Implementation Plan (General) for BBS Backbone Project To ZTE and BBS, This general implementation plan for the BBS backbone project was made and based on the current available information of the project. The detailed plan will be prepared and updated once we get more information. Please kindly notice that this general version of implementation plan is just for reference only. 1. Company background SCTCC is short for Sichuan Telecom Construction and Engineering Co., Ltd. ? Founded in 1953 by government, Chengdu based. ? Formed and sponsored by Sichuan Telecom Enterprises Group and Sichuan Telecom Company ? A Class enterprise of post and telecommunication engineering ? One of the 50 top enterprises of Sichuan provincial integrated construction ? Engaged in multinational business on telecommunication construction Welcome to 2. Overview of our route for Phase 1 The following chart is an overview of our route for phase one; it passes these cities, Bujumbura, Mwaro, Gitega, Karuzi, Muyinga, and Kobero the No.4 international gateway. The total route is marked by wide blue lines. The route passes mountainous area located from Bujumbura to Mwaro, and the tough stone area located nearby Gitega route, for theses two areas which will be difficult and take plenty of time. The total length of the backbone route for Phase one under our contract is 226km. Organizational structure We are going to set up three project offices for the project execution. The four offices are based in Bujumbura, Gitega and Muyinga. The chart as flowed: Note: the construction team will be lead by local supervisors, and it is adjustable, more or less, in accordance to the construction. 4. Staffing structure In accordance of the organizational structure, we prepare our main staffing structure shown as the followed chart: Staffing structure in project office Staffing structure in construction team Note: averagely we calculate that 5m trench should be done one person/day. Normally and averagely, one team with 45 labors can finish 45*5m=250m One project office quantity: 3 teams*250m=750m/day 5. Schedule for the project Schedule for setting up the project offices The first office will be Bujumbura HQ and we will also use it as our Bujumbura project office which is in charge of the Bujumbura to Mwaro backbone section. In consideration of the convenience of construction equipment, personnel and the communication and coordination etc, we plan to start from Bujumbura. The second office will be Gitega and Muyinga project office few days later when the project starts. Note: the time to set up Gitega and Muyinga project offices could be adjustable, early or late, in consideration of the preparation for project from three sides, SCTCC, ZTE or BBS. Schedules for the project execution The project execution schedules are made upon the client’s requirement for half a year duration for construction. The actual duration was made upon 7 months, it’s more due to the rainy season is coming on February and it lasts to June, not to mention there will be unpredictable sectors which will delay the project. The following chart is general schedules for the execution of the main work, route survey, digging; duct/cable laying, backfilling, splicing and other work load. Time schedule as followed: Remark, in consideration of the following reasons, the execution duration will be delayed and postponed. 1.Rainy season, from February to May, most of the time cannot work. 2.Compensation issues which will stop or delay the work, not solved in time by BBS. 3.Necessary materials, such as optical fiber cable, HDPE pipe etc, cannot be prepared in time by ZTE. 4.Political issues which will stop or delay the work. 5.Confirmation for the workload is not done or delayed by supervisors from ZTE/BBS. The above implementation plan is just a general version to highlight how we are going to start the project; the detailed and final plan will be made before we start construction.
