山东大学研究生学术 规范 编程规范下载gsp规范下载钢格栅规范下载警徽规范下载建设厅规范下载 山大研字〔2010〕2号 为倡导良好的学风，保证我校研究生培养质量，提高研究生学术道德水平，规范研究生的学术行为，严格研究生学术纪律，根据《中华人民共和国著作权法》、教育部《关于加强学术道德建设的若干意见》、《山东大学学术道德规范》、《山东大学学术纪律处分规定(试行)》等文件，结合我校研究生教育实际情况，特制定本规范。 第一章 学术道德 第一条 学术研究要遵循国家大政方针，努力满足中国特色社会主义现代化建设的需求。 第二条 学术研究要遵循科研规律，致力于创造对科学和社会有较大贡献的原创性学术成果。 第三条 学术研究要具有实事求是的精神，学风严谨，材料真实，数据可靠。 第四条 学术研究要具有集体观念和团队协作精神，诚实守信，甘于奉献。 第五条 学术研究要具备学术良知，客观公正地对待他人劳动成果。 第六条 学术研究要具有法制观念，尊重他人的知识产权，遵守学术界公认的其他伦理准则。 第二章 学术规范 第七条 研究生应全面系统掌握专业知识，在作业、征文和实践作品中严禁作弊和抄袭。 第八条 在学术研究与活动中，要规范地设计实验和调查过程，保证实验数据、调查资料、原始记录的真实性、可靠性、完整性和可重复性。 第九条 在学术研究中获得的全部实验结果和调查资料等，必须如实报告，妥善保存备查，离校时按要求转交导师或实验室，不得隐匿。 第十条 论文写作(含发表学术论文、学位论文)不得侵占他人劳动成果，不得以任何形式抄袭，引用他人成果必须注明出处，不能仅笼统致谢，且引文不能构成个人学术成果的主要部分和实质内容。从他人学术成果中转引第三人的成Million. MU. 果，亦须作出说明并正确地列出参考文献。凡引用他人已经发表或未发表的研究成果如理论、原理、观点、方法、技术、数据、图表、程序等，必须明确说明并详细列出有关文献的名称、作者、年份等细节。 第十一条 学术成果的发表、发布应通过正常渠道;应经过而未经过同行质(论)证的重大科研成果，不应向媒体发布。 第十二条 凡署名“山东大学”或本人导师(不论署名位次)所发表的学术论文，必须征得导师同意。原始稿件必须经过导师审核，投稿前由导师签字同意并留存备查。发表的与学位论文有关的研究成果，应把“山东大学”作为第一作者单位。 第十三条 研究生所发表的学术论文标注为“山东大学”承担或设立的基金项目资助时，必须经项目负责人书面授权。 第十四条 合作研究取得的学术成果，正式发表时要经所有署名人认可。 第十五条 严禁一稿多投或改头换面把没有实质区别的研究内容作为多个成果发表。 第十六条 学位论文写作必须符合《山东大学学位论文规范》。在学位论文评审、答辩中应当严格遵循学校相关规定，不得以任何形式和不正当手段干扰其公正性。 第三章 失范处理 第十七条 研究生如违反学术规范，根据情节轻重给予下列处分:警告;严重警告;记过;留校察看;开除学籍;取消学位申请资格;撤销学位等。 第十八条 有下列行为之一者,根据情节轻重,给予留校察看、开除学籍(在职申请学位人员取消学位申请资格)处分: (一)将他人作品或研究论文改头换面据为己有; (二)未经指导教师或任课教师许可，将教师的讲义、课堂记录或集体研究成果私自发表; (三)大段抄袭他人作品或研究论文的内容与文字; (四)抄袭他人作品的主要论点和观点; (五)故意藏匿、隐瞒重要科研结果或科学发现，将科研成果私自出让; (六)伪造、篡改实验结果和数据得出虚假成果; 2restation in the plain ... ... Water quality standards the dredging of river boundary section obtained provincial environmental protection Office s (七)偷换署名或通过不正当手段改动署名顺序; (八)伪造、篡改发表文章接收函、录用通知和文章清样; (九)填报、提供虚假的学术成果; (十)伪造、编造专家意见、证书或其他证明学术能力的材料。 第十九条 有下列行为之一者，根据情节轻重,给予记过及以上处分: (一)在导师不知情情况下发表署名导师的文章且造成不良影响; (二)未经他人同意将合作的研究成果私自发表、发布或转让; (三)冒用他人名义申报项目和成果且造成不良影响; (四)相同论文在不同的学术期刊先后发表(一稿多投)，且造成不良影响; (五)未经项目负责人授权，发表成果标注“山东大学”承担或设立的基金项目资助，且造成不良影响。 第二十条 有下列行为之一者,根据情节轻重,给予警告及以上处分: (一)故意夸大研究成果的科技含量、经济价值和社会影响; (二)为增加个人学术成果数量将内容无实质差异的成果作为多项成果发表; (三)在没有参与研究的成果中署名; (四)在学位论文评审、答辩和学位申请时违反学校相关规定，以不当形式和不当手段干扰其公正性; (五)在应独立完成的作业中抄袭。 第二十一条 对已经毕业并获得学位者，如查实其发表的文章或学位论文存在剽窃、抄袭行为，将视情节决定是否撤销其已获学位。学位被撤销的需报上级主管部门。 第二十二条 未经学校允许，无偿使用山东大学的成果或将其变为非山东大学成果的，视其情节轻重，给予相应处分,并依据学校有关规定，依法追究其法律责任。 第二十三条 违反考试纪律者按《山东大学学生违纪处分实施 细则 测试细则下载防尘监理实施细则免费下载免费下载地暖施工监理细则公路隧道通风设计细则下载静压桩监理实施细则下载 》处理。 第二十四条 其他违背公认的学术准则的行为，根据情节轻重，给予警告直至开除学籍处分。 第二十五条 有学术失范行为的研究生当年度德育考核为不及格;不得参加当年度各类奖励的评定，已经评定的各类奖励予以追回，并取消荣誉称号;减发 3d afforestation in the plain ... ... Water quality standards the dredging of rive 或停发“助研”奖学金。 第四章 处理程序 第二十六条 研究生院学位办公室负责受理研究生学术失范行为的举报、投诉，并根据举报问题的性质和严重程度，决定是否对举报、投诉事项正式立项调查。举报必须有事实依据，原则上不受理匿名举报。 第二十七条 对正式立项调查的举报、投诉，研究生院学位办公室将责成有关基层单位学位(学术)分委员会成立,人以上的调查小组进行落实，负责形成调查报告，并根据本规范提出初步处理意见。调查报告需由调查小组成员签字并加盖基层单位学位(学术)分委员会公章，必要时可咨询基层单位学位(学术)分委员会，对有关事实进行进一步认定。 第二十八条 调查小组可要求相关人员提供证据或到会说明情况，并将初步处理意见于15个工作日内书面报研究生院学位办公室。 第二十九条 研究生院根据基层单位学位(学术)分委员会初步意见及本规范的规定提出具体处理意见，报山东大学学生工作委员会或山东大学学位评定委员会常委会审议，并做出最终裁决。 第三十条 对正式立项调查的举报、投诉若确认被举报人、被投诉人未违犯学术纪律，亦公布认定结论以消除对被举报人、被投诉人所造成的不良影响。 第三十一条 若确认被举报人、被投诉人未违犯学术纪律，且举报、投诉系恶意所为，应视情节轻重向学校建议给予举报人、投诉人相应的处分或依法追究其法律责任。 第三十二条 如果当事人对认定结论不服，可向学校学生申诉委员会或学位评定委员会(被撤销学位者)申诉复议，经复议认定后的结论不再复议。 第三十三条 为保护当事人正当权益，在受理举报、投诉及调查认定过程中，研究生院及基层单位学位评定分委员会必须采取保密措施。除公开听证外，一切程序和资料须严格保密，任何人不得泄露调查和处理情况。 第五章 附 则 第三十四条 本规范适用于在山东大学攻读学位的全日制在校研究生和在职攻读(申请)学位人员，以及在攻读(申请)学位期间存在学术失范行为的已毕业研究生。 4restation in the plain ... ... Acres and ac 三、学位授予单位要不断深化学术评价制度改革，改进学术评价方法，完善与学位授予相关的考核评价制度，建立有利于提高学位授予质量的、科学合理的学术评价体系。 四、学位授予单位应依据《中华人民共和国学位条例》及其暂行实施办法的规定，建立和完善对学位授予工作中舞弊作伪行为的惩处机制，制订切实可行的处理办法，惩治舞弊作伪行为，促进学术自律。 五、在学位授予工作中，学位授予单位对以下的舞弊作伪行为，必须严肃处理。 (一)在学位授予工作各环节中，通过不正当手段获取成绩; (二)在学位论文或在学期间发表学术论文中存在学术不端行为; (三)购买或由他人代写学位论文; (四)其他学术舞弊作伪行为。 六、学位评定委员会是各学位授予单位负责处理学位授予工作中舞弊作伪行为的评决机构。学位授予单位在处理舞弊作伪行为时，要遵循客观、公正、合法的原则，根据舞弊作伪行为的性质和情节轻重，依据法律、法规和有关规章制度对相关人员做如下处理。 (一)对于学位申请者或学位获得者，可分别做出暂缓学位授予、不授予学位或撤销学位授予的处理; (二)对于指导教师，可做出暂停招生、取消导师资格的处理;严重败坏学术道德的，由学位授予单位依据国家有关学术不端行为处理办法进行处理; (三)对于参与舞弊作伪行为的相关人员，由学位授予单位按照有关规定进行处理。 处理结果应报省级学位委员会(军队系统报军队学位委员会)备案，并在一定范围内公开，接受社会监督。 七、学位授予单位调查和处理舞弊作伪行为，要规范程序，查清事实，掌握证据，正确把握政策界限;要对举报人提供必要的保护;要建立合理规范的复议程序，接受被调查者的复议申请，并在规定时间内做出复议决定;要维护被调查者的人格尊严和正当合法权益;对受到不当指控的单位和个人要及时予以澄清。 6restation in the plain ... ... Water quality standards the dredging of rive 一、高等学校对下列学术不端行为，必须进行严肃处理:(一)抄袭、剽窃、侵吞他人学术成果;(二)篡改他人学术成果;(三)伪造或者篡改数据、文献，捏造事实;(四)伪造注释;(五)未参加创作，在他人学术成果上署名;(六)未经他人许可，不当使用他人署名;(七)其他学术不端行为。 二、高等学校对本校有关机构或者个人的学术不端行为的查处负有直接责任。要遵循客观、公正、合法的原则，坚持标本兼治、综合治理、惩防并举、注重预防的方针，依照国家法律法规和有关规定，建立健全对学术不端行为的惩处机制，制定切实可行的处理办法，做到有法可依、有章可循。 三、高等学校要建立健全处理学术不端行为的工作机构，充分发挥专家的作用，加强惩处行为的权威性、科学性。学术委员会是学校处理学术不端行为的最高学术调查评判机构。学术委员会要设立执行机构，负责推进学校学风建设，调查评判学术不端行为等工作。 四、高等学校党委和行政部门要根据学术不端行为的性质和情节轻重，依照法律法规及有关规定对学术不端行为人给予警告直至开除等行政处分;触犯国家法律的，移送司法机关处理;对于其所从事的学术工作，可采取暂停、终止科研项目并追缴已拨付的项目经费、取消其获得的学术奖励和学术荣誉，以及在一定期限内取消其申请科研项目和学术奖励资格等处理措施。查处结果要在一定范围内公开，接受群众监督。 五、高等学校在调查和处理学术不端行为过程中，要查清事实，掌握证据，明辨是非，规范程序，正确把握政策界限。对举报人要提供必要的保护;对被调查人要维护其人格尊严和正当合法权益;对举报不实、受到不当指控的单位和个人要及时澄清并予以保护。 六、高等学校要将学术道德和学风建设作为深入贯彻落实科学发展观活动的重要内容，广泛开展学风建设的专题讨论，切实提高广大师生的学术自律意识。要把学术道德和学术规范作为教师培训尤其是新教师岗前培训的必修内容，并纳入本专科学生和研究生教育教学之中，把学风表现作为教师考评的重要内容，把 8restation in the plain ... ...
