工厂招聘管理规定厂招聘与录用管理制度制度类别:行政制度制订部门:人力资源行政部制度编号:URHRA制订人:审核人:制度版本:版(目的:规范我公司的招聘与录用为各部门及时提供合格人才使公司的招聘与录用有所依据。(适用范围:适用于工厂所辖各部门。集团其它各部门需要请工厂人事行政部代为招聘的参照本制度办理。(定义:招聘与录用:指根据公司发展和人力资源规划要求通过各种渠道将各部门的用人需求向公司内外传播吸引那些既符合要求、又有兴趣的应聘者前来竟聘并通过笔试、面试及各种专业测试等方法从中挑选出合适的应聘人员并将其配置到空缺岗位的过程。用工部门:指需要帮助增补员工的部门。员工:本制度中的“员工”如无特别说明指广义上的员工含普工和所有管理人员、技术人员等。本制度中的“以下”不包含在内“以上”包含在内。(招聘的原则:确保质量原则:所招聘人员一定要满足公司的用人要求宁缺勿烂。成本原则:力争以最少的成本为公司招聘到最合适的人才。公平公正原则:招聘时务必坚持公平公正对所有应聘者都一视同仁坚持唯才是用(即内聘不避亲外聘不避贤)禁止招聘和录用过程中裙带关系和人情因素等现象影响公平公正的招聘与录用。不可录用原则:不真实的学历、虚假的身份证、工作经历低于法律规定的最低年龄与前任公司未终止劳动关系的有传染性恶性疾病的有前科者如在前任公司有偷盗、挪用公款或被公安机安通辑在案者及其它经公司判定为不可录用者。advantages,facingtheYangtzeRiverDelta,PearlRiverDelta,Shandongpeninsula,BeijingTianjinTangshanarea,targetedinvestmentpromotionseveraltimesIndustryledunitandvarioustownstreetsaredevelopingdetailedpromotionplans,thebasisofwhatisspecifictoeachindustry,hasformedakindofscale,needtobringinthekindofprojectseachtownstreethasthekindofresources,whatlocation,focusonthedevelopmentofthekindofindustriesFourstroketechnologyandscienceDeterminantsoftechnologyistheCounty'seconomicdevelopmentthroughscientificandtechnologicalinnovation,improveproductvalueaddedandimproveeconomiccompetitiveness,istheinevitablewaytoachieveleapfrogdevelopmentTalentisthecitycentercity'sfirstresource,istheprimaryindustrydevelopment,andrevitalizationofthesocialprotectionSo,intermsofskills:tocatchCompetitiveEncouragingenterprisestoactivelyundertakescienceandtechnologyprojects,strengtheningresearchcooperation,usingadvancedtechnologytoincreasetheaddedvalueoftheirproductstoensurethatintroductionoftransformingscientificandtechnologicalachievementsduringtheyearNewresearchenterprisesHome,creatinginnovativeplatformsGenericclassifierIn:first,wemuststrengthenthecultivationoftalent,effortstoincreasevocationaleducationandtrainingandmeetthebasicdemandofenterprisedevelopmentThenintroducedanumberofthecountyneededscarceeducation,healthprofessionals,meetsocialdevelopmentneedstoinvestmoreinmachinery,pharmaceuticalmanufacturingresearchanddevelopmentinhighereducation,suchastheintroductionoftalenttomeettheneedThird,wemustrelyonPostdoctoralworkstation,Foodresearchstationplatform,totheXXUniversitytofindexperts(权责:为本公司负责招聘的统一的职能部门主要负责相关招聘制度的制定、相定表单的设计具体招聘活动的组织实施招聘效果的检讨等。用人部门:招聘需求的提出应聘人员笔试试题的命题及评卷面试、笔试、专业技能测试等。(具体内容:招聘的准备阶段当以下情况出现时各部门可提出用人需求:A、离职出现岗位空缺B、业务发展需要新设岗位如原来岗位工作量增大现有人员无法顺利完成工作经评估需要增加岗位工作人员时C、为了满足未来发展需要储备人才D、岗位现任职人员技能落后经过培训等仍无法胜任工作。如引进高新技术设备时原来的技术人员无法完成新机器的调试与维修此时便可申请招聘E、其它经公司认定需要招聘时。各部门要求招聘时均需提出书面的招聘申请单并按审批权限审批后送。严禁无招聘申请单进行招聘违者论处。招聘需求单上须写明增补人员的岗位名称需求人员的性别、学历需要操作的机器仪器相关的专业技能等。严禁用工需求单中仅有“相关经验”等而无具体的招聘要求。用工部门需向提交用工申请单时应注意以下情况:A、在公司批准的编制范围内申请招聘时可只写用工申请单并按用工申请单的审批权限审批后送B、在超过公司批准的编制招聘时用工部门除了要写用工申请单外须另附经过审批的含有待招聘岗位的新架构图原件(或复印件)送人资部。C、部门架构图的标准格式及批准权限另定。招聘申请单的审批权限为:普通员工的招聘经用人部门主管级以上人员审批后生效班组长、车间文员、机修等专业技术人员、部门主管等的招聘须部门经理或总监级以上人员审批后生效advantages,facingtheYangtzeRiverDelta,PearlRiverDelta,Shandongpeninsula,BeijingTianjinTangshanarea,targetedinvestmentpromotionseveraltimesIndustryledunitandvarioustownstreetsaredevelopingdetailedpromotionplans,thebasisofwhatisspecifictoeachindustry,hasformedakindofscale,needtobringinthekindofprojectseachtownstreethasthekindofresources,whatlocation,focusonthedevelopmentofthekindofindustriesFourstroketechnologyandscienceDeterminantsoftechnologyistheCounty'seconomicdevelopmentthroughscientificandtechnologicalinnovation,improveproductvalueaddedandimproveeconomiccompetitiveness,istheinevitablewaytoachieveleapfrogdevelopmentTalentisthecitycentercity'sfirstresource,istheprimaryindustrydevelopment,andrevitalizationofthesocialprotectionSo,intermsofskills:tocatchCompetitiveEncouragingenterprisestoactivelyundertakescienceandtechnologyprojects,strengtheningresearchcooperation,usingadvancedtechnologytoincreasetheaddedvalueoftheirproductstoensurethatintroductionoftransformingscientificandtechnologicalachievementsduringtheyearNewresearchenterprisesHome,creatinginnovativeplatformsGenericclassifierIn:first,wemuststrengthenthecultivationoftalent,effortstoincreasevocationaleducationandtrainingandmeetthebasicdemandofenterprisedevelopmentThenintroducedanumberofthecountyneededscarceeducation,healthprofessionals,meetsocialdevelopmentneedstoinvestmoreinmachinery,pharmaceuticalmanufacturingresearchanddevelopmentinhighereducation,suchastheintroductionoftalenttomeettheneedThird,wemustrelyonPostdoctoralworkstation,Foodresearchstationplatform,totheXXUniversitytofindexperts经理级以上人员的用工申请单须经总监级以上人员审批生效。总监级以上人员的招聘须经总经理级以上人员审批方为有效。招聘计划的制定:须根据待招聘人员的工作特征与各种招聘途径的特点制定合适的招聘计划。从招聘途径来看一般分内部招聘和外部招聘。一般情况下基层管理人员和技术人员均应优先从内部招聘内部招聘不能满足要求时再考虑外部招聘。内部招聘方式:通过内部晋升、工作调换、工作轮换、人员竟聘等方法从企业内部人力资源储备中选拔出合适的人员补充到空缺或新增的岗位。内部竟聘程序为:)人资部发出招聘广告)应聘者征得所在部门负责人同意后到人资部填相关应聘资料并参加初试:)合格者由人资部联系用人部门复试)复试合格后由拟录取部门开立《异动审批单》并经原部门和计划录取部门签核)按审批权限呈公司领导审批。)批准后通知相关部门完成调动。外部招聘方式有:通过网站进行招聘网站如智通招聘网、卓博人才网、中国人才热线等发布招聘信息参加各种现场招聘会通过员工介绍、人力资源中介公司介绍等对于高级管理人才及高级技术人才可通过猎头顾问公司进行招聘。对招聘对象及各种招聘方式进行综合分析比较后制定切实可行的招聘策略与招聘计划。如确定招聘信息的发布渠道、招聘小组的组成、初试时间、复试时间、招聘费用预算等。招聘的实施阶段招募阶段:主要是通过前期分析所确定的招聘策略和招聘计划将招聘信息通过各种渠道向公司内外界发布尽可能吸引较多的应聘者前来公司面试。招聘的选择阶段:在吸引了众多的应聘者之后必须使用各种方式从中
