thasbecomeaprofessionalobligationandperhapsevenapartofwhatbyconventionwecalltheprogressofscienceThiscollectionofVoegelin’sreviewsis,firstofall,primafacieevidencehewasaresponsibleprofessionalThereviewsbeginin,ayearafterhereceivedhisdoctorate,andcontinueforsomethirtytwoyearsDuringthemidshereviewedfornewspapersaswellasforscholarlypublications,nodoubtinparttosupplementhisexceedinglymodestsalaryAftermovingtotheUnitedStates,in,hiscorrespondenceindicatesthathewasofteneagertoreviewforthemajorpoliticalsciencejournals,thoughthepressofworkoftenmeanthewasunabletodeliverhisreviewbythestipulatedtimeDuringthes,asheworkedonthelecturesthatappearedinprintasTheNewScienceofPoliticsandembarkedontheevengreatertaskoftransformingtheHistoryofPoliticalIdeasintoOrderandHistory,VoegelinwasincreasinglyreluctanttoundertakewhatwasbynowasecondaryconcernHislastreviewsappearedin,shortlybeforehemovedtotheUniversityofMunichtoestablishthePoliticalScienceInstituteThedistinctionbetweenanotice,areview,areviewessay,andanarticleisnotphilologicallyselfevidentMostofwhatisincludededitor’sintroductionhere,however,meetsthecommonsenseunderstandingofabookreviewWehaveexcludedafew“notices”thatboreVoegelin’snamebutconsistedoflittlemorethanareproductionofatableofcontentsWeincludeanumberoflongerreviewsofworksbySchmitt(no),Schütz(no),Huizinga(no),andStrauss(no)thatarguablycouldhaveappearedinothervolumesofhisCollectedWorksBythesametoken,Voegelin’sreviewsofArendt’sOriginsofTotalitarianismorofSander’sStaatslehreorthepiecespublishedwithTheNatureoftheLawmighthavebeenpublishedinthepresentvolumeReadersofVoegelin’spublicationswillnotice,uponreadingthisvolume,thathisreviewstendtofollowhisowninterestsatthetime:onlaw,onAmerica,ontheprewarEuropeancrisis,andonthepostwarconfusionInadditionitisperhapsworthnotingthatVoegelin’sstylechangedovertheyears,notentirelyasaconsequenceofhischanginginterestsDuringtheearlysVoegelinwroteinaformidableacademicGerman,andhisfocuswasalmostentirelyonthedevelopmentofGermanlegalproblemsThereisabriefperiodfollowinghisreturnfromtheUnitedStateswhenhiswritingbearstheimpactofamoreinformalapproachheacquiredinAmericaBytheearlys,however,VoegelinhadrecoveredhisearlierstyleNotuntilhebeganreviewinginEnglishdidhepermittheoccasionalflashofwittoappearThroughouttheseshorterworks,however,Voegelininvariablyprovidedamodelofwhatareviewshouldbe:anaccountofthecontextoftheproblemaddressedinawork,anaccountofitscontents,assumptions,andthelogicofitsargument,andonlythenanevaluationOnoccasion,whencertaintechnicaldifficultieswithabookmadeitnecessarytodeviatefromthisstandardapproach,VoegelinexplainedwhyLikewisetherearesomebooksVoegelinexaminedthatweresoegregiouslybadorsoobviouslysophisticthathewascompelledtoexplainatsomelengththereasonsforaseverejudgmentHisreviewsdatingfromthelatesandaftercombineanimmenseknowledgeofthesourceswithafreeandvirtuosostyleThisfamiliarandhighlyaccessiblecommonsenseapproachtosourcesandtoproblemsseemsinretrospectakindofpreludetotheapproachheusedinhislateressays,ananamneticanalysisoftheconcreteconsciousnessthatexpresseditselfastextsandaspoliticalactsandforwhichthemeditationwaseventuallydiscoveredbyVoegelintoeditor’sintroductionbetheappropriatevehicleforthereflectivereconstructionofrealityexperiencedVoegelin’sfirstreview,ofabookbyhiscontemporary,FelixKaufmann,dealtinteraliawiththemethodologicalissueoftheattributesofsciencethatpreoccupiedhimforthenextseveralyearsThelanguageandtheargumentwerehighlytechnicallookingbackfromVoegelin’slaterconcerns,thefocusonneoKantianissuesofmethod,particularlyinthecontextofHansKelsen’spuretheoryoflaw,resemblesnothingsomuchastheintellectualexercisesofJosefKnechts,evokedsobeautifullyinHesse’sGlasperlenspielInordertogettoapositionwhereitispossibletolookback,however,itwasfirstnecessarytoworkthrough“theproblems,”asVoegelinhimselfsooftenremarkedThedifficultyoftheproblemsthatVoegelintackledisreflectedasnothingelseinthecomplexlanguagewithwhichtheywereexpressedNotwithstandinghislifelongconcernwithlegalquestions,legalissues,andlegalproblems,theimpactofthelawonVoegelin’spoliticalscienceremainsalmostunexaminedOnewaytoapproach,forexample,thequestionofVoegelin’sbreakwithhisteacher,HansKelsen,orhisagreementanddisagreementwiththeothergreatlegalthinkeroftheday,CarlSchmitt,wouldbetoundertakeacarefulexaminationofthesenowforgottenoratleasteclipsedmethodologicalissuesIndeed,suchaninvestigationwouldalsoshedvaluablelightonVoegelin’srelationshiptotheworkofMaxWeber,nolessthantothatofhisclosefriend,AlfredSchützAnexaminationoftheinfluenceofCarlSchmittontheformulationofTheNewScienceofPolitics,forexample,hasnever(tomyknowledge)beenundertakenWithrespecttotheseandsimilarproblems,thefirstanalyticalstepwouldentailanexaminationofVoegelin’sreviewsoftheperiodVoegelinwasalwaysanadmirerofAmerica,thoughhardlyanuncriticaloneFollowinghisfirsthandexperienceofAmericanlifeasaLauraSpellmanRockefellerFellowbetweenand,hewroteseveralreviewsofAmericanbooks,chieflyinsociology,aswellasofbooksbyEuropeansonAmericaManyofhisreviewsofbooksonAmericaexpressedthesamecriticism:TheauthorhadnointerestinAmericaforitsownsake,nointerestinunderstandingAmericaonitsownterms,butonlyofshowinghowdifferentitwasfromEuropeTypicallythisperspectivewasdevelopedonthebasisofEuropeanideasandassumptions,withtheresultthatthebooksaidlittleabouttheUnitedStatesexceptthatitdidnotconformtoeditor’sintroductionEuropeancategoriesofsocialscienceThiscriticismcan,ofcourse,begeneralizedandexpanded,asVoegelindidinmanyofhislateressays,intheHistoryofPoliticalIdeas,inTheNewScienceofP
