifiespotentialacquisitionandfloodmitigationareasdescribesnativelandscapetypologyrestorationopportunitiespresentscursorydesignguidelinesquantifiesassociatedmaintenancerequirementsandassociatedcostsProjectOpportunities:BayouGreenwaysaddressesnumeroushealth,safety,andwelfareissuesinherentinthedailylivesofcitizensfromthenation’sfourthlargestcityRatedasoneoftheunhealthiest,parkdeficient,mosteconomicallydivided,ethnicallydiverse,sprawling,andfastestgrowingcitiesinthecountry,HoustonfacesenormouslysocialchallengesAlreadyfivetimestheareaofmostNorthAmericancities,HoustonisexpectedtodoubleinpopulationbytheyearTheBayouGreenwaysarenowshapingthedevelopmentfabricofthecitybycreatinghealthyconnectionsthatareincloseproximitytotheoutdoorworldandbetweenhighlydiversepopulationsWhileHoustondoeshavesignificantparkspacesandtrails,thecityofnozoninghashistoricallybeenunabletoeffectivelycreateenoughdesignatedopenspacesandthenecessaryconnectivitybetweenthemAccordingtotheTrustforPublicLands,HoustonranksoutofmajormetropolitanareasinmeetingtheirparkneedsThekeytoincreasingtheopenspacenetworklieswithintheregion’sfloodplainsRelativelyflatterrain,intenserainevents,andurbanizedwatershedscreatebroadjurisdictionalfloodplainsWithdevelopmentalrestrictionsandHarrisCountyFloodControlDistrictregulatorycontrols,vastlandareasareleftasunusedgreenspaceorvacantlandsTheBayouGreenwayplanrecommendsleveragingtheseunderutilizedspacestocreatetrailcorridors,newparks,andfloodmitigationfacilitiesthatwillbewithinmilesofoutofHoustoniansTheresultingnetworkstretchesovermilesandinclude,acresofnewlandconnectedtoexistingneighborhoods,schools,churches,andothercommunityassetsTheacquisitionareasallowaccesswherephysicalorjurisdictionalobstaclesnowoccur,increasesfloodmitigateopportunities,andhelpsreconnectcurrentlyfragmentedecologiesResultantfacilitieswithinthegreenwaycorridorwillhaveachanceofexperiencingasignificantfloodeventduringtheyear,butperformasfunctioningrecreationspacethroughouttheremainderoftheyearImmenseinscale,muchofthecorridorrequiresthedesignoffunctioningecologicalsystemstoallowreasonablelevelsofmaintenanceManicuredzonesoccuralongthetrailedgesandwithinhighlyurbanizedareasAshifttolowermaintenancemeadowandreforestationzonesisplannedalongGreenwayedgesandwithinlargerareasusedforflooddetentionornatureparksIMPLEMENTATIONEncompassingCountyPrecincts,theCityofHouston,MunicipalUtilityDistricts,SuperNeighborhoods,ManagementDistricts,andTaxReinvestmentZones,theprojectspansnumerousjurisdictionsandassociatedimplementationobstaclesPerhapsthegreatestsuccesstodateisthepublic’sembraceincarryingoutthevisionAsafirststeptowardimplementation,abondmeasurewasintroducedtofundallmissingconnectionswithintheCityComprisingapproximatelyhalfoftheoverallMasterPlan,itiscalled“BayouGreenways”Tocompare,Portland,representingthenextlargestgreennetworkinthenation,isabouthalfofBayouGreenways’smilesofmultiusetrailsIn,receivingthehighestapprovalofallmeasuresonthecityballot,Houstonvotersapproved$millioninpublicfundingfortheprojectwithaprivatematchof$millionCurrently,theBayouGreenwaysprojectcontinuestomovetowardconstructionTheclientutilizestheplantoenlistlocalfirmsinanIntegratedProgrammingandAnalysisscopeforindividualprojectsegmentsOncecompleted,eachprojectmovesthroughconstructiondocumentation,permitting,andbiddingThusfarafewshortsegmentshavebeenconstructedandarenowbeingpopulatedwithengagedcitizenrywhileothersaresteadilyproceedingtowardconstructionCONCLUSIONParksmatterTheBayouGreenwaysprojectleveragesthepowerofopenspaceatallscalesandprovidesimmensequalityoflifebenefitsSimpleinconcept,complexinexecution,theresultingworkiscreatesanewHoustonLegacyPR
