See story on page 5. By CHEN JIA and WANG XIAOTIAN The banking sector remains largely healthy, and market-oriented reform will be continued prudently, fi nance offi cials said. Banks are also seeking opportunities to further expand business overseas as the yuan increasingly becomes a global currency. “The banking system’s risk is under control and the non-performing loan ratio, 0.97 percent, is low,” Shang Fulin, chairman of the China Banking Regu- latory Commission, said at a news conference on Sunday during the 18th National Congress of the Communist Party of Chi- na. Bank lending is not con- centrated on any high-risk investment projects, and most of the loans have mortgage guarantees, Shang said. Sound earnings and the prevention of risk is the basis for domestic banks, he said. Total debts will rise from 191 percent of GDP at the end of 2011 to 206 percent by the end of this year, according to a report by Standard Chartered Bank. Th e report also said that the country will have pub- lic debt at 58 percent of GDP by the end of 2012. Consumer debt will stand at 19 percent of GDP, and corporate debt at 128 percent. Zhou Xiaochuan, gover- nor of the People’s Bank of China, urged alertness to potential risks, especially shadow banking, as banks diversify fi nancial products and services. Shadow banking, as the name suggests, mainly refers to credit access out- side the regular system. China’s power consumption growth has been slowing as the economic downshift sapped factory activity and industrial output. Th e country’s total electricity consumption rose 11.7 percent year-on-year to 4.69 trillion kWh in 2011. Country to launch manned spaceship China plans to launch another manned spacecraft , Shenzhou X, in June 2013, a lead space program offi cial said on Saturday. Broadcast professor dies Zhang Song, a professor who set up guidelines for Chinese television and radio anchors died at the age of 76, on Saturday in Beijing. Zhang died of esophagus cancer. Zhang established theories for presenting TV and radio programs, and taught practical skills for anchors, such as correct pronunciation and how to prepare lines before a show. SICHUAN Magnitude-4.0 quake hits province A magnitude-4.0 earthquake hit Longchang county in the city of Neijiang in Sichuan province at 10:19 pm on Saturday, said the China Earthquake Network Center. Th e epicenter was monitored at 29.3 degrees north latitude and 105.2 degrees east longi- tude with a depth of 10 km, according to the CENC. HEILONGJIANG Migrants’ children get more rights Heilongjiang province has become the fi rst province in the country to allow the children of migrant workers to take part in the national college entrance examina- tion. Provincial educational authorities said in an online notice that students who don’t have permanent residential permits for the province will be able to sit for the 2013 col- lege entrance examination. Survey conducted of Siberian tigers Authorities in Heilongjiang province are conducting a survey to fi nd the exact num- ber of endangered Siberian tigers as their numbers may have increased. Sun Haiyi, deputy director of the Wild Animals Research Institute of Heilongjiang, said the prov- ince had set up more than 20 monitoring sites. According to a survey taken in 2006 and 2007, Heilongjiang has about 12 wild Siberian tigers. A Ponzi scheme is a fraudu- lent investment operation that pays returns to investors from their own money or the money paid by subsequent investors. Chinese banks are also priming themselves to steadily expand international business as the yuan becomes more of a global currency. Industrial and Commer- cial Bank of China plans to increase the number of inter- national branches as it focuses on mergers and acquisitions to become a multinational group, Jiang Jianqing, the bank’s chairman said. Th e lender is the world’s largest in terms of market value. “The growth in the over- seas market is even faster than domestic business,” Jiang said. Th e bank, he said, has earned $864 million from its overseas operations in the fi rst half of this year. Singles’ Day promotions draw in shoppers By CHEN LIMIN in Hangzhou chenlimin@chinadaily.com.cn Nicholas Qiu, a salesman in Qingdao, Shandong province, does not usually count himself as a diehard online shopper, but he was on Sunday. The 33-year-old stayed up until 2 am, trawling the Inter- net to buy clothes being sold at half-price before they could be snapped up by other shoppers. He ended up spending more than 4,300 yuan ($690) for three overcoats and a set of cutting tools. Many of his friends were even “crazier”, he said. Tens of millions of Internet users like Qiu took advantage of the half- price promotion, initiated by the e-commerce giant Alibaba Group on Sunday, Nov 11, which is known as Singles’ Day in China, and is the Chinese answer to Cyber Monday in the United States. By 7 pm on Sunday, 14.1 bil- lion yuan of transactions were made on Tmall and Taobao, the two online shopping websites of Alibaba. Th at could make Singles’ Day the biggest e-commerce sales day on record. The research company comScore said US online retailers saw $1.25 bil- lion of sales during last year’s Cyber Monday, the day after Th anksgiving weekend and the busiest day for online retailers as US shoppers start to prepare for Christmas. Singles’ Day originated with university students, and was later adopted by e-commerce companies as a promotional opportunity. The name Singles’ Day is inspired by the date — Nov 11. When the date is written numerically, the singular dig- its are said to represent single people. E-commerce companies, including Jingdong Mall and Amazon China, also took part in the promotion. “In the past, people only shopped online occasionally, but now, online shopping is a lifestyle embraced by many,” said Zhang Yong, Tmall president. In the fi rst 30 minutes of the promotion, 930 million yuan worth of sales were made by Taobao and Tmall — more than the total retail sales in Hong Kong per day in August. In less than 14 hours, the sales hit 10 billion yuan, exceeding what Cyber Monday registered last year.
