The banking sector
remains largely healthy, and
market-oriented reform
will be continued prudently,
fi nance offi cials said.
Banks are also seeking
opportunities to further
expand business overseas
as the yuan increasingly
becomes a global currency.
“The banking system’s
risk is under control and
the non-performing loan
ratio, 0.97 percent, is low,”
Shang Fulin, chairman of
the China Banking Regu-
latory Commission, said
at a news conference on
Sunday during the 18th
National Congress of the
Communist Party of Chi-
na.
Bank lending is not con-
centrated on any high-risk
investment projects, and
most of the loans have
mortgage guarantees,
Shang said.
Sound earnings and the
prevention of risk is the
basis for domestic banks,
he said.
Total debts will rise from
191 percent of GDP at the
end of 2011 to 206 percent
by the end of this year,
according to a report by
Standard Chartered Bank.
Th e report also said that
the country will have pub-
lic debt at 58 percent of
GDP by the end of 2012.
Consumer debt will
stand at 19 percent of GDP,
and corporate debt at 128
percent.

China, urged alertness to
potential risks, especially
shadow banking, as banks
diversify fi nancial products
and services.
Shadow banking, as the
name suggests, mainly
refers to credit access out-
side the regular system. In
China, it usually involves
wealth management prod-
ucts, underground fi nance
and off-balance-sheet
lending.
“Shadow banking is
inevitable when banks are
developing their business,”
Zhou said. “But there are
fewer problems here than
the shadow banking sector
in some developed coun-
tries that have been hit by
the global fi nancial crisis.”

Power usage to
double by 2020
China’s total power
consumption is estimated
to double by 2020, said Liu

of China on Saturday. China’s
power consumption growth
has been slowing as the
economic downshift sapped
factory activity and industrial
output. Th e country’s total
electricity consumption rose
11.7 percent year-on-year to
4.69 trillion kWh in 2011.
Country to launch
manned spaceship
China plans to launch
another manned spacecraft ,
Shenzhou X, in June 2013, a
lead space program offi cial
said on Saturday. Th e crew
may include two male astro-
nauts and a woman, who will
enter the Tiangong 1 space
lab module, said Niu Hong-
guang, deputy commander-
in-chief of China’s manned
space program.
Fewer accident
deaths in 2012
Th e number of deaths,
caused by accidents in
the fi rst 10 months of the
year dropped 13.7 percent
year-on-year, the State
Administration of Work
Safety said on Sunday.
Meanwhile, the number
of accidents declined 14.1
percent from the same period
last year, data released on
the administration’s website
showed.
China to be largest
robot consumer
Demand for industrial robots
is predicted to hit 32,000
units by 2014 making China
the world’s largest robotics
consumer. According to the
International Federation of
Robotics, the sector’s tech-
nology and production has
gained momentum amid
higher labor costs and China’s
eff orts to restructure its eco-
nomic growth pattern and
improve energy effi ciency.
100 billion yuan
for subways
Chen Gang, vice-mayor of
Beijing, said the capital city
will invest 100 billion yuan
($15.9 billion) to build more
subways in the future. Th e
increase in investment will be
used to construct 200 km of
subway lines. Th e city aims to
expand the total length of its
subway network to 660 km by
the end of 2012, Chen said.

drama award
Chinese Nobel laureate Mo
Yan has won a Golden Lion
award, for his play Our Jing
Ke, on Sunday. Our Jing Ke is
a retelling of the story of Jing
Ke, an assassin famous for his
failed attempt to kill a king
who later become China’s fi rst
emperor more than 2,000
years ago.

professor dies
Zhang Song, a professor who
set up guidelines for Chinese
television and radio anchors
died at the age of 76, on
Saturday in Beijing. Zhang
died of esophagus cancer.
Zhang established theories
for presenting TV and
radio programs, and taught
practical skills for anchors,
such as correct pronunciation
and how to prepare lines
before a show.

Magnitude-4.0
quake hits province
A magnitude-4.0 earthquake
hit Longchang county in the
city of Neijiang in Sichuan
province at 10:19 pm on
Saturday, said the China
Earthquake Network Center.
Th e epicenter was monitored
at 29.3 degrees north latitude
and 105.2 degrees east longi-
tude with a depth of 10 km,
according to the CENC.

Migrants’ children
get more rights
Heilongjiang province has
become the fi rst province
in the country to allow the
children of migrant workers
to take part in the national
college entrance examina-
tion. Provincial educational
authorities said in an online
notice that students who don’t
have permanent residential
permits for the province will
be able to sit for the 2013 col-
lege entrance examination.
Survey conducted
of Siberian tigers
Authorities in Heilongjiang
province are conducting a
survey to fi nd the exact num-
ber of endangered Siberian
tigers as their numbers may
have increased. Sun Haiyi,
deputy director of the Wild
Animals Research Institute of
Heilongjiang, said the prov-
ince had set up more than 20
monitoring sites. According
to a survey taken in 2006 and
2007, Heilongjiang has about
12 wild Siberian tigers.

Newly founded city
builds desalinator
Construction of a desalinator
began in the city of Sansha on
Saturday. Th e project, which
is expected to process 1,000
cubic meters of seawater
daily upon its completion by
December 2013, will sup-
ply water for residents of
Yongxing Island, where the
municipal government is
seated. Currently, the island’s
residents rely heavily on water
that is transported onto the
island.

Policy leads to
divorce boom
Th e number of couples fi l-
ing for divorce each day in
Guiyang, capital of Guizhou
province, has increased fi ve-
fold since a property policy
took eff ect in October. Th e
policy stipulates that a house-
hold can apply for land area
of no more than 130 square
meters for housing construc-
tion. Newly divorced couples
can each apply for 130 sq m of
land and then re-marry, dou-
bling their property .
HUBEI
Further protection
for porpoises
Scientists on Sunday began a
survey of endangered fi nless
porpoises in the country’s
largest river Yangtze. Th e
40-day survey, starting in
Wuhan, will track the por-
poises using sonar systems
along the middle and lower
reaches of the river, collecting
data on the species’ popula-
tion that will assist in forming
future protection policies.

Taiwan, mainland
hold seminar
Taiwan and the Chinese
mainland have held a joint
seminar on Sun Yat-sen
and his wife Soong Ching
Ling in Taipei. Th e seminar
was held at the Sun Yat-sen
Memorial Hall on Sunday
in Taipei. Six scholars from
the mainland and nine from
Taiwan submitted a total of
11 research papers on Sun
and Soong.

China, said that shadow bank-
ing was like a Ponzi scheme.
A Ponzi scheme is a fraudu-
lent investment operation that
pays returns to investors from
their own money or the money
paid by subsequent investors.
Chinese banks are also
priming themselves to steadily
expand international business
as the yuan becomes more of a
global currency.
Industrial and Commer-
cial Bank of China plans to
increase the number of inter-
national branches as it focuses
on mergers and acquisitions to
become a multinational group,
Jiang Jianqing, the bank’s
chairman said. Th e lender is
the world’s largest in terms of
market value.
“The growth in the over-
seas market is even faster than
domestic business,” Jiang said.
Th e bank, he said, has earned
$864 million from its overseas
operations in the fi rst half of
this year.
As Chinese banks expand
overseas, the central bank is
pushing direct transactions
between the yuan and other
currencies to facilitate cross-
border trade and investment.
The Reserve Bank of Aus-
tralia is in currency talks with
the central bank to start direct
trade between the Australia
dollar and the yuan, “which
is a good thing and the two
central banks will fully support
it”, Zhou said.
According to the Society for
Worldwide Interbank Finan-
cial Telecommunication, the
international payment plat-
form, the number of countries
and regions processing yuan
payments grew to 91 in June
from 65 a year earlier, while
institutions processing such
payments increased to 983
from 617 during the same
period.
Hong Kong contributed
around 80 percent of yuan
payments in the first eight
months of 2012.
An HSBC survey showed
that 77 percent of Chinese
companies expected one-third
of all Chinese trade to be con-
ducted in yuan by 2015, and 30
percent plan to use the curren-
cy for investment-related pur-
poses in the next 12 months.

Singles’ Day promotions draw in shoppers

Nicholas Qiu, a salesman in
Qingdao, Shandong province,
does not usually count himself
as a diehard online shopper, but
he was on Sunday.
The 33-year-old stayed up
until 2 am, trawling the Inter-
net to buy clothes being sold at
half-price before they could be
snapped up by other shoppers.
He ended up spending more
than 4,300 yuan ($690) for three
overcoats and a set of cutting
tools.
Many of his friends were
even “crazier”, he said. Tens of
millions of Internet users like
Qiu took advantage of the half-
price promotion, initiated by
the e-commerce giant Alibaba
Group on Sunday, Nov 11,
which is known as Singles’ Day
in China, and is the Chinese
answer to Cyber Monday in the
United States.
By 7 pm on Sunday, 14.1 bil-
lion yuan of transactions were
made on Tmall and Taobao, the
two online shopping websites
of Alibaba.
Th at could make Singles’ Day
the biggest e-commerce sales
day on record. The research
company comScore said US
online retailers saw $1.25 bil-
lion of sales during last year’s
Cyber Monday, the day after
Th anksgiving weekend and the
busiest day for online retailers as
US shoppers start to prepare for
Christmas.
Singles’ Day originated with
university students, and was
later adopted by e-commerce
companies as a promotional
opportunity.
The name Singles’ Day is
inspired by the date — Nov
11. When the date is written
numerically, the singular dig-
its are said to represent single
people.
E-commerce companies,
including Jingdong Mall and
Amazon China, also took part
in the promotion.
“In the past, people only
shopped online occasionally,
but now, online shopping is a
lifestyle embraced by many,” said
Zhang Yong, Tmall president.
In the fi rst 30 minutes of the
promotion, 930 million yuan
worth of sales were made by
Taobao and Tmall — more
than the total retail sales in
Hong Kong per day in August.
In less than 14 hours, the sales
hit 10 billion yuan, exceeding
what Cyber Monday registered
last year.
Alibaba began to hold Sin-
gles’ Day promotions in 2009,
and last year, its transactions
totaled 5.2 billion yuan.
