Greece is nt a rich cuntry. Lack f sufficient natural resurces has alays frced the Greek peple t rk hard t make bth ends meet. Since 1940, this industrius, peace lving cuntry has suffered invasin, fur years f cruel enemy ccupatin, and bitter internal strife.hen frces f liberatin entered Greece they fund that the retreating Germans had destryed virtually all the railays, rads, prt facilities, municatins, and merchant marine. Mre than a thusand villages had been burned. Eighty-five per cent f the children ere tubercular. Livestck, pultry, and draft animals had almst disappeared. Inflatin had iped ut practically all savings. As a result f these tragic cnditins, a militant minrity, expliting human ant and misery, as able t create plitical chas hich, until n, has made ecnmic recvery impssible.Greece is

The United States must supply this assistance. e have already extended t Greece certain types f relief and ecnmic aid. But these are inadequate. N ther natin is illing and able t prvide the necessary supprt fr a demcratic Greek gvernment.The British Gvernment, hich has been helping Greece, can give n further financial r ecnmic aid after March 31st. Great Britain finds itself under the necessity f reducing r liquidating its mitments in several parts f the rld, including Greece.e have cnsidered h the United Natins might assist in this crisis. But the situatin is an urgent ne, requiring immediate actin, and the United Natins and its related rganizatins are nt in a psitin t extend help f the kind that is required.It is imprtant t nte that the Greek Gvernment has asked fr ur aid in utilizing effectively the financial and ther assistance e may give t Greece, and in imprving its public administratin. It is f the utmst imprtance that e supervise the use f any funds made

And during the ar, the United States and Great Britain furnished Turkey ith material aid.Nevertheless, Turkey n needs ur supprt. Since the ar, Turkey has sught financial assistance frm Great Britain and the United States fr the purpse f effecting that mdernizatin necessary fr the maintenance f its natinal integrity. That integrity is essential t the preservatin f rder in the Middle East. The British gvernment has infrmed us that, ing t its n difficulties, it can n lnger extend financial r ecnmic aid t Turkey. As in the case f Greece,

In requesting these funds, I have taken int cnsideratin the maximum amunt f relief assistance hich uld be furnished t Greece ut f the $350,000,000 hich I recently requested that the Cngress authrize fr the preventin f starvatin and suffering in cuntries devastated by the ar.In additin t funds, I ask the Cngress t authrize the detail f American civilian and military persnnel t Greece and Turkey, at the request f thse cuntries, t assist in the tasks f recnstructin, and fr the purpse f supervising the use f such financial and material assistance as may be furnished. I remend that authrity als be prvided fr the instructin and training f selected Greek and Turkish persnnel. Finally, I ask that the Cngress prvide authrity hich ill permit the speediest and mst effective use, in terms f needed mdities, supplies, and equipment, f such funds as may be authrized. If further funds, r further authrity, shuld be needed fr purpses indicated in this message, I shall nt hesitate t bring the situatin befre the Cngress. n this subject the Executive and Legislative branches f the Gvernment must rk tgether.This is a serius curse upn hich e embark. I uld nt remend it except that the alternative is much mre serius. The United States cntributed $341,000,000,000 tard inning rld ar II. This is an investment in rld freedm and rld peace.
