4)袋装水泥、建筑腻子必须完整，不得有破、漏、洒的现象; 5)每日对水泥库进行清扫，保持库内整洁，堆放整齐，地面无积灰，用脚踩踏无鞋印，进库人员必须戴口罩; 6)及时关闭水泥库门。 4. 木工间管理 木工间由木工机械操作工负责日常管理，管理职责及警示标语上墙，必须确保木工间产生的粉尘、废料不污染环境。 1)木工间专人操作和管理; 2)木工间必须保持三面封闭，操作时一面用密目网遮盖; 3)保持木工间整齐、整洁，及时清理锯末及废料，锯末及刨花等必须装袋后清运至指定地点，必要时可进行喷水湿润后再清理。 4)专间专用，禁止将木工间作他用。 5. 垃圾及材料运输管理 垃圾及砂石等材料的运输，能导致在运输途中的撒、漏、扬等不良现象，造成扬尘污染和其它环境影响，必须实施控制。 1)垃圾的清运和砂石材料的进场必须由车厢自动翻盖的车辆实施封闭运输，无此设备的车辆禁止进场运输; 2)禁止超载，必须保证车厢封闭完整，不留漏缝; 3)车辆出门必须用水冲洗; 4)自动翻倒时必须缓慢进行，禁止猛加油门而造成排气管冲灰生扬尘污染环境。 6.露天材料、临时堆土堆放管理 临时堆土、钢筋、黄砂、石子等均为工地露天堆放，如管理不好，将产生钢筋锈粉飞扬、砂石泥尘飞扬等粉尘污染，因此必须加以控制。 1)严格控制成型钢筋进场时间，钢筋到场后立即整理归堆上架。 2)石子、黄砂堆放在专用专用池槽，控制进料量，做到随到随用，不得大量囤积; 6)基坑回填土时必须及时夯实，并及时补做砂浆地坪; 7)清理电梯井垃圾时，禁止使用抖动安全网的方法，必须用特殊工具伸入网内进行舀清; 8)屋面进行隔热保温施工时，珍珠岩隔热板必须尽量整块铺贴，如需切断，必须在封闭的箱子内进行，防止珍珠岩碎末撒落飞扬，造成污染。 3.装饰施工阶段 1)工程结束前不得拆除工地围墙，如因正式围墙施工妨碍必须拆除临时围墙时，必须设置临时围档措施。 2)由于装饰期间的建筑垃圾品种较多，故在现场设置的垃圾堆放点必须进行分隔，以便分类堆放装饰建筑垃圾; 3)在进行大理石等石材切割或磨光时，必须设置专用封闭式的切割间，操作人员必须戴好口罩，必要时带水切割; 4)拆除脚手架，禁止直接掀翻竹笆，必须先行洒水并清理垃圾; 5)施工现场禁止焚烧垃圾废料等; 6)装饰用的石膏粉、老粉、腻子粉等必须袋装，并入库集中管理。 7)装饰阶段应组织石材、木制品成品进入施工现场，实施装配式施工，减少因切割石材、木制品所产生的扬尘污染。 4. 总体施工阶段 1)管道沟必须分段开挖，安装完毕后立即回填，尽量减少翻开泥土的暴露时间; 2)如开挖土堆积时间过长，必须进行表面压实，并用绿网进行覆盖; 3)绿化土进场时必须随到随用，禁止堆积时间过长而产生扬尘。 6.2、控制施工扬尘、噪音及光污染措施 6.2.1建筑渣土及防尘控制措施 )在本工程施工期间，严格根据《中华人民共和国固体废物污染环境防治法》、《城市市1 容和环境卫生管理条》的规定。保证施工现场渣土处置符合国家规定。 2)控制扬尘方面措施主要围绕“清、封、洗、洒”的四字方针，并细化到各个生产阶段，尽量减少粉尘对周边环境的影响，确保市容环境不受影响。严格执行《苏州市扬尘污染防治管理办法》中各条款。 3)在工程开工前五日按规定向渣土管理部门申报建筑垃圾、工程渣土的种类、数量、运输路线及处置场地等事项，并与渣土管理部门签订环境卫生责任书。 4)持渣土管理部门核发的处置证向运输单位办理建筑垃圾、工程渣土托运手续;运输单位不得承运未经渣土管理部门核准处置的建筑垃圾、工程渣土。 平江新城梅巷片区保障房3#地块A地块工程 5)采取措施从源头上控制灰尘的产生，工地周围实施围墙封闭施工，工程结束前不拆除围墙。 6)进场的材料在运输过程中进行封闭式运输、到场堆放须覆盖蓬布或其它遮挡材料并做好标识。现场锯木材规定在专门的木工间内才能进行，施工中产生的锯末等垃圾定期装入废物袋内及时清运。 7)在建筑物上运送散装物料，建筑垃圾采用小车推送及卸料斗上盖蓬布等密闭方式清运，严禁高空抛掷、扬撒。 8)施工现场严禁焚烧各类废弃物，施工垃圾以及生活垃圾应分类存放。生活垃圾袋装化并及时进行清理;现场定期统一清除各类建筑垃圾，清除前在干燥的建筑垃圾上适当洒水。 9)施工道路及便道浇捣硬地坪，场地做到松土不裸露;安排专人进行道路清扫及洒水。 10)在挖土施工阶段采用封闭式车辆进行土方运输，所有车辆进出必须冲洗轮胎，带出场外的少量泥土有专人清扫。 11)有建筑垃圾堆场绿网覆盖，生活垃圾袋装化专用车辆外运，清运垃圾前在干燥的建筑垃圾上适当洒水。 12)配备了场内进口吸尘清扫机，土制洒水机每天有专人清扫和洒水保持场地基本清洁无扬尘。 13)单位工程建筑采用落地脚手架，并用绿网进行封闭，减少楼层建筑中的粉尘向外飞扬，减少对环境的影响。 14)基础施工中，土方开挖采用堆放在施工现场，对于施工现场的堆土采用绿网覆盖，减少土方外运及现场土方对环境的影响。 15)水泥堆放设专门水泥库。 6.2.2 防噪音控制措施 1)合理组织施工，尽量避免夜间施工;一般情况晚上22点以后及午休时尽量不施工。 2)如必须进行夜间施工，应向姑苏区环保局申领获取《夜间施工许可证》，并与街道、居委会加强沟通，在工地大门口张贴告示。 3)夜间施工过程中，严格贯彻文明施工，尽可能降低施工噪声对周围居民日常生活影响。 4)为尽可能地减少施工中的噪音污染，为业主和周围居民提供一个比较宁静工作、生活环境，从以下几个方面采取措施:减低噪音源的发声强度;控制噪音源的发声时间段;采取隔音措施;减少噪音源。 5)对施工人员进行夜间文明施工教育，严格执行逐级交底制度。加强工人文明施工意识。维护施工现场生产秩序，遵守各项规章制度。 6)设控制噪声测试点，加强施工现场的噪声监测:按《建筑施工场界噪声测量方法》实施长期监测，专人监测，专人管理，发现有超过施工场界噪声限值标准的，立即对现场超标因素进行整改，真正达到施工噪声不扰民的目的。 7)镐头机及空压机等大噪声的施工机械严禁在夜间22点以后使用。 8)材料装卸采用人工传递，特别是钢管、模板严禁抛掷或汽车一次性翻斗下料。运料、拆模时，模板和钢管等应轻拿轻放，尽量利用机械起吊。 平江新城梅巷片区保障房3#地块A地块工程 9)木工电锯临时加工点应搭设封闭式木工棚，尽量减少噪声。 10)对混凝土振动机、木工圆锯、型材切割机等噪音源的进行噪音强度限制，优先选取低噪音设备，定期监测，发现超标设备及时更换或修复。 6.2.3光污染控制 1)操作者焊工应经特种作业培训、考试合格; 2)场地排水成系统，定期清理疏通保持畅通不堵。出入口设置洗车台，洗车台四周排水系统封闭并设置集水井和沉淀池，污水经过沉淀后排入业主指定的污水管道。 3)车辆清洗台、污水排放出口处等部位设置沉淀池并加装过滤筛，污水经过沉淀过滤后才能排入市政污水管道。 4)现场排水排污系统落实专人定期(每天)进行清理疏通，保持排水排污系统通畅无阻，防止污水外溢。 5)施工现场存放的油料、化学溶剂等应设有专门的库房，地面应有防渗漏处理。废弃的油料和化学溶剂应集中处理，不得随意倾倒。 6)项目在现场建立厕所收集粪便污水，派专人维护厕所的清洁，并定期消毒。厕所设专用的化粪池，委托当地环保部门定期清运，严禁大小便直接排放到市政排污管道。 7)食堂设置隔油池，食堂污水排放经过隔油池进行处理，每天有专人清洗保证表面污油不直接排放到下水道。 8)盟洗室、淋浴间的下水管线应设置过滤网，并应与市政污水管线连接，保证排水通畅。 6.2.5化学危险品控制措施 1)分设氧气间和乙炔间，严禁集中堆放。 2)设危险品仓库，安排专人实施管理。 3)危险品仓库、氧气间和乙炔间周边放置环保型灭火器。 4)涂料、油漆施工时，用剩的油漆应立即放回仓库统一保管，空油漆桶应统一回收，严禁随意丢弃。 6.2.6 火灾爆炸、有毒有害废弃物控制措施 1)塑料、饭盒和电池等废弃物应集中处置并安排专人管理;
