Barry, PW Commisioner Valerie Lynne Shaw, Pete Le Grand (ConAd), Naushin Kamal, Gary Lee Moore, Bret McReynolds, Councilmember Herb Wesson, Alex McMasters.Rendering of Fire Station 94On Thursday, February 21, 2008, the ground-breaking for enhancements was held for Fire Station 94, 4470 Coliseum Street, Los , CA 90016. Among those in attendance were Councilmember Herb Wesson, Fire Angeles Commis-sioners, Public Works Commissioner Valerie Lynne Shaw, City Engineer Gary Lee Moore and Fire Chief Douglas L. Barry. Fire Station 94 serves the Baldwin Hills and Crenshaw communities of Los Angeles. Built in 1960, the existing Fire Station 94 serves a primarily residential community that is no stranger to disaster. The now forty-eight year old brick building on the corner of Coliseum Street and Martin Luther King Boulevard will receive considerable and cost-effective modifications, including pur-chase of a 2-acre site to the rear of the existing facility, the construction of a 9,100 square foot addition to the existing two-story, 10,600 square foot Fire Station, a 6,200 square foot apparatus storage building with a service pit and 2,300 square foot multi-purpose room. The exterior finish will include concrete masonry units with brick veneer. The station provides working, living, sleeping, restrooms, locker room, shower facilities, fitness and training functions and accommodates a Battalion Chief, three cap-tains, four paramedic personnel, and nine firefighters.Sustainability was an important con-sideration in the design. Fire Station 94 is designed to be a LEED certified building in compliance with requirements from the U.S. Green Building Council. Materials and meth-ods of construction were selected to achieve this goal. Water efficient fixtures were used in restrooms and shower rooms. Resource efficient and environmentally friendly materials will be used to off a healthy and desirable working and living space for the fire fighters. The landscaping will include approximately 11,600 square feet of water-efficient plants and shrubs, and 29 trees of various species. Green spaces will be located along the property lines. The design was by gkkworks and the Board of Public Works awarded the contract to Morillo Construction, Inc.Speaking at the event, City Engineer Gary Lee Moore thanked Program Manager Allan Kawaguchi, Project Manager Robert Falcon and Assistant Project Manager Naushin Ka-mal and recognized the Bureau of Contract Administration inspector that will be work-ing on the project, Pete LeGrand. In closing he said, “Chief Barry, when Morillo Construction completes this project in late 2009, the Bureau of Engineering looks forward to being back here to turn this new fire station over to the Los Angeles Fire De-partment for another 50 plus years of faithful service to the community.” Page 2Engineering Newsletter - 2/27/08As was announced in the January 30, 2008 BOE Newsletter, the following employees appointed to Principal Civil Engineer. In his new position Harshad brings wealth of experience in project & program management, construction management and civil/structural engineering to the WCCD. Disclaimer: Because of Writer’s strike follow-ing write up was prepared by an Engineer.Prior to joining the Bureau of Engineering (BOE) in 1988, he worked in private sector designing and managing construction of complex - so they seemed to him anyway - industrial, commercial and residential fa-cilities. While working for the A. C. Martin & Assoc. earlier in his career, he claims to have designed (only 文库 手机文库 文库 手机文库 because it is still standing) the fifty story CitiCorp. Building @ 444 S. Flower St. in downtown LA. With the City, except for a one year jaunt at the DOA, he has spent all his time with the BOE’s mighty Wastewater Program. At the DOA he gallantly tried to manage the construction of an $18 million huge parking lot for 747 jumbo jets. Just when the project started experiencing some unforeseeable conditions, he was rescued by the BOE with a promotion as a Sanitary Engineer in the Hyperion Full Secondary (HFS) Program. Just like hundreds of other DPW engineers, his claim to fame in the HFS Program is having designed and/or built the entire $1.3 billion HFS Program single hand-edly himself. He has spent fifteen plus years in the WW Treatment Plant Program, two years in the Wastewater Conveyance Engi-neering Division (WCED) and ten months in the management of the residential sewer charge group and the Stormwater program’s financial group. As the group manager, Julie worked to improve the program’s customer service through community outreach, creat-ing reader friendly informational brochures and developing and providing extensive training to all customer service representa-tives. In 2004 Julie returned home to the Bu-reau joining the PAB team. Located across the street from City Hall, this $400+ million dollar project will replace LAPD’s Parker Center. Continuing her involvement with the PAB project, in 2005 Julie promoted to Senior Civil Engineer. When not in the frontlines for public works, Julie enjoys an active life with hus-band Mark, a fellow civil engineer, and their two daughters, Claire, age 6, and Sophie, age 3. And, her ever faithful, albeit impertinent dog, Mocha. Congratulations Julie!Julies’ office is located at 120 S. San Pedro St., Suite 600, and she can be reached at (213) 473-6293.WCCD. While at WCED, even when having no clue (hence the smile) whatsoever about the conveyance system design, let alone knowing anything about the GIS and the Visual Basic Programming Language, once again, he claims to have not only success-fully set up the Secondary Sewer Renewal Program (“the 60 Mile Program) but also to have initiated, developed gram (tool) called SMARTS(c)TM. and implemented the GIS based customized sewer design pro- Proudest moment of his City career!Harshad was born and raised in India. He received a bachelor’s degree in Civil Engineering from L. D. College of Engineer-ing, Gujarat University, India and master’s degree in Civil/Structural Engineering from Marquette University, Milwaukee, Wis. He is a licensed Civil Engineer with the State of California (these days he has to provide the proof every two years). Harshad and his wife Neeta have a son, Dhyanan, a UCLA graduate (go Bruins!) in business-economics. Currently trying to figure out which specialty he wants to do his MBA in. And a daughter, Meghana, an Occidental College graduate in Political Sci-ence-Foreign Affairs, currently a first year law student. (Here goes all our chances of winning any argument with her!) He has some very unique hobbies shared only by about half of the world, he enjoys jogging, hiking, reading (Sunday LA Times) and learning to play (operative word is learning) Indian musical instrument called harmo-nium (no, it’ s not harmonica!). Harshad’s office is located on the 6th floor of Public Works’ Building at 1149 S. Broad-way. He can be reached at (213) 485-1525.DPW T&M Policy RevisedOn February 11, 2008, the Board of Public Works adopted the following motion:MotionOn March 14, 2003, the Board of Public Works (BPW) adopted the “Policy for All Time and Materials (T&M) Work” (T&M Policy) to ensure that allowable costs be ac-curately determined using consistent policy and procedures. This policy was developed in coopera-tion with the contracting community and has been effective in ensuring that all T&M work is documented and processed for pay-ment in a consistent and equitable manner throughout the Department. In a continuing effort to partner with the contracting community, the Department of Public (DPW) 文库 手机文库 文库 手机文库 has long held Contractor’s Forum meetings, which have now evolved into the Contractors’ Ad Hoc Working Group (CWG). The CWG is comprised of members from the contracting community and DPW staff, and is chaired by the BPW Executive Officer. Members of the CWG have identified areas of the BPW T&M Policy that need to be revised due to changes in the Department’ s use of T& M Work, changing business con-ditions, and changes in equipment mainte-nance costs in order to maintain equitable compensation for labor and equipment utilized on T&M Work.We Therefore Move that the Board of Pub-lic Works amend the “Policy for All Time and Materials Work” to adopt the following:? Add the following to the end of Section A. Labor On the work of Emergency Contracts, when verified and approved by the Inspector, the contractor may be re-imbursed for the cost of actual hours directly worked by the General Foreman or Superintendent in the completion of the emergency repair/work. On the work of Emergency Contracts, when requested in writing by the Engi-neer, and when verified and approved by the Inspector, the Contractor may be reimbursed for the cost of actual hours directly worked by the Contractor’s engineering support.?
