1、概述及说明
1、国能单县生物发电厂建设规模为30MW发电机组，采用1台由丹麦BWE设计，济南锅炉厂制造130t/h锅炉;配一台武汉汽轮机发电机厂C30-8.83/0.98型抽凝汽式汽轮机。该工程由山东鲁能工程有限公司总承包，主体工程由山东鲁能工程有限责任公司鲁能电力设计院设计，土建和安装由山东电力建设第二工程公司施工，监理由山东华能建设项目管理有限公司监理。

3(1本技术方案所提出的调试项目、内容及质量目标，主要是按电力工业部96版《火力发电厂基本建设工程启动及竣工验收规程》，电力工业部建设协调司96版《火电工程启动调试工作规定》及有关工程设计说明规定编写的。
3(2本方案主要说明机组在整套启动的原则方案及整套启动时的必备条件、调试项目、调试时间安排以及现场各方人员组成，做好各自责任范围内的工作，顺利完成整套启动任务。
3(3与本方案相配套的措施有“锅炉整套启动调试措施”、“汽机整套启动调试措施”、“电气整套启动调试措施”、“机组整套启动期间水汽质量监督措施”等相关专业调试内容。
2机组调试原则方案
2.1按1996年版《火力发电厂基本建设工程启动及竣工验收规程》，机组调试分为分部调试和整套启动调试两部分组成，在分部调试阶段的主要工作是:分系统启动试运的方案和措施;提出分部试运阶段的调试方案和措施;参加分部试运后的验收签证;全面检查启动机组所有系统的完整性和合理性。
2.2分部试运阶段
2.2.1分部试运阶段应从高压厂用母线受电开始至整套启动试运开始为止。 2.2.2分部试运包括单机试运和分系统试运两部分。单机试运是指单台辅机的试运。分系统试运是指按系统对其动力、电气、热控等所有设备进行空载和带负荷的调整试运。
2.2.3分部试运应具备的条件是:相应的建筑和安装工程已完工并按《验标》验收合格;运行需要的建筑和安装工程的记录等资料齐全;一般应具备设计要求的正式电源;组织落实，人员到位，分部试运的计划、方案和措施已审批交底。 2.2.4分部试运应由施工单位牵头，在调试等有关单位配合下完成。分系统试运中的调试工作由调试单位完成,施工单位配合。
2.2.5单体调试和单机试运合格后，才能进入分系统试运。

2.3在整套启动调试阶段分为空负荷调试、带负荷调试和满负荷试运三个阶段进行。调试过程中，调试单位需要编写机组整套启动试运的方案和措施;负责提出解决启动试运中重大技术问题的方案或建议，填写调整试运质量验评表，提出调试报告和调试工作总结。
2.3.1空负荷调试
2.3.1.1机组空负荷调试是在机组分系统经分部试转合格后进行，空负荷调试主要包括:按启动曲线开机;机组轴系振动监测;调节保安系统有关参数的调试和整定;电气试验;并网带初负荷;汽机超速试验;锅炉蒸汽严密性试验及安全门校验。 2.3.1.2空负荷调试主要程序
(1) 热工信号及联锁保护校验
(2) 各有关分系统投入。
(3) 锅炉蒸汽严密性试验及安全门的整定。
(4) 锅炉点火，按冷态曲线升温、升压。
(5) 投运汽机轴封系统。
(6) 汽机冲转、暖机、定速。
(7) 机组振动监测。
(8) 机组定速后，进行手动脱扣试验，充油试验。
(9) 电气试验。
(10)汽机主汽门、调速汽门严密性试验。
(11)机组解列汽机超速试验。
(12)停机，汽机惰走时间测定。
2.3.1.3汽机整套试运阶段。
2.3.1.4低压加热器随机启动。
2.3.1.5空负荷调试阶段汽机凝结水全排放，合格后回收。
2.3.1.6并网带初负荷。
2.3.2带负荷调试
2.3.2.1空负荷调试结束后，一般需停机进行汽轮机消缺工作，然后进入机组带负荷调试，在系统设备调试过程中无大的问题及缺陷，各系统全部正常的情况下，可将停机消缺工作安排在机组带一定负荷调试后，再安排进行。

2.3.2.5汽机真空严密性试验在机组带80%额定负荷以上时进行。 2.3.2.6 6kV厂用电切换试验在机组带20%左右额定负荷进行，快速切换装置，自动切换试验安排在机组正常停机时进行。
2.4满负荷试运
2.4.1机组满负荷试运是在完成带负荷调试和甩负荷试验基础上进行，调试项目:
(1)机组负荷达到额定值稳定运行。
(2)锅炉燃烧稳定。
(3)汽机投用全部加热器。
(4)汽水品质符合要求。
(5)全部热控自动(90%);保护、仪表投用率100%。
(6)全部电气自动装置投入率100%。
(7)全部电气保护投入率100%。
(8)全部仪表投入率100%。
2.4.2在机组满负荷稳定运行后，进入72+24小时试运。机组保持稳定、满负荷运行72+24小时，考核各项技术经济指标。
2.5.3满负荷试运主要程序

3机组整套启动必备条件
3、1总体
3.1.1厂区内场地平整，道路施工完且畅通，沟道及孔洞的盖板齐全。厂区绿化初具
规模。
3.1.2厂房内土建所有工程全部结束，施工脚手架已基本拆除(设备热紧、高空检查
除外)，环境已清理干净。平台栏杆齐全完整，通道畅通。 3.1.3全厂消防系统已经过消防部门验收合格，消防水系统有足够的水源和压力并处
于备用状态。
3.1.4试运机组范围内的各层地面应按设计要求施工完，具备使用条件。 3.1.5生活用的上、下水道通畅，卫生设施能正常使用。
3.1.6厂房和厂区的排水系统及设施能正常使用，事故排油系统正常。 3.1.7现场投入正式照明，事故照明系统完全可靠并处于备用状态。 3.1.8通讯设施正式投入。
3.1.9与试运有关的空调、采暖设施，表计及表管防冻加热装置，可投入使用。 3.1.10厂房内生产区与施工区隔离措施可靠，危险区设有围栏和警告标志。 3.1.11准备投用设备及系统与在建部分设可靠隔断，并挂明显警示标志。 3.1.12全厂工业监视电视已安装验收完毕，并投入运行。
3.1.13整套启动试运方案措施已经审核批准。
3.1.14质监已完成机组整套试运前的质监检查，质监提出的问题已完成整改和文件
闭环反馈，结论合格，允许启动并网。
3.1.15与电网及有关管理部门、电网调度等各种联络会议已召开，相关资料已提供，
上网手续已办理，上网时间、负荷、操作方式、保护投入及通讯联络已确定。 3.1.16启委会已召开全体会议，人员组织、安排全部落实，对启委会提出的问题已
完成整改和文件闭环反馈，同意进入整套启动试运阶段。 3.1.17试运机组范围内职业安全卫生设施满足试运要求。
3.1.18厂区、环境及外围设施、系统具备达标条件。

3.1.19附属系统(补给水系统、化学水系统、循环水系统、循环水加药系统、冷却
水系统、燃油系统、消防系统、除灰除渣系统、除尘系统、空调、暖通系统、
雨水、排污水系统、工业、生活用水系统等)验收及系统试运合格，满足机
组启动要求，并已移交运行单位代保管。
3.1.20主厂房内设备及系统按要求安装完毕，并经检验合格，安装记录齐全，并经
单体调试、单体试运、系统试运合格，验收签证齐全。机组完成各分系统的
调整试运工作，经质监部门对启动前条件进行审查合格并经启动委员会批
准。
3.1.21设备及管道的保温、油漆工作完成，验收合格，支吊架已调整好。 3.1.22各阀门经逐个检查调整，动作灵活、正确。系统介质流向有明确标志，阀门
挂牌。
3.1.23设备及各容器内整套启动前已彻底清理，确认清洁、无杂物。 3.1.24设备及表计清理擦拭干净，并挂牌、标注名称。
3.1.25管道吹扫和冲洗合格，压力容器经水压试验合格，安全阀动作良好(除锅炉
外各汽水系统安全门经水压预整定试验，辅汽联箱、除氧器安全门经热态校
验合格)。
3.1.26 UPS、直流系统调试完毕，自投切换试验合格。
3.1.27远动设备安装、调试、验收完。
3.1.28调度通讯、全厂通讯设备安装、调试验收完，并投用。
3.1.29机、电、炉联锁试验完成。
3.1.30张挂符合现场实际的各系统图。
3.1.31运行规程、制度、事故处理规程齐全，并经过审批。
3.1.32对各系统的所有设备、仪表及阀门挂牌，其名称和编号应与“运行规程”及
“操作系统图”一致;已准备好运行日志和必要的操作工具。各岗位人员配
齐，经培训合格，持证上岗。
3.1.33参加试运的设备和系统与运行中尚在施工中的汽水管道、电气系统及其它系
统已做好必须的可靠隔离措施。
3.1.34必须在整套启动试运前完成的分部试运，调试和整定的项目，均已全部完成，3.1.35并进行验收签证，分部试运技术档案资料齐全，文件闭环反馈完整。 配套送出的输变电工程应满足机组满发满送的要求。
3.1.36试运指挥部已成立并已开始工作。

3.1.37事故处理预案、应急措施、危险点辨识已编写并经试运指挥部批准通过。 3.1.38运行中的备品、备件，燃料应满足试运要求。

3、2锅炉
3.2.1锅炉冷态试验结束，数据整理完毕，办理好签证，为燃烧调整试验提供参考。 3.2.2锅炉给料系统全部调试已结束，并办理签证，料仓内备足燃料 3.2.3布袋除尘系统调试已结束，办理好签证，主烟道挡板关闭，旁路烟道挡板开启。 3.2.4除渣、除灰系统调试已结束，办理好签证，除渣机补水至合适水位。 3.2.5燃油系统调试结束，备足燃烧用油，办理好签证。
3.2.6启动锅炉调试结束，其安全阀整定结束，已交付使用。
3.2.7炉排运转试验已结束，办理好签证。
3.2.8吹灰系统试验已结束。
3.2.9炉连锁试验已结束，符合设计要求。
3.2.10锅炉煮炉工作结束，合格并签证。
3.2.11蒸汽吹管阶段工作结束(锅炉安全阀整定)，临时系统拆除。 3.2.12蒸汽严密性试验已结束
3、3汽机
3.3.1各辅机设备及转动机械均经分部试转合格，各手动阀门均经灵活性检查，各调
节阀、电动阀动作试验正常。
3.3.2各受压容器均经过水压试验合格，安全阀动作性能良好，各有关的汽水、油管
路均已冲洗干净，各系统静态试运合格，油系统和油质经有关部门和人员验
收合格，符合机组的启动需要及要求。
3.3.3汽机润滑油系统盘车装置试运结束，已可投用，滤油机已可投运。 3.3.4汽机射水抽气及真空系统试运结束，真空系统静态严密性试验结束。 3.3.5发电机风、水系统调试结束，处于可投用状态。
3.3.6保安系统试验、汽门关闭试验时间测定结束且符合要求。

4 调试计划时间
4.1一套机组，分部调试35天，整体启动调试30天，计划从点火冲管至机组完成96h满负荷试运，共计38天时间。

6.3.3.4整套启动试运期间，主要进行以下工作:
a)协助有关单位对启动试运过程中发现的问题，消缺完善;
b)按《火力发电厂基本建设工程启动及竣工验收规程》的规定和试运指挥部商定的意见，完成全部启动调试项目;
c)做好调试、运行数据记录和缺陷处理情况的记录;
