南阳市宛城区2009-2013年教师教育工作规划 根据《河南省2009-2013年中小学教师继续教育实施意见》(教师[2009]1001号)和《南阳市2009-2013年教师教育工作规划》(教师[2010]66号)等文件精神，结合我区中小学教师队伍实际，特制订本规划。 一、指导思想 在科学发展观的指导下，按照区教体局确立的“1567”教育构想，以教师专业发展为导向，围绕建设一支师德高尚、业务精湛、结构合理、富有创新实践能力的高素质专业化教师队伍的要求，以师德建设为核心，以教育教学能力的提高为重点，优化培训内容，创新培训模式，构建满足教师终身学习需要的培训体系，优质高效地开展新一轮中小学教师继续教育和各种方式的教师培训工作，着力提高中小学教师队伍整体素质，促进宛城教育事业的健康、协调、均衡和可持续发展。 二、主要目标 本周期的工作目标是，按照“面向全员、突出骨干、倾斜农村、均衡发展”的方针，紧紧围绕教师教育教学能力的提高，采取远程培训、集中面授、校本研修等多种途径，在全面开展全员(岗位)培训的基础上，重点抓好骨干教师、教学管理人员和班级管理人员三支队伍建设，促进城乡教师队伍素质差距明显缩小，骨干教师队伍建设得到加强，教师学历水平进一步提升，of induction welder should hold the appropriate qualifications. (2) inspection and acceptance of installation quality of steel 1) steel pipe during the installation process, should in conjunction with 考查由区教师进修学校自主实施，分期或分年度进行;校本抽测在区教体局的指导下，由区教师进修学校实施，原则上一年进行一次。考核实行分级制度，分为优秀、良好、合格和不合格四个等级。 市级统一考核本周期拟组织两次，2011年暑期和2013年各一次，具体内容视培训进度而定。 五、培训管理与政策措施 (一)加强组织领导 我区的教师教育工作在市教育局的统一领导下，按照分级负责，分级管理的原则。区教体局制订区教师教育五年规划和年度计划，负责全区小学教师培训工作，并协助省、市做好高中、初中教师的培训工作。 坚持区教体局、培训基地主要负责人为教师教育工作第一责任人制度，坚持中心学校和中小学校长为本校、本单位教师继续教育第一责任制度。采取措施，建立机制，把制度落到实处，保证中小学教师继续教育有效开展。中小学教师继续教育工作纳入教育督导、教育行政干部考核、中小学办学评估，并与“第一责任人”考核挂钩。 中小学教师参加继续教育考核结果，是中小学教师晋职、晋级、续聘、竞聘、考核评优、教师资格再认定以及兑现绩效工资的重要依据，是教师业务水平的重要衡量指标。 (二)优化业务指导 of induction welder should hold the appropriate qualifications. (2) inspection and acceptance of installation quality of steel 1) steel pipe during the installation process, should in conjunction with 育改革和发展的若干意见》(豫教师字[1998]33号)“财政拨款应按不低于教师工资总额2(5,的比例在教育事业费中安排教师培训经费;从城乡教育费附加10,的比例中列支”的政策，以确保教师培训工作健康发展。 积极争取区财政对教师培训的专项经费支持。设立教师培训专项经费，完善培训经费由政府、学校和教师共同分担成本的机制，逐步减少、直至完全免除教师个人在培训费用上的支出。 (六)相关政策 (一)关于参加本周期继续教育的对象范围 凡在职、在岗的普通中小学、幼儿园、特殊教育学校的教师，均应参加本周期的继续教育。特殊情况的，按下列规定办理: 1、截至2009年6月30日，男性年满55周岁、女性年满50周岁的教师，可根据个人具体情况，自愿决定是否参加本周期全员岗位培训。 2、凡在本周期内参加各类提高学历培训(含二年以上在职研究生课程进修班)学习的教师，如能够在本周期内取得毕业(结业)证书者，可免于参加本周期内的全员岗位培训;凡跨周期参加提高学历培训而本周期内不能获取毕业(结业)证书者，仍应与其他教师一样参加本周期的继续教育，待下一周期取得证书后，可免于参加该周期内的全员岗位培训。但以上两种免除的情of induction welder should hold the appropriate qualifications.
