All Minutes: Topic 1: Action points from last meeting Action points - WASH cluster to request ICCG/UNDP to lead the contextualisation of Cash for Work guidelines [ongoing] for Rakhine state - WASH cluster to contact Handicap International in Yangon and request guidelines/ recommendations/other Myanmar-appropriate technology for latrines in camps for persons with specific needs - WASH agencies to collaborate on strategy to identify/address at-risk dewatered ponds, and re- convene with Minister of Transport and Communications/DRD when he returns to Sittwe - Hygiene TWG to be reconvened to finalise outstanding activities in a month, led by SCi - OCHA to share numbers and locations of shelter repair activities - WASH cluster to request epidemiological data from SHD Topic 2: Ceramic water filters consultancy WASH cluster introduced Andrew Shantz, who is leading a three-month evaluation of ceramic water filters (CWF). Agencies are requested to participate in the research through participation in interviews and data collection processes. - Consortium has already done PDM, and will forward to the CWF consultant. - OXFAM is undertaking water quality testing, with surprising results, which they will forward to the consultant. They are also interested in ongoing water quality testing training for field-based staff. - IRC has distributed filters in Rathedaung for Komen emergency response, but has not yet undertaken PDM. - RI has distributed CWF in Myebon camp, but hasn’t undertaken PDM for a while. - DRC has not yet distributed any, but is very interested in the results and would make hygiene promotors available for the consultancy. - CDN has distributed CWF in camps. - ACTED is planning to use them; to be distributed in November/December. - ACF has used Strawlife in NRS, but no PDM - SI believe that usage is quite low in Sittwe, but higher in other areas. SI enumerators would also be available. Topic 3: Emergency response planning - WASH cluster notes that OCHA led a Komen Lessons Learned this week; consolidated review actions will be distributed when finalised. - WASH emergency planning should focus on: stockpiling of materials across agencies to meet targeted population; minimum preparedness actions including pre-identified assessment teams etc. - WASH cluster to distribute Sittwe WASH Contingency Response Plan - WASH cluster to facilitate a review of WASH CRP/Minimum Preparedness Actions within the next two months Topic 4: Latrines in camps (safety/mapping/desludging) - WASH cluster notes recent safety incidents around WASH facilities in camps, and reminds agencies to continue to maintain and upgrade failing infrastructure. - Agencies note that materials are being used from latrines to repair shelters and for cooking fuel. - WASH cluster notes that issues are arising with latrines in some TLSs not being desludged, due to lack of information flow between Education and WASH agencies; IRC also notes that all camp clinics have two latrines each. - WASH cluster to continue to liaise with CCCM and Shelter clusters and DRD to repair/maintain camp shelters to reduce theft of materials from latrines, and for ongoing provision of cooking fuel. - Agencies to ensure that they coordinate with Education and Health actors in camps to know where all public/community latrines are and to develop clear process/responsibilities for notification of need and desludging activities Topic 5: NGO staff WASH training - Funding may be available through WASH cluster for training for national WASH staff before the end of the year; agencies to suggest preferred training subjects. Some suggestions include: WASH in emergencies; community hygiene promotion; faecal sludge management; construction methodologies. - Agencies to forward preferred training subjects to WASH cluster Topic 6: AOB - DRC requested information about arsenic in groundwater in the Sittwe region; the only chemical water quality testing that has been undertaken is by the Consortium. It was noted that the most frequent water quality testing is bacteriological; chemical testing is undertaken at the development of a water source, and yearly thereafter; WASH cluster noted that Hydrogeologists Without Borders have a long-term project of mapping groundwater sources, which will be publicly available. - WASH continuity during elections: most agencies are sending expats to Yangon for the weekend, including the Friday before and Monday after; inpats take a week off either side; camp-based activities will continue, on a reduced basis. - Global Handwashing Day: Education sector requests that WASH agencies coordinate with Education agencies for timing of both GHD and ongoing HP activities to ensure that children are not taken away from their regular curriculum; note that two shifts of classes are conducted. Consortium to share chemical water quality data with DRC Next meeting: Friday, 30 October 2015, 10:00 – 12:00, UNICEF Sittwe [Friday, 13 November 2015, 10:00 – 12:00, with DRD at Ministry of Transport]
