TheWhiteHouseandNationalScienceFoundationAnnounceNewWorkplaceFlexibilityPoliciestoSupportAmerica’sScientistsandTheirFamilies:PMConferenceCallwithTinaTchen,JohnPHoldren,andSubraSureshToday,WhiteHouseCouncilonWomenandGirlsExecutiveDirectorTinaTchen,WhiteHouseOfficeofScienceandTechnologyPolicyDirectorJohnPHoldren,andNationalScienceFoundation(NSF)DirectorSubraSureshannouncedthe―NSFCareerLifeBalanceInitiative,‖ayearplantoprovidegreaterworkrelatedflexibilitytowomenandmeninresearchcareersAmongthebestpracticesthatNSFwillexpandFoundationwide,areonesthatwillallowresearcherstodelayorsuspendtheirgrantsforuptooneyearinordertocareforanewbornornewlyadoptedchildorfulfillotherfamilyobligationsmaximizingcurrentpolicytofacilitatescientists’reentryintotheirprofessionswithminimallossofmomentum―Jumpstartinggirls’interestinscience,technology,engineeringandmaththesocalledSTEMsubjectsandboostingthepercentageofwomenemployedinscienceandengineeringisnotjusttherightthingtodobutisalsothesmartthingtodoforAmerica’sfutureandtheeconomy,‖saidTinaTchen―Toomanyyoungwomenscientistsandengineersgetsidetrackedordroptheirpromisingcareersbecausetheyfindittoodifficulttobalancetheneedsofthosecareersandtheneedsoftheirfamilies,‖saidSubraSuresh―Thisnewinitiativeaimstochangethat,sothatthecountrycanbenefitfromthefullrangeanddiversityofitstalent‖Latertoday,FirstLadyMichelleObamawillspeakataWhiteHouseeventabouttheimportanceofsupportingandretainingwomenandgirlsinSTEMcareersAtthisEastRoomevent,theNSFwilldiscusstoday’sannouncementaboutretainingwomeninSTEMfieldsTuneintowwwwhitehousegovlivetojointheeventliveatpmEDT―Ifwe’regoingtooutinnovateandouteducatetherestoftheworld,we’vegottoopendoorsforeveryone,‖saidMrsObama―Weneedallhandsondeck,andthatmeansclearinghurdlesforwomenandgirlsastheynavigatecareersinscience,technology,engineeringandmath‖NSFwhichistheleadingsourceofFederalgrantsformanyfieldsofbasicresearchcrucialtoUStechnologydevelopmentandjobcreation,includingcomputerscience,mathematics,andthesocialsciencesisalsocallinguponuniversitiesandresearchinstitutestoadoptsimilarpoliciesfortheiremployeesandgranteesWomentodaycurrentlyearnofPhD’sinSTEMfields,butmakeuponlyoftenuretrackfacultyinthosefieldsReducingthedropoutrateofwomeninSTEMcareersisespeciallyimportantinthequestforgenderequalitybecausewomeninSTEMjobsearnpercentmorethanthoseinnonSTEMoccupationsandthewagegapbetweenmenandwomeninSTEMjobsissmallerthaninotherfieldsNSFhaslaunchedtargetedworkplaceflexibilityeffortsinthepast,butthenewinitiativeisthefirsttobeappliedFoundationwidetohelppostdoctoralfellowsandearlycareerfacultymembersmoreeasilycarefordependentswhilecontinuingtheircareersThenewinitiativewillofferacoherentandconsistentsetoffamilyfriendlypoliciesandpracticestohelpeliminatesomeofthebarrierstowomen’sadvancementandretentioninSTEMcareersItwill:Allowpostponementofgrantsforchildbirthadoption–GrantrecipientscandefertheirawardsforuptooneyeartocarefortheirnewbornornewlyadoptedchildrenAllowgrantsuspensionforparentalleave–GrantrecipientswhowishtosuspendtheirgrantstotakeparentalleavecanextendthosegrantsbyacomparabledurationatnocostProvidesupplementstocoverresearchtechnicians–PrincipalinvestigatorscanapplyforstipendstopayresearchtechniciansorequivalentstafftomaintainlabswhilePIsareonfamilyleavePublicizetheavailabilityoffamilyfriendlyopportunities–NSFwillissueannouncementsandrevisecurrentprogramsolicitationstoexpresslypromotetheseopportunitiestoeligibleawardeesPromotefamilyfriendlinessforpanelreviewers–STEMresearcherswhoreviewthegrantproposalsoftheirpeerswillhavegreateropportunitiestoconductvirtualreviewsratherthantraveltoacentrallocation,increasingflexibilityandreducingdependentcareneedsSupportresearchandevaluation–NSFwillcontinuetoencouragethesubmissionofproposalsforresearchthatwouldassestheeffectivenessofpoliciesaimedatkeepingwomenintheSTEMpipelineLeverageandExpandPartnershipsNSFwillleverageexistingrelationshipswithacademicinstitutionstoencouragetheextensionofthetenureclockandallowfordualhiringopportunitiesTheAdministrationhasbeenhighlyfocusedonthegoalofincreasingtheparticipationofwomenandgirlsinSTEMfieldsTheWhiteHousehasencouragedandcelebratedtheparticipationofgirlsandwomeninSTEMfieldsthroughinitiativeslikeEducatetoInnovate,which,amongothergoals,focusesonimprovingSTEMeducationforunderrepresentedgroups,includinggirls,andthePresident’s$billionRacetotheTopcompetition,whichrewardsstatesthatdevelopstrategiestobroadentheparticipationofwomenandgirlsandothersunderrepresentedinscienceandengineeringToachievethis,statesapplyingforthesefundsreceivecompetitivepreferenceiftheydemonstrateeffortstoaddressbarrierstofullparticipationofwomenandgirlsinthesefieldsThePresidenthasappointedastrongteamofwomenleaderstohisCabinetandWhiteHousestaff,includingseveralfemalescientistsincludingEPAAdministratorLisaJackson(anengineer),NationalOceanicandAtmosphericAdministrationAdministratorJaneLubchenco(amarinescientist),USGeologicalSurveyDirectorMarciaMcNutt(ageophysicist),andDirectoroftheDefenseDepartment’sDefenseAdvancedResearchProjectsAgency(DARPA)ReginaDugan(amechanicalengineer)TheWhiteHousehasalsobeencommittedtomakingthegovernmentamodelemployerintheareaofworkplaceflexibilityInMarchof,ThePresident’sCouncilofEconomicAdvisorsissueditsfirsteverreportontheeconomicbenefitsofworkplaceflexibility,concludingthatitstrengthensacompany’sbottomlinewhilehelpingworkersmeettheneedsoftheirfamiliesandstayintheworkforceThePresidenthostedaWhiteHouseForumonWorkplaceFlexibilityandtheDepartmentofLaborledsubsequenteffortsaroundthecountrytopromoteworkplaceflexibilityandgeneratebestpracticesintheprivatesectorTostrengthenthegovernment’spositionasamodelemployerinthisarea,thePresidentsignedtheTeleworkEnhancementAct,whichrequiresFederalagenciestotakeanumberofsignificantstepstopromotetheuseoftelework,includingappointingaseniorteleworkmanagingofficerineachFederalagencySeveralindependentorganizationsandacademicassociationstodayannouncedinitiativesincoordinationwithNSFandtheWhiteHouse,addingmomentumtoanationwideshiftthatpromisestostrengthentheUSeconomyandjobsecurityevenasitstrengthensfamiliesacrossthecountryAmongthem:TheWhiteHouseCouncilonWomenandGirlsandOfficeofScienceandTechnologyPolicyarelaunchinga―WomeninSTEMSpeakersBureau‖Designedtosparktheinterestofgirlsingradesthroughengagementwithwomenscientistrolemodelsatthetopoftheirfields,theSpeakersBureauwilldeploytopAdministrationfemaleSTEMspecialiststoroundtableswithstudentsacrossthecountryTheNationalAllianceforPartnershipsinEquitywillannounceanexpansionofitssignatureinitiative,theSTEMEquityPipeline,toprovideprofessionaldevelopmenttrainingforhighschoolandcommunitycollegefacultyandstaffinSTEMfieldsTheAssociationforWomeninScienceislaunchinganewinitiativethatbringstogetherrepresentativesfromgovernment,industry,andacademiawiththegoalofimprovingSTEMworkplacestopromotegenderequalityandretention,reentry,andretrainingforwomenTheNationalGirlsCollaborativeProjectwillannouncetheFabFemsProjecttopromotecareerdevelopmentforyoungfemaleSTEMstudentsthroughanonlinenetworkingplatformthatwillincludefemaleeducatorsandprofessionalsinSTEMfieldsTheAmericanAssociationofUniversityWomenwillannouncetheexpansionofsuccessfulregionalprogramsaimedatengaginggirlsinSTEMsubjectstoanationallevelTheAssociationofAmericanUniversitiesandtheAssociationofPublicLandgrantUniversitieswillcommittolookingforwaysthatthemanyinstitutionstheyrepresentcandomoretodevelop,support,andpromotemoreflexibleworkandlearningenvironmentsforthoseinSTEMandotherdisciplines
