各位领导、各位代表: 我受荆门市房地产开发协会第三届理事会的委托～向大会做工作报告～请予审议。 一、协会五年工作回顾 过去的五年～是我市房地产开发行业经受严峻挑战的五年～也是我市房地产开发企业综合实力和竞争力大幅提升的五年。五年来～在市委、市政府和市房管局的正确领导下～在市民间组织管理局的重视关心下～协会紧紧围绕“加快荆门崛起～建设宜居荆门”的总体目标～开拓进取～克难奋进～顽强拼搏～房地产市场日趋活跃～房地产开发投资、新开工面积、竣工面积、销售面积连创新高～企业队伍日趋庞大～实现了“商品房供求基本平衡、结构基本合理、价格基本稳定”的开发目标～较好地发挥了“一增”,增加财政收入,“两改善”,改善城市面貌、改善居民居住环境,的作用。五年来～全市房地产开发企业完成房地产投资108.2亿元～建成商品住宅513.49万平方米～上缴利税突破40亿元大关～房地产业已成为我市国民经济的重要基础性行业～成为城市建设的主力军。 回顾5年来的历程～协会主要做了以下几个方面的工作。 ,一,认真开展调查研究～构筑政府与企业互动的平台。 随着房地产市场的迅速发展～房地产业改革和发展面临着空 前的机遇和挑战～各种新情况、新问题层出不穷。作为自律性的行业组织～协会紧紧围绕房地产发展的新情况以及出现的热点、难点等进行研究和探索～加强行业调查和政策调研力度～既当好政府部门的参谋～又当好企业的朋友。 三是针对热点问题～积极开展正确的舆论引导。5年来～随着房地产业的迅猛发展～国家出台的房地产政策越来越密集～特别是近年来国家先后出台了“国六条”、“国八条”、“国十一条”等一系列宏观调控文件。一时间～房地产市场形势急转直下～市场骤然降温。“房地产寒冬来了”、“房地产泡沫”、“楼市拐点”等各种舆论频频见诸各类媒体上～给整个行业蒙上了极大的阴影～市场观望气氛十分浓厚。部分企业对行业的发展、对市场的前景也忧心忡忡。在这样的背景下～如何帮助企业和消费者正确解读与领会中央的政策～正确分析与判断市场形势～引导舆论宣传～平缓人们的恐惧心理～显得十分重要。为此～协会一方面定期组织部分开发企业负责人召开房地产市场形势分析会～通报市场运行情况和国家宏观调控政策等方面的信息～帮助企业全面学习和领会中央的文件精神～分析当前我市房地产市场运行状况～增强开发企业的市场信心,另一方面积极与荆门日报社、荆门晚报联系开辟专栏～连篇累牍刊登有关市场分析文章～邀请有关人员开展以我市房地产市场是否存在泡沫为主题的大讨论～得出我 三是弘扬社会责任～大力塑造企业文化。面对激烈的市场竞争和地产体制改革带来的压力和挑战～协会始终着眼于提高企业核心竞争力、着眼于提高员工队伍素质、提高企业的凝聚力和向心力～提高客户的核心价值与品牌效益～积极推进企业文化建设。广大会员单位自觉地将房地产开发作为城市建设的一部分。以超前的开发理念、高效的项目运作水平和专业的开发能力践行着和谐生活～自然舒适的理想～秉承植根中国文化传统的和谐理念～逐步形成了“奋发图强、主动竞争、以人为本、回报社会”的企业精神～逐步形成了“求实创新、开拓进取、构筑精品、诚信经营”的经营管理理念和文化氛围～开启了全新阶段的品牌地产之路。几年来～涌现出了一大批纳税大户、诚信经营企业、爱心企业～受到了国家、省有关部门和市委市政府的表彰。 ,四,加强协会自身建设～不断提高服务水平。 一是加强秘书处的工作。协会制定了秘书处工作制度～强化了对秘书处日常工作的管理～并实行岗位目标责任制～不断完善激励机制和约束机制～充分调动和发挥了工作人员的积极性和创造性。 二是努力做好理事会成员的调整工作。随着房地产业的快速发展～房地产开发企业的人员不断更新～为将优秀的房地产开发企业吸引进来～截止9月份协会会员总数达到189家～累计增加会员单位117家～从而为协会的工作增添了新的活力。 三是加强了对外交流合作。为了学习先进经验～提高协会服务水平～协会从两个方面加大了行业间的学习与交流工作力度。一是本地企业间的学习与交流。先后组织五次房地产开发企业家 联谊会～交流房地产开发中的经验与体会～参观考察了本地优秀住宅小区。通过相互观摩～相互学习～为企业间的交流构建了一个良好的平台。二是本地与外地同行间的交流。5年来协会先后组织部分开发企业负责人赴上海、杭州、温州、深圳、哈尔滨、武汉、宜昌等地进行优秀楼盘的考察活动～参观考察了当地的优秀房地产开发项目～学习借鉴了兄弟城市房地产开发的先进理念和成功的开发模式～从而使参观人员开阔了眼界～受到了启发。 四是加强了财务管理。协会秘书处设立专户～配备专职人员管理财务～严格按照要求设置帐簿～编制报表～确保了会计资料的合法、真实、准确和完整～顺利通过了会计等有关主管部门的财务检查。 各位代表～当前我国房地产业正处在宏观调控的关键时期～房地产市场与房地产业生存环境发生了巨大变化～形势要求我们以创新思维思考新形势下的新问题～努力创建市场经济所需的现代行业协会。为此～今后一段时期荆门市房地产开发协会工作的总体思路是:以邓小平理论和“三个代表”重要思想为指导～深入贯彻落实国家和我省房地产的方针政策和工作部署～积极行使“提供服务、反映诉求、规范行为”基本职能～协助业务主管部门加大房地产开发行业宏观调控～抓好行业自律性服务管理～充分发挥自身优势为政府、行业与企业搞好“双向服务”～规范行业行为～维护企业权益～全面促进全市房地产业持续健康有序发展。具体来说～就是抓好以下几个方面的工作。 ,二,围绕企业诉求～强化协会服务功能。开展活动是协会的立身之本～是协会具有凝聚力、生命力的关键。协会要为行业、企业多办好事、实事～发挥在协调、沟通和服务等方面的积极作用。一是以国家产业政策为主导～利用会刊和网站及时向会员单位传递国家政策与改革信息～让企业及时了解房地产业发展的新理念和新经验。二是根据行业发展中的热点、难点问题～开展行业研讨活动～举办有针对性的专题研讨会、经验交流会、政策报告会。三是做好交流、考察与合作工作。不定期组织会员单位就
