摘 要
近年来,眼镜产业已继铜产业之后逐步发展成为鹰潭的区域特色产业,且正
在逐步形成中心集聚、辐射周边的专业化眼镜协作生产的产业体系。本文根据有
关文献资料、统计资料及网站资料,分析了我国眼镜产业的发展现状。改革开放
以来,我国眼镜产业发展迅速,产业竞争力迅速提升,在国际眼镜行业占有十分
重要的地位。鹰潭眼镜产业历史悠久,在眼镜产业巨大市场潜力和持续快速增长
形势下,鹰潭眼镜产业既面临着难得的发展机遇,也面临行业巨大竞争压力的挑
战。通过 SWOT分析框架,本文对鹰潭眼镜产业面临的内外部因素进行详尽和客
观的评析,提出了鹰潭眼镜产业发展思路和对策。
1、鹰潭眼镜产业的发展优势是:鹰潭眼镜销售商中有不少人有回乡投资的愿
望;区位优势明显、发展空间大、信息渠道广阔、产业基础良好等承接眼镜产业
转移的优越条件。发展的劣势是:入驻企业数量少、企业规模小,缺乏龙头企业;
生产基础不扎实,产业链不完整;科技人才短缺,产品档次偏低、没有形成区
域
品牌;物流不够发达、眼镜市场逐步萎缩;企业管理水平不能完全适应企业发展
的要求;银行门槛过高,企业融资困难;配套发展扶持政策尚未建立。
2、鹰潭市眼镜产业发展面临的机遇是:沿海眼镜产业的转移;中部地区加快
发展的总体趋势。面临的挑战是:眼镜产业转移承接地区之间的竞争。
3、鹰潭眼镜产业的发展思路是:树立和落实科学发展观,走新型工业化道路;
坚持扶优扶强,壮大优势骨干企业;以工业园区为载体,培植新的增长点;以项
目和招商引资为抓手,推动企业技术进步和产业升级;发挥比较优势,优化产业
布局,推动产业集聚,做大产业总量,提升产业水平,做到强化优势,成龙配套,
产销对接,集聚成势,实现眼镜产业的跨越发展,力争用 10年时间使鹰潭成为中
国重要的眼镜生产和销售基地。
4、鹰潭眼镜产业的发展对策是:一是建立政府支持体系。着力发挥政府职能,
积极进行产业引导;构建支持眼镜产业发展的社会公共服务平台;大力招商引资,
形成集聚效应。二是培育市场服务体系。培育中介服务组织;拓展金融服务渠道;
建立物流服务体系;整顿繁荣眼镜市场。三是完善技术开发体系。推进企业
技术
创新;建立创业服务中心;积极培育技术人才;促进校企联合、实现资源共享。
四是构建区域品牌创建体系。弘扬眼镜文化,加大宣传力度;树立区域品牌,

育区域诚信文化;实现群内企业联合,建立竞争合作机制。五是创建技术学习
机
制。加大 R&D投入,促进集群技术能力的增长;打造优秀企业家队伍,提高集

In recent years, the eyeglasses industry is growing into one of Yingtan’s supporting
industries with its regional characteristic following copper industry. In fact, it is
developing into an industrial system of professional glasses collaborative production
which extends to the surrounding areas. Since the open-up policy, eyeglasses industry in
China has boomed with its competitiveness fast increasing and has played an important
role in international eyeglasses industry. With its long history behind, and boosted by
the great market potential and sustained fast development, Yingtan’s eyeglasses industry
is enjoying an unprecedented opportunity of development while facing severe
challenges due to competitions from inside the industry. Through SWOT analysis
framework, this paper, based on relevant literature, statistics and internet information,
gives a detailed and objective explanation of the inner and outer factors confronting the
eyeglasses industry of Yingtan and puts forward some practical proposals and strategies
for the development of this industry in the region1. Yingtan’s eyeglasses industry enjoys a number of advantages including the
desire of many opticians to return and invest in the hometown, apparent regional
advantages, broad information channels, solid industrial foundation, etc. However, it
also faces such disadvantages as the restricted number of enterprises of small scale, lack
of leading enterprises, unsolid producing foundation, incomplete industry chain, brain
shortage, want of regional brand, weak logistics, dwindling market, failure of
enterprises’ management level to meet the demand of their own development, funding
difficulties, want of supporting policy from the government, etc2. Opportunities for the development of Yingtan’s eyeglasses industry include the
shift of eyeglasses industry from the coastal area to inland China, the quickening
development trend of the mid- and eastern China. Meanwhile, in the process of the
shifting of the eyeglasses trade there exist severe challenges between different regions3. In order to develop Yingtan’s eyeglasses industry, there are many tasks to be
completed. For example, it is important to establish and carry out a scientific
development view, to strengthen the development of the strong and promising
enterprises, to cultivate new growing point by depending on the industrial parks, to
upgrade the industry and to promote technological innovation by inviting more
investment through various projects and so on
4. The following five strategies should be followed to develop Yingtan’s eyeglasses2 trade. First, a government supporting system is to be established so as to give full play
to the government functions, to guide the industry, to build a public social service
platform so that more investment will be attracted. Secondly, a market service system
must be nurtured including service agents, more financial service channels, better
logistic system, etc. Thirdly, the technology development system is to be improved to
encourage technological innovations, to cultivate more talents and to achieve resources
sharing between universities and enterprises. Fourthly, a system to establish a regional
brand is to be founded so as to spread eyeglasses culture and to set up a competing and
cooperating system inside the industry. Finally, a mechanism for learning technology is
to be built in order to increase investment in R&D, to train more outstanding
entrepreneurs and to improve the image of the industry
