英语考试改革背景下的基础英语教育新思路 孙 艳 (南阳师范学院国际教育学院 河南南阳 473061) 摘要:从上世纪80年代至今，英语教育在中国教育体系中一直占据着绝对的地位，它既培养了大量为推动社会发展做出贡献的人才，也因其整体教育效果费时低效而被人们所诟病。本文通过对英语教育本质及当前基础英语教育现状的分析，发现英语教育效果被诟病主要是因为单一的评价方式及与其相对应的枯燥教材和被考试绑架了的教师教学等因素。中高考英语考试改革将扭转英语教育的局面，也为基础英语教育指明了方向。 关键词:英语考试改革 基础英语教育 教育现状 一、 英语教育的本质 义务教育阶段英语课程的指导性文件《义务教育英语课程标准(2011年)》明确指出:“义务教育阶段的英语课程具有工具性和人文性双重性质。”工具性要求英语课程既要培养学生的基本英语素养，又要促进学生思维能力的发展。人文性则要求英语课程能够提高学生 ,1,的综合人文素养。 高中英语教学的纲领性文件《普通高级中学英语课程标准(实验稿)》则指出:“英语课程的学习，既是学生通过英语学习和实践活动，逐步掌握英语知识和技能，提高语言实际运用能力的过程;又是他们磨砺意志、陶冶情操、拓展视野、丰富生活经历、开发思维能力、 ,2,发展个性和提高人文素养的过程。” 以上两个标准都强调了英语课程工具性与人文性的统一，强调了培养学生基本语言素养的同时培养学生的认知能力和思维能力，为学生全面发展和终身发展奠定基础。可见，从国家政策层面英语教育既关注了英语作为语言的交流交际工具属性，也强调了“语言的认知、 ,3,社会文化和生物属性” 。而在实际的英语教学过程中英语课程是否体现了英语教育的本质呢?目前大行其道的英语应试教育似乎是和英语教育的本质背道而驰的。 2012年初教育部颁布《义务教育英语课程标准(2011年)》(以下简称《新课标》)，2013年底教育部推出教改 方案 气瓶 现场处置方案 .pdf气瓶 现场处置方案 .doc见习基地管理方案.doc关于群访事件的化解方案建筑工地扬尘治理专项方案下载 、北京市推出中高考英语考试改革方案，这一系列以英语教育为核心的改革都旨在贯彻英语教育的教育功能，把英语教育从应试教育的歧途拉回到英语学科应有的位置上。 二、 中小学英语教学现状 “英语是中小学生的一门必修课程, 承担着‘开发智力、开拓视野、启迪思维、陶冶情,3,操、了解文化差异、树立良好的世界观’的任务”。英语课程要承担起责任首先需要有文有采的高质量教学文本，其次是能够驾驭这些资料的语言教师和相应的硬件设施以及科学合理的评价方式，当教材、教师和考试都沿着“从学生全面发展的角度出发，以学文化、启心 ,3,智、养性情为追求”的途径向前发展时，教学效果自然乐观。而韩宝成(2010)等对全国各地中小学的调研，黄纪针(2013)对大学入校新生质量的调查和崔琳琳(2013)对基础英语教育的思考等则比较全面地透视了现行中小学英语教育存在的问题。 1. 教学内容 《新课标》以分级描述的方式把中小学英语课程的教学内容分为语言技能、语言知识、情感态度、学习策略和文化意识五个方面，但实际教学中，教学内容赖以呈现的载体---教材则多数仅从实用和功利角度出发，工具性特征明显而人文性特征缺失。韩宝成在2009年5月通过对北京市部分中小学英语教师对其所使用教材的评价和对学生进行的以“我眼中的英development of freezing plans and emergency precautions. 3, night-time setting the full-time attendant to ensure someone on duty and on duty day and night recording, while setting the Weatherman, responsible listens to and published on the weather conditions. 4, should complete the construction of the winter rainy season Shi ... High temperature expansion 语课文”为题目的调查中得到大同小异的 答案 八年级地理上册填图题岩土工程勘察试题省略号的作用及举例应急救援安全知识车间5s试题及答案 :“现实中的英语教材枯燥乏味、程式化、不 ,3,鲜活。” 2. 教师教学 教学活动能否顺利进行并达到预期的教学效果，首先依赖于教师的教学设计，教师在做教学设计时自己的教学观念会起到关键作用。《新课标》也要求教师进一步转变观念，深入地理解英语课程工具性与人文性相统一的课程性质;鼓励教师大胆尝试新方法，在教学过程中真正体现英语的人文性;要求教师进一步提高自身语言素质、文化修养和语言运用能力，营造激发学生参与、启发学生思维的教学情境，合理开发和积极利用课程资源，帮助学生通,1,过各种渠道获取知识。而在实际教学中“大多数英语教师一般只看到语言的交际功能，语言的工具属性，忽视了语言的认知、社会文化和生物属性。”“仅从工具的意义来看语言及其 ,3,教育是十分狭隘的观念。” 教师教育观念狭隘有其自身的原因，但对于有升学压力的中小学老师来说，体现着狭隘教学观念的功利化教学是学生家长、学校领导、上级主管部门以及全社会强加给他们的。“撩开基础教育的面纱就会发现，学校的一切工作都是围绕考试分数展开的，教学越来越演变为 ,5,单纯考试能力的训练和提升，分数成为评价学生、教师和学校的决定性标准。”只要升学的压力还在，考试分数的盲目崇拜还在，即使教师有先进的教学观念，有较高的语言素质和文化修养，有开发利用学习资源的能力，靠一己之力也很难迈过应试教育的藩篱。 3. 教学评价 韩宝成通过调查老师们对现实中英语考试的看法发现，考试“这个指挥棒对老师来说是 ,3,一种折磨，对学生来说更是如此。”由此可见考试是枷锁，老师和学生在考试的枷锁里适者生存。于是，老师借助于课本、习题把挖空心思 总结 初级经济法重点总结下载党员个人总结TXt高中句型全总结.doc高中句型全总结.doc理论力学知识点总结pdf 来的应试技巧传授给学生而忽略真实自然的语言材料;学生积极地把这些技巧应用到如潮水般涌来的习题上也无暇顾及那些语言学习至关重要的学习材料本身。在整个过程中老师蜕变成分数生产线上的技术工人，学生蜕变成产生分数的机器。这种类似于工业化的育人方式培育出来的人才能有多少人文个性呢,学生学习的过程蜕变成单一应对考试的过程后，语言的魅力荡然无存，语言学习的乐趣也就无从谈起。 笔者在地方电视台看过一期高考状元访谈节目，那个介绍自己英语学习经验的高考状元的话是对迷信应试教育的教师的狠命一击，也为我们开启一扇英语教育改革的窗口:“我学习英语不以做题为主，尽管班主任找我谈过话，可我的考试分数总让他们无话可说。我有阅读的习惯，每天把别人做试卷的时间拿来阅读课文或者课外读物，早晚还会抽出时间朗读，只选择性地完成老师发放的试卷。周末回到家里一定观看至少一部原版的英文电影，看的过程中会随手记下一些我自己觉得有用的表达，看后随手写写观后感。这些鲜活的语言深深地吸引了我……”这个现实的例子是在对应试教育说“不”，也是在从另一个角度诠释英语素养和英语考试的关系:良好的英语素养完全可以应对英语考试。 4. 教育效果 在中国范围内斥责英语教育的声音一直不绝于耳，十八大召开北京中高考英语考试改革的决定一经出台就激起千层浪，一直积压的人们对英语教育的看法纷纷见诸报端。2013年10月21日北京市公布多项高考改革方案，其中备受关注的是中高考英语科目分值下调。新华每日电讯10月22日文章称:“北京市教委有关负责人说，我们的学生从小学到大学，学习英语这么多年，但效果并不很好，许多学生的英语还是‘哑巴英语’，张不开嘴，不敢交 ,6,流。”福建日报援引了一项针对全球170万名18岁以上成年英语学习者的测试成绩评估 报告 软件系统测试报告下载sgs报告如何下载关于路面塌陷情况报告535n,sgs报告怎么下载竣工报告下载 数据“全球54个非英语母语国家和地区中，中国排名36位，属低熟练度水平”来说明中 ,7,国的英语教育状况是“在喧嚣的英语热潮中，政府、家庭与个人投入巨大，却收效甚微。”大连日报刊登了上海外国语大学的一项研究结果:“在所有学英语或其他外语的人中，真正 catiothe planting process except in strict accordance with the tender specified planting methods and technical measures, the appli new technology, new technology, new equipment, new material measures in order to ensure the survival of seedlings planted, inon of te water facilities, in order to ensure normal construction. (1) ABT2 能学会一门外语并能用外语流利表达、无障碍‘跨文化交流’的，最多不超过5%。这也是 ,8,英语高考、英语教学被质疑和诟病的主要原因。”这些媒体从不同角度有理有据地描绘着当前英语教育教学的效果。 三、 关于英语考试改革 1. 英语考试改革的必要性 是因问题倒逼而进行的政策调整。政久则弊生，这是规律，过一个时期就该动一改革“ ,9,动。因时而起，因势而变，不断试错，经常调适。”通过中小学英语教学现状分析可以看出，在当下提出英语考试改革，是顺应时代发展的，看似意料之外，却在情理之中。 2. 改革指向 英语考试改革只是高考改革的一个方面，但英语高考改革的宗旨是和整个高考改革的宗旨相契合的。教育部原副部长周远清(2014)强调:“高考改革要有助于高等教育选拔人才， ,10,要有助于中学培养学生，要有助于社会的公平和稳定。”三个有助于中，基础教育学生的培养是高等教育选拔人才的前提，高等教育选拔和继续培养的人才需要具备知识、能力、素质三要素，基础教育就要在引导学生打好知识基础的同时能力和素质培养同步跟上。具体到英语基础教育，就是从一开始就利用语言使用的需求来拉动语言能力的提升，借助语言本身的魅力来提高语言学习者的能力和素养。 借十八大召开之际大张旗鼓进行英语考试改革的首先是北京市。北京市教委新闻发言人李奕介绍，北京市这次改革“本着落实减负、推进教育均衡发展和促进教育公平的指导思想”中高考英语考试方案为“英语学科突出基础知识、基本能力及课标的基本要求，降低英语学科分数在高考招生中的权重;中考英语学科突出语言的实际应用，适当增加听力比重，到 ,11,2016 年，英语考试总分值由 120分减至 100 分，其中听力 50 分”. 不管是从高考改革的宏观层面，还是从北京市中高考英语考试改革的微观层面都可以解读出英语考试改革所要拉动的英语教育改革的指向——重应用、轻应试。 四、 英语考试改革开启中小学英语教学的新思路 1. 甄选有文有采的教材 “儿童心理学研究表明,故事是青少年最感兴趣的话题,基于故事的教材不失为儿童学习,3,英语的一种选择。” 读着《钢铁是怎样炼成的》成长起来的老一辈革命家们坚忍不拔的性格、勇往直前的精神时时感动着一代又一代人。好故事生动有趣、富有内涵、有文有采，可 ,12,以“丰富学生的想象，开拓其视野，启迪其心智。”所以，英语教材的甄选要从学生全面发展的角度出发，选择有内容且内容与学生不同学习阶段相适应的教材以提高学生文化素养、开启学生心智和培养学生性情。 2. 提高教师教学能力 教师教学能力包括教师的教育教学观念、语言应用能力、英语学科教学和评估的能力以 ,3,及教学研究的能力。“教师这些专业能力的发展需要时间，也需要培训。”如果说教师教学功利化是家长、学校和社会强加给教师的升学压力造成的，那么英语考试改革对广大基础教育阵线上的英语教师来说无疑是春风、春雨，实施应试教育的压力和无奈被冲刷、被吹散。在接下来的时间里多参加相关教育技术教育理论的培训和研讨，重新树立英语教育教学观念，大力实践科学、先进的教学方法并立足现实创新本土化的行之有效的教学方法，从个人努力和国家培养多个层面提高教师教学能力。 3. 改革评价方式 目前的英语教育使标准化训练大行其道的主要原因是单一的评价方式。评价方式单一,12,“抑制了有效的语言习得，降低了积极的学习情感，遏制了学生的创新思维能力。”要改 achie anting methods and technical measures, the application of new technology to ensure quality: 1, the use of some new scientificto ensure the survival of seedlings planted, in the planting process except in strict accordance with the tender specified plrder resources planning and advancement, introduction of new technology, new technology, new equipment, new material measures in opriority project areas, and built a simple waste water facilities, in order to ensure normal construction.
