From the total quantity aspect of land resources in our country, China occupied the third position in the whole world which follows Russia and Canada. However, the average land per person in China is not enough 12 unit of area. This quantity is insufficient 1/3 of the world. Even it is only 1/61 of Australia, one 1/49 of Canada, 1/8 of Brazil, and 1/5 of America. With the rapid development of the economy in our country, the process of urbanization is getting faster than before and the population also has a great increase. All of the reason let the land demand get more and more great. In this situation, the scarce and deficient land resources are getting more significant. Therefore, our country has implemented the strictest institution of land management from last year. The parliament of nation also made a decision about deepening the reform of land management system. Every region and department has implemented the planning which made from the Party Central Committee and The state department seriously. They are going to put each developing zone in order, fulfilling and perfecting the system of land resources management policy. All of them promoted the policy of macro regulation to be achieved. Nevertheless, the initial effects are just in its transitional stage. Due to the imperfect of the policy in our country and the government administration, huge amount of cultivated area have been occupied, construction area have been took over for use wantonly, so many problems have existed. Additionally, the law of land resources management has not been constructed perfectly .Land is beginning to be intensified. It has not got into mature. There are so many problems on the land resources management in our country. Consequently, how to develop and manage the land resources has the practical and immediate significance. This topic has very important affect on how to dispose land resources in our country efficiently, how to carry on macro control, how to let economy develop smoothly and stably, and also how to enhance people's living standard.
