1.1 目的
1.1 Purpose
本文件规定了航空航天制造、服务、维护、维修业按照NAS410和EN 4179标准的要求，对无损检测人员进行资格鉴定与认证的原则和方法，以及对人员培训、实践经历和资格鉴定考试的最低要求。
This document stipulates the principles and methods of the qualification and
certification for nondestructive testing personnel in the aerospace manufacturing,
service, maintenance and overhaul industries according to the requirements of
NAS410/EN4179. This includes the minimum requirements for personnel training,
experience and qualification testing.

the NANDTB-CN, of personnel to perform non-destructive testing using any of the

A document detailing the NDT technique and testing parameters used for the inspection of a specific component, group of parts (e.g. “aluminum extrusions” or “aluminum brackets”), or assembly. These are sometimes referred to as “technique sheets” or “data cards”. Such instructions are based on procedures defined in 2.17.

无损检测责任单位应对其无损检测人员的资格鉴定与认证制定并保存一份
书面管理程序。此程序制定应符合本文件要求。承制方或供货方可与主制方使
用相同的管理程序，也可制定他们自己的管理程序。如果3.1中各条款要求均满
足的情况下，为满足此项要求，管理程序可以参考本文件的全部或部分内容。
书面管理程序与NANDTB-CN体系文件应可供雇主客户和管理机构审核。
The cognizant NDT organization shall develop and maintain a written practice for the qualification and certification of their NDT personnel. The written practice shall be in accordance with the requirements of this document. A sub-contractor or

supplier may work to the same written practice as the prime contractor, or may prepare a written practice of their own. This document may be referenced in whole or in part to meet this requirement provided the sub-paragraphs of 3.1 are satisfied. The written practice and NANDTB-CN procedures shall be available for review by the facility’s customer(s) and regulatory agencies.

The written practice shall include the employer’s requirements for re-certification of personnel. It shall also include the conditions and requirements for the suspension, revocation and reinstatement of certification.

用无损检测方法检测和(或)验收材料、产品、零件、部件或组件的人员
应按本文件要求进行资格认证。负责无损检测技术的人员也要按本文件要求进
行资格认证。学员、教师和审核员应按本文件要求进行资格鉴定。
Personnel using NDT methods to test and/or accept materials, products, components, sub-assemblies or assemblies shall be certified to the requirements of this document. Personnel responsible for the technical adequacy of NDT methods shall also be certified. Trainees, instructors and auditors shall be qualified to this document.

For the common methods listed in paragraph 1.2, the requirements for training, experience and examination are detailed in Sections 5 and 6 of this document. These requirements shall serve as a guideline for methods not listed in paragraph 1.2. Specific techniques within each method shall be as defined by the cognizant NDT organization or NANDTB-CN and documented in the employer’s written practice.

Prime contractors shall be responsible for compliance to this document by their suppliers and sub-contractors. Those organizations using outside agencies shall be responsible for assuring that the appropriate requirements of this document are met. The employer is solely responsible for the certification of its employees and cannot certify for another employer. Individuals cannot qualify themselves.

NANDTB-CN shall administer procedures for qualification and certification of NDT personnel according to the requirements of this document. It is entitled, in conjunction with the employer, to recognize equivalencies of qualification and certification, and may be requested to provide general guidelines in accordance with

4 资格鉴定要求
4 Requirements for qualification
4.1 资格鉴定级别
4.1 Levels of qualification
本文件中将资格鉴定级别划分为以下5种级别。
An individual qualified in accordance with this document shall be classified in one of the following five levels.

4.2 Trainee
学员是参加某种无损检测方法的培训并未获得认证的个人。学员应:
A trainee is an individual who is participating in a training program for an NDT method and is not certified. Trainees shall:
a) 在某种检测方法II级或III级人员的指导下获得该种检测方法的实践经
历;
b) 不能独立进行检测工作;
c) 不能作出验收或拒收结论;

An individual qualified to NDT Level I is qualified to carry out NDT operations in accordance with NDT instructions under the supervision of Level II or Level III personnel. The Level I individual shall:
a) 具有可按照III级人员批准的无损检测工艺卡处理零件和校验设备的知
识与技能;
b) 具有可按照III级人员批准的无损检测工艺卡进行必要的检测前和检测
后零件准备的知识和技能;
c) 在所认证的检测方法和检测技术上，能够按照无损检测工艺卡完成技
术操作;
d) 当需要时，接受II级或III级人员的监督或指导。

b) have the skills and knowledge to carry out any necessary preparation of parts before or after inspection in accordance with written instructions approved by the appropriate Level III.
c) be able to follow written instructions in the techniques/methods for which certified.
d) receive guidance or supervision from a Level II or III in that method when necessary.
4.4 II级人员

?级人员可按所制定的或经认可的无损检测规程，执行和指导无损检测工
作。?级人员应:
An individual qualified to NDT Level II is qualified to perform and direct non-destructive testing in accordance with the established or recognized NDT procedures. The Level II individual shall:
a)具有设置和校准设备，进行检测、解释、评定验收还是拒收，并编写
签发检测报告的知识和技能;
)熟悉所认证的检测技术/方法的范围和局限性; b
c)能在所认证的检测技术/方法上对学员和I级人员提供必要的指导和/或
监督;
)熟悉雇主用于控制无损检测工艺的规范、标准和其它合同文件;d
e)当书面管理程序里有规定时，可以按批准的检测规程编制无损检测工
艺卡。无损检测工艺卡最终应获得?级人员的批准;
f)具备产品制造与检测的基础知识。
a) have the skills and knowledge to set up and standardize equipment, conduct tests, interpret and evaluate for acceptance or rejection, and document.
b) be thoroughly familiar with the scope and limitations of the technique/method in which they are certified.
c) be capable of providing the necessary guidance and/or supervision to trainees and Level I personnel in the technique/method in which they are certified.
d) be familiar with the codes, standards, and other contractual documents that control the method as utilized by the employer.
e) when specified in the written practice, be capable of developing written instructions from approved general procedures. Such instructions shall require final approval by a Level III.
f) have a basic knowledge of product manufacturing and inspection technology.

d)对所认证的检测方法的检测规程，具有编制和审核其充分性的能力;
e)批准被认证检测方法的无损检测规程和其它相关无损检测工艺卡，以
确保技术的充分性;
f)具有雇主采用的其它无损检测方法和制造技术的基础知识;
g)对所认证的检测方法，能进行或指导培训、考试及人员资格认证;
h)执行无损检测，对零件进行验收;
i)在书面管理程序规定的情况下，能够对外部机构是否满足书面管理程
序的要求进行审核。
a) have the skills and knowledge to interpret codes, standards, and other contractual documents that control the NDT method(s) as utilized by the employer.
b) be capable of assuming technical responsibility for the NDT facility and staff.
c) be capable of selecting the method and technique for a specific inspection.
d) be capable of preparing and verifying the adequacy of procedures in the method certified.
e) approve NDT procedures and other NDT-related work instructions for technical adequacy in the method in which they are certified.
f) have a general knowledge of other NDT methods and product technologies used by the employer.
g) be capable of providing or directing training , examination, and certification of personnel in the method in which they are certified.
h) conduct NDT for the acceptance of parts.
i) when required by the written practice, be capable of auditing outside agencies to ensure the requirements of the written practice are met..
4.6 教师
4.6 Instructor
4.6.1教师应能根据批准的培训大纲，熟练地计划、组织和实施相应方法的课堂
教学和技能培训。
4.6.1 The instructor shall perfectly plan, organize and carry out the class teaching and skill training for the relevant methods according to the training syllabus accredited.
4.6.2 教师应满足下列条件，并经资格鉴定机构认可:

4.6.2 The instructor shall fulfill the following conditions and shall be accredited by the qualifying body:
a) 培训报考?级和?级人员的教师应至少符合下列条件之一:
1) 具有相应方法的?级人员的资格;
2) 具有大学讲师或工程师职称，并具有足够的相关知识;
3) 理工科大专毕业，并具有两年以上相应方法?级人员的工作经验;
4) 具有四年以上相应方法?级人员的工作经验。
b) 培训报考?级人员的教师应至少符合下列条件之一:
1) 具有相应方法的?级人员的资格;
2) 具有大学讲师或工程师职称，并具有足够的相关知识。

organized training to become proficient with the principles and practices of the applicable test method and technique(s). The formal training shall be conducted in accordance with a detailed course outline approved by NANDTB-CN. At a minimum, the training shall cover basic theory, test principles, products, equipment operation and standardization, safety, operating procedures, applicable techniques, the applicable specifications, codes, and written instructions used by the employer, and, if applicable, interpretation of indications. The outline shall include a list of references from which the training material is derived. Formal training shall be obtained with the employer or a qualifying body and shall always be supplemented by practical on-the-job training with the employer.

The checklist shall address the practical and technical adequacy of the procedures prepared by the candidate, and when applicable, the adequacy of the interpretation and evaluation of indications. 6.5 Failed examination
6.5.1通用考试、专门考试或实际操作考试中的任何一项考试不及格时，报考人
则应在不及格项目补考之前接受补充培训。补充培训应进行记录并应涉及报考
人所欠缺的技能或知识。补考的题目或试件不应与原该项目考试考题相同。补
考试题至少应包括25,的新题。
6.5.1 Candidates failing any general, specific or practical examination shall receive additional training before attempting re-examination of the failed exam. The additional training shall be documented and shall address those areas found deficient in the candidate's skills or knowledge. The re-examination shall not use the same written tests or test samples that were used in the initial examination. The re-examination test must contain a minimum of 25% new questions.

Personnel who have demonstrated that they possess the appropriate qualifications are eligible for certification by their employer, in accordance with the
employer's certification written practice.
7.2 记录
7.2 Records
在认证证书的有效期内，雇主均应保留其人员的认证记录。认证记录可供
雇主的客户进行审核。认证记录至少包括如下内容:
The employer shall maintain certification records for personnel for as long as their certification is in effect. Such records shall be available for audit by the facility's customers. The records shall include, as a minimum:
a)认证人员的姓名;
b)认证人员的级别、方法、技术;
c)人员参加的最新一次笔试和实际操作考试的结果，以及前一次考试的成
绩;
d)当前认证的日期和有效期;
e)当前雇主以前全部无损检测认证的总结;

b) Level, method, and techniques for which individual is certified.
c) The results of the latest written and practical exam and scores for previous
exams that the individual has taken.
d) Date and expiration of current certification(s).
e) A summary of all previous NDT certifications with current employer.
f) Training history which identifies source, type of training, dates of training
and course hours.
g) Experience history, including any previous certifications, both with current
and previous employers sufficient to justify satisfaction of experience
quirements for certification. re
h) Evidences of the most-recent (i.e. current) visual acuity and color perception.
i) Extent and documentation of formal education, when used to meet
qualification requirements.
j) The name and signature of the employer’s representative authorizing the
certification.
7.3 有效期

The period of certification shall not exceed five years from the date of certification indicated on the certificate.

Certification may expire, be suspended, or be revoked. Certification shall expire when employment is terminated, or when the certification interval has lapsed with no re-certification issued.

Certification shall be suspended when the visual acuity evidence is overdue, the individual does not perform in the method certified for at least 12 consecutive months, or when the individual's performance is found to be deficient in any manner.

7.4.2 吊销
7.4.2 Revocation
当个人连续至少24个月未从事所认证的检测方法、发现其有违反职业道德
行为、不能胜任此工作或出现重大责任质量事故的任一种情况发生时，认证证
书即被吊销。
Certification shall be revoked when the individual does not perform in the method certified for at least 24 consecutive months, or when the individual’s conduct is found to be unethical or incompetent, or when responsible quality accidents happen due to the individual’s conduct.
7.5 证书的恢复
7.5 Reinstatement of certification
认证证书暂停使用的原因被改正并由雇主核实，或其技术的熟练程度由当
雇主认可之后，暂停使用的认证证书可以恢复使用。
Certifications that have been suspended may be reinstated when the cause for the suspension has been corrected and the correction verified by the employer, or the individual’s proficiency is verified by the employer.
I级和II级认证证书到期失效或吊销，只能按7.6节的要求参加更新认证获
得恢复。
Level I and Level II certifications that have expired or been revoked may only be reinstated by re-certification per paragraph 7.6.

Practical and specific examinations equivalent to those required for initial certification shall be administered for Level I and Level II. Certification is considered to expire at the end of the corresponding month in which the certification began.
