本报讯 邬晶晶 记者李桂东报道 安源区供电公司自8月3日开始开展为期一周的 本报讯 邬晶晶 记者李桂东报道 安源区供电公司自8月3日开始开展为期一周的“查隐患、反违章”安全整治活动，集中查处、整顿安全隐患，提高人身安全意识，以确保电网安全稳定运行。 据悉，该活动以防止人身伤害事故、人员责任事故为中心，以“查规章 制度 关于办公室下班关闭电源制度矿山事故隐患举报和奖励制度制度下载人事管理制度doc盘点制度下载 建设、查安全生产隐患、查现场违章行为”为主要内容，重点对违章建筑、违章施工、违章开发造成的安全隐患进行排查、疏理，根据查找的问题制定出科学合理、操作性强的整改措施。为切实有效地开展好这项活动，该公司专门成立了领导小组和工作小组，检查和监督此项活动的进展情况，并将定期对各单位的活动开展情况和现场作业进行指导、检查和考核。同时，还要求各单位以此次活动为契机，积极开展安全生产规章制度梳理工作，健全和完善安全生产规章制度体系，进一步落实安全生产责任制，切实完善生产管理流程建设，确保安全生产可控、在控、能控。 9月22日，河南省电力公司在调度例会上要求，认真落实安全责任，深入开展“反违章”活动，扎实开展秋季安全生产大检查，巩固安全生产稳定局面，确保全年安全目标的实现。系统各单位积高度重视，认真落实安全责任，通过自查自纠、互查互纠、现场检查等手段，找出“反违章”工作中的薄弱环节、差距和不足，加大“反违章”力度，并以秋季安全大检查为契机，对本单位的各项安全措施进行全面检查。 录音笔“执法”施工现场 9月23日，河南信阳供电公司在对配电服务中心进行秋季安全大检查时，集中各班组的录音笔，检查班组安全活动开展情况。 信阳公司配电服务中心承担着市区配电网络的运行维护、抢修服务、配网建设、供电抢修服务等工作，由于该市配电网络较为薄弱，在负荷高峰或恶劣天气下故障较多，抢修保电任务十分艰巨，而这些工作大部分是突发性，点多线长面广，安全人员很难保证在各个作业点同时实施安全监察。在优质服务压力下，工作人员为尽快恢复供电或图省事，极易犯经验主义错误，在失去监督的情况下，忙里取巧，省略某些安全工作环节，现场勘察不细，危险点交待不清，造成习惯性违章，形成安全隐患。 为解决这一问题，信阳公司为配电服务中心每个工作小组配备了一个录音笔，将由人检查监督改为机器“执法”，要求录制每项作业过程，每月再将录音集中检查评比，现场安全程序是否走完，是否符合《电力安全工作规定》，铁证如山，并随时可以查验。这样一来，违章现象大大减少，配电服务中心连年被信阳公司评为安全管理先进单位，5个班组多年来一直是该公司的无违章班组，事故抢修班今年还被河南公司评为“安全生产先进班组”。 曝光违章行为 结合施工班组专业特点，驻马店供电公司针对性地抓好安全生产反违章工作，推出违章行为曝光制度。9月15日至23日，该公司累计曝光违章人员9人次，罚款2300元。 驻马店公司把反违章活动的重点放在一线施工班组，针对施工班组的工作特点，把开展危险点分析与反违章活动紧密结合起来，把危险点和现场作业人员行为牢牢控制在有效的安全措施之中，在安全生产中筑起一道牢靠的安全防火墙。该公司在重点查纠行为违章、管理a fine of 100 Yuan. 7.5.3 accident penalties (1) injuries fatalities directly punished 1~2 million. Eight, should perform in the construction standards and specifications, serial number a 1 GB3323-2005 steel fusion welded butt joints, welding engineering-Ray lighting and quality rating of 2 GB11345-89 steel welds manual methods of ultrasonic inspection and testing results for grade 3 GB50236-2002 industrial pipe welding engineering code for construction and acceptance of field equipment 4 HGJ222-92 technical specification for welding of aluminium and its alloys 5 low temperature steel welding procedure 6 SH3525-2004 petrochemical JB/ T4708-2000 of welding procedure qualification for steel pressure vessels 7 JB/4709-2000 8 JB4730-2005 pressure vessel 全社会政治、经济和文化生活的主题之一。重视和实现安全生产，必须有强烈的安全意识。俗话说:“思想不牢，地动山摇”，只有从讲政治和“三个代表”的高度来认识安全生产的重要性，有高度的安全意识，才能真正做好安全工作，实现安全生产;只有加强对有关安全生产法律、法规和安全生产知识的宣传，提高职工的安全生产意识，生产经营单位对从业人员进行安全生产教育和培训，保证从业人员具备必需的安全生产知识，熟悉有关的安全生产规章制度和安全操作规程，掌握本岗位的安全操作技能;只有增强全体公民特别是从业人员的安全意识，增强事故预防和应急处理能力，安全生产才能得到普遍的和高度的重视，极大地提高全民的安全素质，使安全生产变为每个公民的自觉行动，从而为实现安全生产形势的根本好转奠定深厚的思想基础和群众基础。 (二)安全投入在先 生产经营单位必须具备法定的安全生产条件，必须有相应的资金保障，安全投入是生产经营单位的“救命钱”。一些生产经营单位特别是非国有生产经营单位重效益轻投入，其安全投入较少或者严重欠帐，因而导致安全技术装备陈旧落后，不能及时地得到更新、维护，这就必然使许多不安全因素和事故隐患不能及时发现和消除，防灾抗灾能力下降，引发事故。要预防事故，必须有足够的、有效的安全投入。不能依法保障安全投入的，生产经营单位的决策机构、主要负责人或者个人经营的投资人将承担相应的法律责任。 (三)安全责任在先 实现安全生产，必须建立健全各级人民政府及其有关部门和生产经营单位的安全生产责任制，各负其责，齐抓共管。国家法律赋予了政府、有关部门、生产经营单位及其从业人员各自的职权、权利的同时也落实了安全责任，这是实现预防为主的必要措施。通过明确安全责任来促使他们重视安全生产工作，加强领导。《安全生产法》第八条规定:“国务院和地方各级人民政府应当加强对安全生产工作的领导、支持和督促。各有关部门依法履行安全生产监督管理职责”。《安全生产法》第五条还规定:“生产经营单位的主要负责人对本单位的安全生产工作全面负责”。明确了应当履行的6项职责，这是为了增强各有关部门及其工作人员和生产经营单位主要负责人的责任感，切实履行自己的法定职责。 (四)建章立制在先 预防为主需要通过生产经营单位制定并落实各种安全措施和规章制度来实现。“没有规矩，不成方圆”，生产经营活动涉及安全的工种、工艺、设施设备、材料和环节错综复杂，必须制定相应的安全规章制度、操作规程，并采取严格的管理措施，才能保证安全。安全规章制度不健全或废弛，安全管理措施不落实，势必埋下不安全因素和事故隐患，最终导致事故。因此，建立规章制度是实现预防为主的前提条件，对生产经营单位建立健全和组织实施安全生产规章制度和安全措施等问题，是生产经营单位必须遵守的行为规范。 (五)隐患预防在先 预防为主，主要是为了防止和减少生产安全事故。无数案例证明，80%以上的生产安全事故是人为原因造成的，属于责任事故。在一般情况下，大部分事故发生前都有不安全隐患，如果事故防范措施严密，从业人员尽职尽责，管理到位，都能够使隐患得到及时消a fine of 100 Yuan. 7.5.3 accident penalties (1) injuries fatalities directly punished 1~2 million.
