Chinese president promotes growth at APEC meeting, meets Japanese PM 11-14-2010 07:51 BJT Special Report:President Hu Attends APEC Summit in Yokohama | Text:A A A |Email Share | YOKOHAMA, Japan, Nov. 13 (Xinhua) -- Chinese President Hu Jintao put forward a proposal for promoting economic growth in the region at the 18th Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum here on Saturday. (Xinhua/Lan Hongguang) At a separate session of business leaders, Hu urged the international community to fully appreciate the difficulties and challenges of emerging markets while acknowledging their contribution to world development. China is firmly committed to peaceful development, and strives for common development of all nations while pursuing its own, he said. The Chinese president also met Japanese Prime Minister Naoto Kan on the sidelines of the APEC meeting. PROPOSAL FOR PROMOTING GTOWTH IN ASIA-PACIFIC Hu put forward the proposal for promoting sound and fast economic growth in the Asia-Pacific region after the meeting opened in the afternoon. In the five-point proposal, Hu firstly called on the APEC economies to promote balanced growth to facilitate long-term economic development. They should should seek balanced growth both within a member economy and among all member economies, he said. "We should increase input to help developing members achieve their full potential and narrow the North-South gap," Hu said. He called on APEC members to move toward a more rational division of labor, a more balanced financial and trade structure, more efficient allocation of resources and more equitable sharing of benefits. Secondly, Hu said the APEC members should advocate inclusive growth to boost the internal dynamism of economic development. "The aim is to get people involved in development, protect their interests and enable them to benefit from development," he said. Thirdly, Hu called on the APEC members to bolster sustainable growth. He proposed that China hold the first APEC Forestry Ministerial Meeting to advance region-wide cooperation on forestry. He also called for closer cooperation on the APEC Low-Carbon Model Town Project. Fourthly, Hu said it was necessary to encourage innovative growth. The president asked the APEC members to facilitate the cultivation and movement of innovative and high-skilled people, who could provide strong human capital and scientific and technological support for economic development, and promote a shift toward innovation-driven growth. "Developed members of APEC should scale up technology transfer and help developing members build capacity for innovative growth," Hu said. Fifthly, Hu said APEC members should work to ensure secure growth to protect the results of economic development, calling for furthering exchanges and cooperation in counter-terrorism, disaster prevention and reduction, food security, energy and resources security and public health. The annual Economic Leaders' Meeting is the top decision-making body of the APEC forum. Russia's Proton-M carrier rocket blasted off from the Kazakh Baikonur space center, carrying a SkyTerra-1 mobile satellite. Russia's launch was conducted on a contract signed between Russian-US joint venture International Launch Services and Canadian MSV-Mobile Satellite Ventures. The SkyTerra 1 is produced by Boeing to provide voice and data services to cell phone users. The SkyTerra 1 and its twin SkyTerra 2 will provide the world's first commercial mobile satellite service using both space and terrestrial elements. Russia launches U.S. communications satellite, Xinhua reports Russia successfully launched a U.S. communications satellite into space on Sunday, the Federal Space Agency (Roscosmos) said. Russia's Proton-M carrier rocket with the Briz-M upper stage blasted off from the Kazakh Baikonur space center at around 8:29 p. m. Moscow time (1529 GMT), carrying a SkyTerra-1 mobile satellite, Roscosmos said. Alexander Bobrenev, spokesman of Russian state Khrunichev Space Research Center, told local media that the Briz-M upper stage with the satellite will separate from the third stage of Proton-M in 581 seconds after the lift off. After five impulses of the booster unit, the satellite will be send to 101.3 degrees west on the geostationary orbit with the orbit inclination of 51.5 degrees , Bobrenev said, adding that the whole launching period will last nine hours and 14 minutes. The 5,390-kilogram SkyTerra 1 is produced by Boeing to provide voice and data services to cell phone users. The satellite has a 22-meter L-band reflector for mobile terminal links complemented by a 1.5 meter Ku-band antenna. The SkyTerra 1 and its twin SkyTerra 2 will provide world's first commercial mobile satellite service using both space and terrestrial elements. It calls for member nations to push ahead with free trade agreements and to roll back protectionist measures put in place during the financial crisis. The host, Japanese Prime Minister Naoto Kan, announced the "Yokahama Vision" at the end of the two day meeting. The declaration resolves to develop a vast regional free trade zone, that connects major economies such as the US, China and Japan, with some of the fastest growing emerging economies, comprising the likes of Mexico, Indonesia and Thailand. Its main points include regional sustainable growth, and ensuring APEC member economies move forward with liberalization of trade and investment. Naoto Kan, Japanese Prime Minister, said, "We will move forward with trade and investment liberalization, and facilitate and promote deeper economic integration as we pursue an economically integrated community. To realize a free trade area of the Pacific, ASEAN+3, ASEAN+6 and TTP are ongoing regional efforts forming a basis, and are to be further exerted as we move forward towards the realization of the FTA." The document comes as the world is still trying to overcome a financial crisis. Some APEC leaders say the world economy is improving but is still fragile. Abhisit Vejjajiva, Thai Prime Minister, said, "Well, the global economy still has risks clearly, and the imbalances -- and we have to manage the capital flows to make sure they don't create bubbles and instability down the line. That's the way our relationship works and it works well," the prime minister said. During Cameron's visit, the two countries held several high-level dialogues on finance, education and energy. Cameron said he hopes China's fast development will drive comprehensive cooperation between the two countries. "In the argument about how to see the rise of China, I say that it is an opportunity. I choose engagement not disengagement, dialogue not standoff, mutual benefit not zero-sum game, partnership, not protectionism," he said. On his first visit to China since taking office in May, Cameron brought with him a delegation of historic scale.
