固体矿产地质勘查报告是综合描述矿产资源/储量的空间分布、质量、数量，论述其控制程度和可靠程度，并评价其经济意义的说明文字和图表资料，是对勘查对象调查研究的成果总结。地质勘查报告可作为矿山建设设计或对矿区进一步勘查的依据，也可作为以矿产勘查开发项目公开发行股票及其他方式筹资或融资时、以及探矿权或采矿权转让时有关资源储量评审认定的依据。 3.3 上述报告也是政府部门矿产资源管理工作和有关单位科研、教学的重要技术资料。 4 固体矿产地质勘查报告编写基本准则 4.1 固体矿产勘查分为预查、普查、详查、勘探四个阶段，每一勘查阶段工作结束，应编写相应阶段的地质勘查报告。勘查投资人确定各阶段连续工作，不编写中间报告的，应在该勘查项目结束时以全部勘查资料编写报告。勘查期间所放弃的勘查区块，应以放弃区块内已取得的资料为基础编写该放弃区块的报告。因项目中途撤销而停止地质勘查工作的，应在已取得资料的基础上编写地质勘查报告。 4.2 地质勘查报告必须客观、真实、准确地反映勘查工作所取得的各项资料和成果。其编写的基础是:地质勘查工作符合固体矿产地质勘查规范总则、有关矿种地质勘查规范及其他有关规范的技术要求;已取全、取准第一性资料，并经过了综合研究。 4.3 地质勘查工作与项目可行性评价应紧密结合，地质勘查报告中应包括地质勘查和可行性评价工作。可行性评价分为概略研究、预可行性研究、可行性研究三个阶段。评价程度为概略研究的，由勘查单位直接编入报告;评价程度为预可行性研究或可行性研究的，应在勘查报告中引述该项目预可行性研究报告或可行性研究报告的主要结论。 4.4 地质勘查报告的内容要有针对性、实用性和科学性。原始数据资料准确无误，研究分析简明扼要，结论依据可靠。要力求做到图表化、数据化。资源/储量的估算应采用计算机技术，提倡针对勘查工作的实际和适用条件，采用成熟的并经审定的新估算方法。提倡采用计算机技术编写报告。 4.5 地质勘查工作应按照有关地质勘查规范对各勘查阶段的要求(或勘查合同的约定)部署工作，并取得相应阶段的各项勘查数据资料。本标准所附固体矿产地质勘查报告编写提纲适用于勘探阶段，在勘查程度达不到勘探阶段的情况下使用该编写提纲时，可根据实际需要 对所列项目进行增减、取舍，但所取得的勘查数据资料及有关文件必须全部进入报告，不应遗漏。 5固体矿产地质勘查报告编写要求 5.1 地质勘查野外工作结束前，应按照有关规范和勘查设计的要求，由勘查投资人或勘查单位上级主管部门组织，对勘查工作区的工作程度和第一性资料的质量进行野外检查验收。检查验收中发现的重大问题，应责成勘查单位在报告编写前解决。未经野外验收，不应进行报告编写。 5.2 在地质勘查报告编写前，报告编写技术负责人应结合矿种特点、勘查工作区实际情况以及勘查投资人的具体要求(供矿山建设设计的报告还应听取矿山设计单位意见)，以本标准附录A为基础进行增减、取舍，拟定切合实际的报告编写提纲，送勘查投资人批准。批准后的报告提纲在使用中如须作重大变动，应将变动后的提纲送勘查投资人审核同意。 5.3 报告编写技术负责人根据批准的报告编写提纲组织编写工作，应制定出工作 计划 项目进度计划表范例计划下载计划下载计划下载课程教学计划下载 ，并在执行过程中随时检查，发现问题及时解决，保证报告编写按时完成。报告编写中，应定期进行质量检查，对需研究的各类问题，应及时组织讨论，统一认识，将结果准确客观地反映在报告中，但属于学术上的不同观点不需在报告中论述。 5.4 地质勘查报告应由报告正文、附图、附表、附件组成。矿业权人为保守商业秘密或适应政府的地质资料汇交管理的需要，可酌情将正文内容合理分册编写，每册单独装订。 5.5 地质勘查报告名称统一为××省(市、自治区)××县(市、旗或矿田、煤田)××矿区(矿段、井田)××矿(指矿种名称)××(勘查阶段名称)报告。报告附图的图式、图例、比例尺等按照有关技术标准执行。 5.6 勘查工作中形成的原始资料，由报告编写技术负责人组织，按照有关技术标准的要求立卷归档。地质勘查报告按照政府有关矿产资源储量评审认定的规定，经初审后送交评审认定，并由报告编写技术负责人按照评审中提出的修改意见组织对报告的修改。评审认定后复制的报告，按照政府有关地质资料汇交的规定进行汇交。 5.7 地质勘查报告经评审认定后，应将评审认定文件作为附件附于报告中。 附录A(规范性附录) 固体矿产地质勘查报告编写提纲 A.1 绪论 A.1.1 勘查目的和任务 简述勘查目的和投资人、矿山设计单位对勘查工作的具体要求。 A.1.2 勘查工作区位置、交通 说明勘查工作区的区块编号、勘查范围和拐点经纬度、矿区位于所在县级城市的方位、直距、矿区边界和面积，经过矿区或邻近的(现有或拟建的)铁路、公路、水路等重要交通线以及矿区距最近的车站、码头、机场的里程(直距、运距)。 A.1.3 勘查工作区自然地理、经济状况 概述矿区地形地貌的主要特征、类型、绝对高度和相对高度，主要河流的最低侵蚀基准面、丰(枯)水期流量及最高洪水位等。根据有代表性的气象资料，说明矿区的气候特征、气温变化、降雨量、暴雨强度、蒸发量、相对湿度、风力、风向、雷电情况、雨季和冰冻期、冻土层深度等。说明区内的地震烈度，概述滑坡、泥石流等地质灾害情况。 简述区内经济概况，包括燃料、电力、供水水源、建筑材料、工业、农业、牧业、人口等。应说明供水水源地、电网名称，矿区距水源地、电网距离及供水、供电满足程度。 A.1.4 以往工作评述 简述矿床的发现、从发现至本次勘查所进行的地质、物探、化探等各项工作，按时间先后简述其工作情况、投入主要工作量、取得的主要地质成果等，并对其成果质量和勘查、研究程度进行评述。如属已开采的勘查矿区，应阐明矿山生产建设的规模、生产概况、累计采出矿量及已消耗的资源/储量。 A.1.5 本次工作情况 说明工作的起迄年月、简要经过、完成的各项实物工作量(插表)、投入资金总额、取得的主要地质成果、矿床类型及简要地质特征、总计资源/储量、首采区范围、开发前景。按不同的类型列出资源/储量表，并列出其平均品位(按国家规定应保密的矿种不必列出本表)。 A.2 区域地质 以1:50000比例尺的区域地质调查资料(1:50000比例尺未做地区，可用1:200000比例尺区调资料)为基础，简明扼要的说明矿床在区域构造中的位置，区域内对矿田(床)成因有影响的主要地层及岩浆岩种类、特征及分布、主要构造的特征及分布。 A.3 矿区(床)地质 详细说明矿区(床)所在范围内，对成矿作用有影响和对矿体有破坏作用的地层、构造、岩浆活动、变质作用、围岩蚀变;赋矿层位及矿化等特征。 A.4 矿体(层)地质 A.4.1 矿体(层)特征 综合叙述矿体(层)的总数目、总厚度、含矿率、空间分布范围、分布规律及相互关系等。分别说明主要工业矿体(层)的赋矿岩石、空间位置、形态、产状、长度、宽度(延深)、厚度、沿走向倾向的变化规律、连接对比的依据和可靠程度、成矿后断层对矿体连接的影响。矿体(层)多时，小矿体特征可列插表说明。 A.4.2 矿石质量 按矿石性质分带(氧化带、混合带、原生带)，分别说明矿石的结构、构造、矿物成分、有用矿物的含量、有用矿物的粒度、晶粒形态、嵌布方式、结晶世代、矿物生成顺序和共生关系;说明矿石的化学成分，主要有用组分和伴生有用、有益、有害组分的含量、赋存状态和变化规律等。对于以物理机械性能为主要评价指标的矿产，则应对其物理机械性能进行详细论述。 A.4.3 矿石类型和品级 阐述矿体氧化带、混合带、原生带的分布范围。说明矿石的自然类型、工业类型、工业品级种类以及划分的原则和依据。对选冶性能有明显差异的各类矿石，应详细说明其所占比例和空间分布规律。 A.4.4 矿体(层)围岩和夹石 说明主要矿体(层)上下盘围岩的种类，近矿围岩的矿物成分、有用、有益和有害组分的大致含量、蚀变情况及其与矿体(层)的接触关系;说明矿体(层)内夹石(层)的岩性种类、分布规律、数量、有用、有益和有害组分的大致含量、夹石(层)对矿体完整性的影响程度。 A.4.5 矿床成因及找矿标志 简述矿床成因、成矿控制因素、矿化富集规律和找矿标志，指出矿区远景及找矿方向。 A.4.6 矿区(床)内共(伴)生矿产综合评价 对于在勘查主矿体的同时综合勘查的共生矿产、伴生矿产，应进行综合评价，说明其综合勘查的程度、规模、分布规律、矿石质量特征等。 A.5 矿石加工技术性能 A.5.1 采样种类、方法及其代表性 说明各种类型矿石加工试验样品的采样目的、要求(包括投资人、矿山设计单位对试验种类和数量的要求)、采样种类、采样方法、采样的工程种类及编号、样点的数目，并从矿石类型、样品空间分布、品位等方面评述样品的代表性。 A.5.2 试验种类、方法及结果 说明各种类型矿石加工技术试验种类，采用的加工、选矿方法及试验流程，并叙述所取得的各项试验成果。 A.5.3 矿石工业利用性能评价 根据矿石加工技术试验结果，做出矿石可选冶性能和工业利用性能的评价，说明矿石中有用组分回收利用和有害杂质处理的可能性，提出共(伴)生组分综合利用的途径。 对于矿石类型简单、或属于已开发矿床的深部(或走向)延伸部分矿体的勘查，矿石类型和已开发部分一致或相似，不需进行选冶试验，仅与邻近同类型生产矿山进行矿石类型、结构构造、物质成分等实际资料进行对比的，应对其矿石可选冶性，综合回收利用情况进行说明。 A.6 矿床开采技术条件 A.6.1 水文地质 A.6.1.1 简述矿区所处水文地质单元的位置;矿区地形地貌、水文气象特征;地下水的补给、迳流、排泄条件，矿床最低侵蚀基准面和矿井最低排泄面标高。 A.6.1.2 论述矿床开采疏干排水影响范围内各含(隔)水层的岩性、厚度、分布、岩溶裂隙发育程度;主要充(含)水层的富水性、导水性、水头高度、水质、水量、水温、补给条件及其与相邻含水层和地表水体的水力联系程度;构造破碎带、风化裂隙带及岩溶的发育程度、分布、含(导)水性及其对矿床充水的影响;地表水、老窿水对矿床充水的影响程度。 A.6.1.3 预测矿坑涌水量。确定矿床的充水因素及其水文地质边界，建立水文地质模型，选择合理的计算方法及水文地质参数，计算矿坑第一开拓水平的正常和最大涌水量，估算矿坑最低开拓水平的涌水量，并对水量可靠性进行评述，推荐作为矿山开采设计的矿坑涌水量。 A.6.1.4 矿区供水水源评价。对矿坑水的排供结合与综合利用的可能性及矿区内可作为供水水源的地表水、地下水、地热水、矿泉水的水质、水量进行初步评价。如矿区内不存在可作为供水的水源地，则应指出供水方向，并提出进一步工作的意见。对盐类矿床上、下可能存在的卤水资源也应进行评价。 A.6.2 工程地质 A.6.2.1 论述矿体(层)围岩的岩性特征、结构类型、风化蚀变程度、物理力学性质及各种软弱夹层的岩性、厚度、分布及其物理力学和水理性质;统计各类岩石的RQD值(岩石质量指标)，评述岩体的质量;论述矿床范围内，特别是对矿床开采、工业场地布置有影响的断裂(破碎带)的规模、性质及分布、充填物的性质和胶结程度，坑内开采的矿床应论述矿体及其近矿围岩的节理的规模、产状、充填物的性质、节理密度、各类结构面(层面、节理裂隙面、断裂面、软弱层面)的组合关系，评述岩体的稳定性;论述风化带深度和岩溶发育带的发育深度，矿区内各类不良自然现象及工程地质问题。 A.6.2.2 结合矿床(可能)的开拓方案，对矿体及其顶底板岩石的稳固性、露天采场边坡的稳定性以及矿床的工程地质条件做出综合评价，预测可能出现的主要工程地质问题，提出防治意见。 A.6.3 环境地质 A.6.3.1 阐明矿区及其附近地震活动历史，地震烈度，地形地貌条件及新构造特征，对矿区的稳定性做出评价;评述矿区目前存在的崩塌、滑坡、泥石流等地质灾害和环境污染问题。 A.6.3.2 依据各种自然地质作用和采矿活动对地质环境可能造成的破坏和影响程度，评述矿区地质环境质量。 A.6.3.3 对矿床开采中可能引起的区域地下水位下降、山体开裂、滑坡、泥石流、地表沉降和塌陷、地表水及地下水的污染、放射性及其它有害物质的污染等环境地质问题进行预测评价，提出防治意见。 A.6.3.4 煤矿应叙述井内瓦斯、煤尘和煤的自燃等方面的基本测试结果，结合井田地质条件和井田内邻近生产矿井的有关资料，分析其变化规律，评述其对未来矿井的建设、生产可能产生的影响。 A.6.3.5 深埋矿床和地温异常矿床，应叙述井田、矿床的地温状况，恒温带深度、温度、地温梯度及变化;高温区的分布范围与分级、地温背景，热源。 A.6.3.6 放射性本底值较高的矿床，应对放射性背景值及其变化规律进行论述，划出对人体有危害的高背景值区。 A.7 勘查工作及其质量评述 A.7.1 勘查方法及工程布置 说明勘查类型、勘查手段、方法的选择、勘查工程布置原则、工程间距的确定及依据。对矿体(层)的厚度、矿石品位、矿产资源/储量等进行数值和变化系数的计算，或进行地质统计学方法的分析，说明使用的勘查工程间距对矿体(层)的控制程度，以及所采用的工程间距的合理性。 A.7.2 勘查工程质量评述 说明钻孔结构、岩矿心直径及其合理性;钻孔孔斜和方位角测定所采用的仪器及测量方法和质量评述;孔深校正、岩矿心采取的质量评述;钻孔封孔方法、封孔质量检查及评述;孔口立桩标记及钻探班报表质量、岩矿心管理工作评述;简易水文观测及其质量评述;水文地质孔的止水、抽水试验质量评述;地下水动态长期观测工作质量评述。 说明槽、井、坑探工程规格、质量。评述其取得的地质效果。 对质量存在问题，但又参与资源/储量估算的工程，应逐一进行质量评述。 A.7.3 地形测量、地质勘查工程测量及其质量评述 简述控制测量的等级和实测精度;采用的平面坐标和高程系统;地形测量的成图方法及质量。简述地质勘查工程的测量方法及质量。 A.7.4 地质填图工作及其质量评述 说明矿区地质图和地质剖面的测制方法及其精度。 A.7.5 物探、化探工作及其质量评述 简述地面物探、化探的工作方法、工作量、资料处理和地质解释方法、主要成果并做出质量评述。 说明测井的工作方法、工作量、地质解释方法、主要成果并做出质量评述。 A.7.6 采样、化验和岩矿鉴定工作及其质量评述 说明光谱分析、全分析、基本分析、组合分析、物相分析等样品的采集方法、规格及其确定的依据;采样工作质量及样品的代表性;采样工作的检查结果。样品加工及K值(缩分系数)选择的依据。 各种化验分析内检、外检情况及质量评述。 岩矿鉴定工作质量评述 自然重砂、人工重砂、单矿物、同位素年龄及稳定同位素(包括硫、铅、锶等)组成样、精矿样品等的加工、分析、鉴定工作质量的评述。 水样、岩矿物理力学性质测试样的采样、测试及其质量评述。 A.8 资源/储量估算 A.8.1 资源/储量估算的工业指标 说明有关工业指标的文件、文号，引述工业指标的内容。 A.8.2 资源/储量估算方法的选择及其依据 从矿体的形态、产状及勘查工程的布置方式等方面论述所选择的资源/储量估算方法的合理性及其依据，并阐述该方法的主要计算公式。 A.8.3 资源/储量估算参数的确定 论述参与资源/储量估算的面积、体积质量(体重)、单工程平均品位、块段平均品位、矿床平均品位、特高品位、矿体平均厚度等参数的测定、计算和处理方法。 A.8.4 矿体(层)圈定的原则 说明根据矿床地质特征、成矿控制因素及矿化规律等所确定的矿体圈定和连接、内外推的原则。 A.8.5 资源/储量的分类 根据矿体的勘查控制程度、地质可靠程度、可行性评价结果，对勘查工作所获得的资源/储量进行分类，说明各类型资源/储量的具体划分条件及其在地质空间的分布。 A.8.6 资源/储量估算结果 说明各种类型资源/储量估算结果、总资源/储量，各类型资源/储量所占矿床总资源/储量的比例。资源/储量估算结果可用附(插)表说明。 A.8.7 资源/储量估算的可靠性 抽取一定数量的块段用其他方法进行验算，根据验算结果来评述资源/储量估算的可靠程度。 A.8.8 共(伴)生矿产的资源/储量估算方法及结果 分别说明各种共(伴)生矿产的取样方法、基本分析或组合样数目，块段平均品位、矿床平均品位的计算方法、资源/储量估算方法及结果。资源/储量估算结果可用插表说明。 A.8.9 资源/储量估算中需要说明的问题 A.9 矿床开发经济意义概略研究 A.9.1 论述国内、外资源状况，市场供求、市场价格及产品竞争能力; A.9.2 概述矿床的资源储量、矿石加工技术性能及矿床开采技术条件; A.9.3 概述供水、供电、交通运输、原料及燃料供应、建筑材料来源及其它外部条件的概况。 A.9.4 简要说明未来矿山生产规模、服务年限及产品方案; A.9.5 简要说明预计的开采方式、开拓方式、采矿方法、选矿方法、选矿流程等; A.9.6 论述评价方法的选择及技术经济指标(类似企业的经验指标或扩大指标)的选取; A.9.7 经济效益计算(附有关表格)及敏感性分析; A.9.8
