陈文茜:欢迎收看今天的《解码陈文茜》，今天我想为大家制作的专题来讨论全球经济及中国在这一段时间，整个全球经济新的发展阶段，中国必须面对的相关政策。先来看几个最新的数据，首先是中国政府在昨天的时候正式公布了一月份贸易出口跟进口的相关数据。中国国家统计局所公布的贸易出口年升37.7%，进口年升51%。由于改变了CPI的数字的算法，CPI也就是消费者物价指数只有4.9%，低于预期，但是贸易出口则是高于预期。亚股闻声周一、周二几乎都是全面上涨的情况。 我们来看一下这次制造金融海啸的美国经济，美国第一季的GDP可能反弹高达3.6%，远远高于欧洲的各个发达国家，也高于三个月前对美国经济的预估，当时大家判断美国经济的GDP可能只会上升2.4%。这会不会使美国停止它的第二轮的量化宽松政策呢。在上周2月9日的时候，联储会主席伯南克在美国的众议院听证会里头正式地表态，他说虽然美国的经济现在已经开始复苏，但是这个复苏只增加了100多万个工作机会，美国自金融海啸以来共失去了857万个工作机会。 换句话说，美国对于执行第二轮的量化宽松政策仍会持续。对于收紧货币会非常谨慎小心，甚至暗示年底之前美国也不会加息，美国QE2的主要的理由已经是在解决高的失业率，代表因为以美元为世界货币，因此所有的粮食价格、石油价格都因此会高涨的通膨现象在美国推出QE2，也就是量化宽松政策之前都不会停止。2011年全球除了美国跟日本之外都会面临严重的通膨问题。 另外一个数据对中国来讲是划时代的数据，日本去年第四季度经济衰退1.1%，2月14日，虽然之前稍早大家都已经知道了这个消息，但是2月14日由日本的财政大臣亲口证实中国超越了日本成为全球第二大经济体，我今天特别翻阅了数字，在五年前，不过这是五年前，不要谈到说1895年，不过是五年前中国的GDP的生产总值只有日本的一半。 而且日本的NHK因此到中国进行了长达两个礼拜一系列对中国深入的报道。这报道我几乎每天认真的阅读，它跟美国有线电视网对中国老是负面的报道或是浮光掠影很粗浅的报道完全不一样，它整个报道里头谈到惊人的高铁速度，谈到大西部重庆的崛起。但是也有谈到中国大学生现在蚁族现象，就是大学生失业率的问题。甚至对于富二代的报道也不像有些人那么负面，他们注意到很多20岁的年轻人一边工作，一边是富二代，拿父亲给他的资金马上创业，因为他们说中国改革开放30年，中国人能够得到这样一个机会不可以失去，因此急于创业，这是日本人对于中国的报道跟美国人的态度完全不一样。 中国成为第二大经济体后面临的五大挑战 陈文茜:而我们回头来看，今天的我的主题就是中国已经变成全世界第二大经济体之后，它所面临的五大挑战。这五个挑战，第一个就是它的GDP总值超越了日本，但是在人均的部分它只有日本的不到十分之一，在全世界的排名是排在100名之外，换句话说，怎么样提高人均的GDP，让贫富差距缩小，这是中国十二五规划里头最重要的第一个挑战。 第二个当然这个整体的GDP是以非常大的生态代价，也就是很高的耗能，很大的土地的污染所换来的。因此如何发展低碳经济，也是中国经济转型里头必走之路，但是这一定是很痛苦的转型。 第三个对中国尤其重要，也是十二五规划里头现在核心的精神就是科学发展自主创新。还有另外一项就是我特别佩服的，在2008年9月雷曼兄弟倒闭的时候全世界都在痛骂华尔街你卖什么有毒金融商品。可是当时世界银行的副行长，也是中国大陆最著名的经济学家林逸夫他马上指出，在表面上它是金融的泡沫，但是在背后的经济有一个很大的失衡的结构，就是整个中国作为世界工厂生产过剩，而美国只是过度消费，这个经济失衡一定要改变。 所以他觉得中国将来一定要两条腿，中国的经济才会走得稳定。这两条腿，一条腿叫出口，另外一条腿叫做内需。从那一刻开始中国除了投下的四兆人民币的内需之外，也不断地在创造整个乡村的城市化，而且希望能够提升一般民众的内需市场。从去年12月份中国GDP的成份组成我看到了中国内需市场初步的成功。中国的出口现在占GDP的整个12月份只有7.9%，在内需部分已经高达37%左右，而中国最后一项最重大的挑战也是现在从埃及革命以来全世界可以说紧绷着神经所面临的挑战，那就是全球都面临的通膨经济。在通膨的部分中国并不特别严重，印度比中国严重，印尼也比中国严重。但是呢基本上通膨可以说是威胁着全世界除了美国之外，全世界几乎所有的国家都面临通膨的威胁，甚至会因为通膨而除掉了每一个国家的经济生产总值。 在作为整体的中国未来经济发展这个议题里头，今天我特别想为大家介绍而且强调的中国怎么样脱离这些问题，现在看起来美元它自己不断的印它的钞票，量化宽松政策，救它的经济，你拿它也没办法，它是帝国，它怎么样，你骂它也好，你讨厌它也好，你仰慕它也好，它是不会改变的。可以改变的是什么呢，就是中国的科学发展自主创新。中国不要再只有代工 ，中国要有它自己足够的可以掌握的技术。 毛利率4%、5% 北京云基地让“云端”飘进你我的生活 用云计算 让电脑像书本一样的便宜 陈文茜:在这里头所有的科技现在最新的最重要的技术，就是在云端运算。我今天特别想为大家介绍在北京政府现在已经请了产业界，批了一块地，就是在北京近郊的亦庄已经开始了的北京云基地。 解说:在北京东南角的亦庄开发区一块招牌宣告着北京专业转型的讯号。平淡无奇的厂房却正在会聚崛起中的信息产业链，而这一切就从这一栋北京云基地开始。 田溯宁(宽带资本董事长):你看这个楼，看起来这些公司是七八家公司，但是有非常强的内在联系，它有点像IBM一样，有硬件，就是我们的服务器和箱计算。有软件，就是我们的操作系统。就是YOYO和T-CLOUD。有应用，就是我们视频云，还有很多系统集成。 解说:田溯宁这一年来不断奔波，寻求建立华人自己的一朵云，不但要打破长期以来由微软和英特尔垄断的WINTEL联盟，更要挑战Google、Cisco、Apple、Amazon和微软等美国公司已经进行好几年的云端 计划 项目进度计划表范例计划下载计划下载计划下载课程教学计划下载 。 解说:云端对未来国家竞争力的影响上两岸科技界说服了北京官方，6月拍板北京“祥云工程”计划，7月就选定在亦庄作为云基地。走进这造云的地方，有一切和云相关的装饰和标语，这能激发员工对云的无限想象。而员工在云里工作是幸福的，还来不及设计的阳台是未来的露天咖啡座。而顶楼的sunnyroom年后免费供应咖啡和水果。办公室自由的空间和鲜明的绿，似乎随时会蹦出云的惊喜与创意。 田溯宁:传统的IT厂家IBM、惠普或者微软在这样一个技术变革过程中，变成一个非常尴尬的境地，因为它所有的云的技术都在破坏它过去的商业模式，所以说这样就给新一代的创业和企业前所未有的机会。所以云计算我就认为是两岸合作创造中国人自己21世纪IT框架前所未有的机会。 解说:不到半年时间，云端上中下游产业联盟正式形成，台湾趋势科技成立子公司T-CLOUD带来台湾软体人才进驻北京，为云基地设计最重要云段作业平台系统。yahoo创办人杨致远成立友友系统，加盟北京云基地，除了也做云端作业系统，还开发出私人的云端搜寻引擎。云基地还与全球第四大服务器厂商美国硅谷的SuperMicro合资生产新一代性能更好更节能的云端伺服器。 除了上游软硬体开发，天维信通建立光纤宽频的基础设施，云立方则专门制造数据中心的集装箱。网通宽带和天润融通负责云端下游的营运开发各项云端业务。天云科技则直接面对云端客户进行市场的推广行销。 解说:中国第一台云端伺服器本周在北京云基地正式下线，这一天也是中国的“云”元年。因为在中国大陆云端运算发展，从技术概念成功跨越到商业运作。 田溯宁:我们都知道云的服务器相当于工业时代的发动机，我们今天在这里真正这台发动机在北京亦庄制造生产了。 解说:超级运算要像书本一般便宜，靠的就是这台具有强大运算功能的数据中心。 田溯宁:这一部分机架是IBM的，一部分叫SuperMicro，是我们在这生产的。我们这两个在比较。 解说:拿自家产品和超级计算的伺服器大厂较量，云基地的伺服器并不逊色，也宣告IBM、HP和DELL垄断市场的时代结束，在田溯宁的云端推广规划中，除了和大陆各地政府合作，让数位化的政务进入云时代，让这样的集装箱也将进入各个社区。跟进思科在南韩松岛打造“U-City”的智慧型都市。北京云基地第一个合作对象就是SOHO中国，他在北京东二环的银行SOHO建案，将成为云端运算的智能住宅和商办。这场破坏性创新彻底改变人类的生活方式，只是当用户的数据应用全在云端后头享受种种便利同时也面临新的问题。 田溯宁:隐私权的问题，信息安全的安全，我觉得这个问题是我们前进过程中的一种挑战。就像北京也发展汽车，造成了交通事故，但汽车给北京人带来的方便、文明和进步是无法用交通事故或交通拥挤所取代的。我的云也是这样，人们把数据放进箱子里，需要什么的规范，需要什么的法律来保护，都需要我们未来的政治家、政策制订者、工业家和技术创新者来共同来探讨。 解说:但不可否认云概念越来越热，也意味着巨大商机。在“祥云工程”的政策加持下，估计北京到2015年将形成2000亿人民币的云端产业链规模。云端技术广泛的推广和应用后北京将名副其实成为全球的云基地。 陈文茜:北京的云基地是两岸华人为中国人所创造的第一个最重要的大科技梦。为什么，我们每个人都用电脑，但是我们被一个联盟叫做WINTEL垄断了。虽然在大陆有非常多的现在从重庆有HP的生产基地，然后你在上海昆山附近都有各种零组件，或者在深圳统统都有。但是我们都只是在替美国人打工，替美国人代工，代工的毛利率都只有4%到6%。云端运算如果中国自己可以写出属于华人的作业平台系统，而不是把最高的利润永远都是美国人所垄断，这个时刻中国才可以脱离代工的命运，台湾才可能创作出整个高科技最新依托的新的发展，脱离代工的宿命。进一段广告以后，我回来特别访问这个为中国人打造云端运算之梦的两位最重要人物田溯宁与张明正。 华人科技停留在宋朝 为何两百年没大进步, 陈文茜:许多人迷恋iPhone，许多人迷恋HTC，许多人迷恋Amazon，许多人更迷恋Google。迷恋它们的理由是因为它们太好用了，它所以这么好用的原因是因为它们背后发展了云端运算。2003年的时候Google第一个成功的发展云端运算，它把老字号的雅虎，也就是在1990年代美国中重要的搜寻引擎完全打趴在地上。接着是Amazon，当然最重要的是Apple。 到现在为止只有六大公司都是美国人的公司，所以不要小看美国，美国的经济在第一季已经反弹到了3.6%，美国虽然还有很多人失业，可能是美国是世界货币，它没有美债危机太严重的问题。而且美元越贬值，全世界的通膨越严重，只有美国的股市现在创下了两年半或者是三年的新高，离金融海啸之前的水准都只差不到7个百分点。 为华人圆云端梦 两岸企业家田溯宁、张明正半百联手再创云基地 陈文茜:所以世界从来都不平的，世界向来不公平，只要是帝国，它拥有无比的权利，因此对中国人来讲，如果在这一波高科技，2008年微软才刚创造了云端的计算，如果中国人有能力在2010年、2012年就可以开展出属于中国人的作业平台，那中国就不会永远是代工的命运，这两个做梦的人田溯宁、与张明正。 张明正是全世界新的最大趋势科技软体的创办人，而田溯宁则是被称为大陆的电讯之父。两个人在10年前在新加坡共同有一个家，彼此熟识，彼此投资，现在年过半百在一起做梦。我特别专访了田溯宁与张明正。田溯宁说中国人虽然被洋人打败，但是中国人要服气，因为从宋朝开始，所有的科学发展 答案 八年级地理上册填图题岩土工程勘察试题省略号的作用及举例应急救援安全知识车间5s试题及答案 都不在中国。 田溯宁:为什么我们看好这个机会，从更广阔的方面，我这两三年一直在想这个问题，今天早上我跟Steve去美丽的台湾故宫去看南宋的画，我们看南宋的画都为那个时代的中国人的创意创立有时候感到惊奇。我刚刚跟Steve说，我说那时候的中国人创立的瓷器或者画就是当那个时代的INTEL的MICROCHIR，那个时候的MICROSOFT。但我们看，自从宋朝主要的发明，包括造纸包括指南针之后，中国人在这两百年来对人类的文明进步几乎没有什么创造性。 我们想想今天现在的文明，技术文明，从蒸汽机到电视，从汽车到互联网，几乎都是西方文明所创立的东西。这种文明让全世界人民所受益。如果说真是中华民族要崛起，中国要成为这种伟大的民族的话，我觉得非常重要，不仅仅我们能够过的好吃的好，创造财富。而且要能够想象为什么人类的文明能作出哪些贡献。在过去30年来讲，也许我们想到这些问题可能是太奢望了，因为我们过去靠制造靠中国人的勤劳勇敢，靠物美价廉，达到今天这样一个程度。 但今天的情况是不一样的，首先我们有大的更大的梦想，我们希望在21世纪的过程中，这个世界应该更加多样化。我们应该创造我们的价值观，把我们的财富能够变成促进人类文明，促进人类进步的更重要的一个方面。 陈文茜:可以变成有创新的，中国人就从宋代以后就没有创新，所以你觉得人家看不起中国人也是有道理的。 田溯宁:我觉得你没有给人家做贡献吗。 陈文茜:而在专访田溯宁与张明正的过程当中，田溯宁更坦诚，他本来的英雄是Apple的史蒂夫?乔布斯。结果他跟史蒂夫?乔布斯说其实非常喜欢iPhone，你要不要到中国看看呢。结果乔布斯对中国的不屑，让他更不服气，觉得中国一定要开发出自己的云端运算的作业软体。 你说你有一次见乔布斯，他是你的英雄嘛，你看到他你叫他去中国，他根本不想去。你刚开始不愉快，后来心里想他看不起中国人是有道理的，因为你中国根本没有任何创新。 田溯宁:而且他在说的，我记得我是合马云一起看到他，我不知道马云记得不记得这句话，当时他在问，中国下一步要做什么事情，马云再谈电子商务。我那个时候刚刚离开网通，我一直有一个很大的一个想法，就是在软件方面怎么样。他当时说了一句话，他是无意中说，说者无意听者有心，史蒂夫?乔布斯就说我根本认为你们中国人写不好大的软件。我这个话一直受刺激，但是我每次看到张明正我就觉得给我很大的信心。因为真是在过去二三十年内，软件实际上是创造了核心。 张明正:做个iPad他才赚2块钱美金，中国的工人赚2块钱美金其他都是别人的利润，但是史蒂夫?乔布斯的利润。这也是就是说没办法的，科技的发明都是在它那里呀，这叫“零件供应商锁定”，就是我把你卡住，然后你就是用代工这样来做，那我是觉得这是一个假如让这一次云端的这个机会下面三十年一定是IT的转变，一定是往这边派，我们好不容易和西方有一个起头，开始的机会。假如说这个又被Lockin，又是三十年了。 陈文茜:就是毛利率只有4%、5%，而人民币一升值这一毛钱都没有了，又相同的情况。 田溯宁:而什么叫做云端运算呢，现在我们来到北京的云基地，帮你看看它的厉害。找一部片子，比如说这一部，我看到这部片子比较不错的时候，我可以点TVplay，就出来了。 陈文茜:就出来了。 田溯宁:好厉害。 解说:这一套有台湾威盛电子开发结合云端技术的影音系统，不仅可以用手机看电影，透过手机首先。还可直接在家里观看高清影片，而这正是一场云端带来的科技革命。 田溯宁:电视将来的信息的资料越来会越多，第二你看我们实际上把三个频统一了，过去电视这个频手机的频和电脑的频是不一样，可能未来的电视遥控器就是你的手机，而且这几个频都逐渐会一致化，你看用手机来控制整个电视节目。 解说:上千部高清影片能随点随看，后头是一步高速运行的资料库。 田溯宁:就把计算机放到集装箱里，这个名字叫，就是云，就叫cloudinthebox。个人计算机，像主机放到我们桌子里了，这个东西相当于什么呢，把数据中心能够移动出来，放到你旁边，将来的每一个小区里就有这么一个箱子就像空调一样，空调或者冰箱让食品保持新鲜。这样一个箱子让知识保持新鲜。 解说:取名“云立方”的箱子中，有80个intel双核CPU，个人电脑的主机将成为过去式，取而代之的是这一个小的转换器，而平常使用的各种软体都在云里随时待命。 吴华明(北京云基地工程师):我们将所有的计算的资源都集中在机房里头放置起来，所有的用户将来会通过输送端或者是手机终端把整个的计算结果会通过这种方式呈现出来。 解说:过去软体公司如同微软长期垄断市场，消费者更得不断砸钱更新使用版本。现在云端运算兴起，各种软体可以高挂云端，不必搭配在个人电脑里，也减少要为电脑升级换代的成本，如同云基地里的一句名言，用云计算，像书本一样便宜。 吴华明:这一个所有的操作都会像你操作电脑一样方面，譬如说我们打开一个EXCEL的表格，那我们可以在这里头做编辑文档的一个操作。受终端过去PC不是都要有一大堆盒子嘛，它现在就透过这么一个。 陈文茜:所以最主要是这个。 吴华明:最主要是这个东西。 解说:当然每个人对电脑需求配备不同，透过云端的虚拟主机从CPU速率，记忆体容量，到你需要的软体，都可以套餐方式定制个人化需求。而这一套资源分配的平台软体，也是云端运算的核心，开发厂商正是台湾的趋势科技。 田溯宁:过去你要是做一个计算机，你要购买多少硬件，多少内存，在这套软件里你是可以订你需要多少CPU，你需要多少内存。然后你就随着你的用量的多少它直接就调整了，就是整个虚拟化的一个机器，但不是物理的机器，而是在这里你按使用所需来找。所以整个就把他做得就是资源节省了。 解说:这样一部庞大运算功能的电脑可以为一个社区一个城市的居民服务，为个人电脑带来革命之外。北京云基地也和需要庞大运算功能的企业合作，如大陆国家电网的智慧电网，就利用云端运算，处理大量采集的数据。 田溯宁:智慧电网需要大量的数据，而传统的计算，你要用oracle的数据库和IBM的数据库的话，第一这么多的数据量很难处理。第二非常贵，你要付他license费。云计算为什么这么有力量呢，就像facebook，他没有用oracle的数据库，它能管理5亿用户，我们就这样一套软件开发出来，为国家电网，智能电网的过程中解决这样一个问题。 解说:除了国家电网，大陆的中国移动及台湾的联发科都和北京云基地进行合作，建立自己企业的云端资料运算库在北京云基地 展示厅离已经把未来科技变成现实。而这一场革命也让云端运算不再是虚无缥渺而正一步步影响你我的政府。 米其林主厨:中国的问题是面子问题 一顿年菜卡路里超过80公斤成人所需 陈文茜:今年春节，香港当地也好，大陆来的也好全是有非常多的华人游客都到了香港的这个地方度过他们的春节。很多香港的米其林餐厅因此迎来一批又一批的食科。可是有一个香港的环保团体计算，他们所吃的，连鲍鱼常常原封不动就就丢掉垃圾筒，这个环保船体计算在这一次的春节过程当中，香港跟相关的中国游客的浪费令人吃惊。 解说:这是三星米其林厨师主理的中餐厅，中国人的新年是味道建构而成的节日。 米其林主厨:那是属虎蝦，五两重一千，把壳去掉，外面的薄膜除掉，让蝦子看起来比较白，吃下去会更脆。海参是婆参比较名贵的，这很贵。以前四五百块一斤，现在七百八百元一斤。 解说:在面子比一切都重要的中国社会，十二道菜的春茗五六千远港币的价钱是制定动作。营养师做过一个有趣计算的，炒干贝100大卡，烤乳猪140大卡，脆皮鸡270大卡，炒饭240大卡。 自以为讲求瘦身和养生的香港人，吃一顿春茗吸收的卡路里已经超过一个80公斤的成年男性一天所需。我们真的需要这十二道菜吗, 米其林主厨:中国人最大问题是面子问题，常常怕吃光，没面子。特别是大陆的客人，豪吃，他们真是豪吃。 解说:Celia在香港一个环保团体工作，过年前开始，她就和从事做了一个onsitestudy，看着21600卡路里的十二道桌菜到底有多少真的吃到我们肚子里。他们每天躲在高级饭厨边里，看着一道一道高级的鲍鱼、海参、鲜鸡，端出去又端进来，他们把剩下的数量记下分析，结果有惊人的发现。 Celia:104桌吃剩下的炒饭是可以让20桌吃饱，其实这个数字是很夸张。感觉真的很震撼，你会看到一大盘原封不动的饭，一大盘完整的面，一道道很漂亮的鲍鱼，很漂亮的干贝全部拿回来。你会觉得香港人真的有钱到这个程度，全部不吃，碰都不碰。 解说:这不是美食照片，是过分富裕社会的厨余。 记者:前一秒，它还是那么贵重的一道菜，下一秒，它就变垃圾了。 Celia:是的，没错，当你真的亲身倒掉的时候，你就会知道这真的是我们香港人每天做的事情。 解说:吃饭是一种社交活动，玻璃后的用餐空间和人都很漂亮，的确是美丽的一幕，如果我们没有看到高级餐厅厨房里的垃圾桶。香港每天厨余总量3280公吨，占堆填区垃圾量近50%。 三星米其林主厨跟我们说，新的一年，想只推出六到菜的晚餐。完美的味道是来自上帝的恩典，新的一年请学习，怀着感恩的心领受。 (英文版 )
