The above 3 health regulations will be implemented from the date of promulgation. Two years, seven years, June 25th Annex 1 Hygienic standard for lodging industry General The first basis In order to strengthen the health management of accommodation, standardize business practices, to prevent the spread of infectious diseases and epidemics, the protection of human health, according to the "People's Republic of China communicable disease prevention act", "hygiene regulations in public places", "public health emergency regulations", "AIDS Prevention Act", "cosmetic health supervision regulations" and other laws the development of the norms and regulations. Second scope of application This regulation is applicable to all places of accommodation in People's Republic of China. Third terms meaning (1) accommodation is a place for consumers to provide accommodation and related comprehensive services, such as hotels, restaurants, hotels, hotels, guest houses, resorts, etc.. (two) air conditioning system, refers to the room or enclosed space air temperature, humidity, cleanliness and air velocity and other parameters to set the required for air centralized processing, transportation and distribution of all equipment, pipes and accessories, the sum of the instrument. (four) working vehicles are vehicles used for transferring and temporarily storing items of cotton textiles, disposable goods and cleaning tools. (five) public goods appliances refer to all kinds of goods, appliances, equipment and facilities supplied by customers, including bedding, toilet articles, drinking utensils, cleaning tools, slippers, etc.. (six) the health hazard accident refers to a group of health damage accidents caused by air quality, water quality does not meet the health standards, supplies, appliances or facilities in the lodging place. The second chapter: site health requirements Fourth site selection, design and completion acceptance (a) the construction of suitable accommodation in a quiet environment, with drainage conditions and power supply, and is not affected by dust, harmful gases, radioactive and other diffuse pollution sources affected area, and should also comply with the relevant requirements of planning, environmental protection and fire control. (two) the newly built, rebuilt and expanded accommodation should be commissioned by the qualified health technical service organization before the feasibility demonstration phase or the design stage and the completion acceptance. Sixth guest rooms (a) the room height of not less than 2.4 meters, the internal structure is reasonable, daylighting, ventilation, good sound insulation. (two) interior decoration materials should be in line with the relevant national standards, Not potentially harmful to the human body. (three) room beds occupy less than 4 square meters of indoor area per bed. (four) containing toilet accommodation rooms should be equipped with a bath or shower, toilet, washbasin and exhaust device; no toilet room, each bed should be equipped with marked and footbath basin. (five) the environment inside the guest room should be clean and tidy, and no dust or stain can be found in the room; the air conditioner filter net is clean and dust free. Seventh cleaning and disinfection special rooms (1) a certain number of independent cleaning and disinfection rooms should be set up in the accommodation area, and the area of cleaning and disinfection should be able to meet the needs of cleaning, disinfection and cleaning of drinking utensils and utensils. Thirteenth water supply and drainage facilities Accommodation should be perfect water supply and drainage facilities, water quality in accordance with the "sanitary standards for drinking water" requirements. Drainage facilities should be equipped with a device to prevent waste water from coming back, vector invasion and foul smell. Fourteenth ventilation facilities Rooms, toilets, public rooms (reception rooms, restaurants, lobby, etc.) and auxiliary rooms (kitchen, laundry room, storage room, etc.) should be equipped with mechanical ventilation or exhaust devices. The design and installation of mechanical ventilation or exhaust devices should be able to prevent the cross conduction of odor. (two) the centralized air conditioning ventilation system in the accommodation should meet the requirements of the sanitary management measures for the centralized air conditioning ventilation system in public places. (three) the mechanical ventilation device (non centralized air conditioning ventilation system) in the accommodation area, the air inlet and exhaust port should be equipped with Yi Qingxi, corrosion protection, and can prevent the invasion of vectors into the protective net cover. Fifteenth daylighting lighting (1) indoor lighting should be used as much as possible. For natural lighting rooms, the area of the lighting window area is no less than 1:8. (five) all kinds of articles and appliances after cleaning and disinfection should meet the relevant hygienic standards and keep them clean and stored. After cleaning and disinfection, the tea set should be smooth, with no oil stains, no water stains and no peculiar smell. It conforms to the hygienic standard for food (drinking) disinfection. (six) the cleaning cabinet for clean articles should be cleaned and disinfected regularly, and no sundries can be stored. All kinds of public goods and appliances replacement, cleaning, disinfection, cleaning work can refer to "recommended accommodation, supplies and appliances cleaning and disinfection methods" (see Appendix). Twenty-second guest rooms service (1) the rooms should be ventilated so as to ensure the indoor air quality meets the hygienic standard. Twenty-fifth ventilation (1) the mechanical ventilation device should operate normally, and the filter screen should be cleaned regularly and disinfected. (two) centralized air conditioning ventilation system should be in accordance with the "public places centralized air conditioning ventilation system health management measures" requirements for cleaning and disinfection. (three) centralized air conditioning room should be neat, clean, no flammable and explosive materials and debris piled up. Fan filter net should be clean without dust accumulation. The fourth chapter health management Twenty-sixth health management organizations (a) the legal representative or person in charge of the accommodation is the business premises of the health and safety of the first responsible person, place of business of the overall responsibility for the health and safety, should accept the health administrative department of health knowledge training. (two) the health management department should be set up or equipped with special (or part-time) health administrators to be responsible for the specific work of the health management in the place of operation. (three) occupational health administrators should be engaged in health management work in accommodation places, through public health management training and assessment of qualified. Twenty-seventh responsibilities of health management The members of the health management department or the health administrator of the lodging room undertake the sanitation management function of the place: (1) to formulate health training, education programs and assessment methods for employees, and to organize practitioners to participate in the training, study and assessment of health laws, regulations, standards, standards and health knowledge, post operating procedures and so on. Responsible for the establishment of health management archives in this place. (six) participate in other management work to ensure health and safety. Twenty-eighth health management systems Accommodation should be established and sound health management system, and the implementation of the system for regular inspection. (five) laundry hygiene management system. (six) hygienic management system of central air conditioning ventilation system. (seven) health hazard accidents and infectious diseases reporting system. (ten) maintenance system of facilities and equipment. Twenty-ninth license management Accommodation, practitioners and health related products should be fully licensed. (five) regular vector control, cockroach density, rat density should meet the health requirements. (six) entrusted with the appropriate qualifications of health technical service institutions for indoor air, supplies, appliances and other regular inspection. Thirty-third items of food management Food establishments in accommodation should be in accordance with the relevant provisions of the food hygiene law of the People's Republic of China. Chapter fifth hygiene requirements for personnel Thirty-fourth health management (1) employees of accommodation places should obtain "qualified certificates" before their posts". Thirty-fifth health knowledge training (1) practitioners should complete the training of health knowledge in the prescribed hours, and master the relevant laws and regulations, basic health knowledge and health operation skills. (two) employees' health knowledge training was conducted once every two years. (three) practitioners can obtain posts after obtaining certificates of health knowledge training. Thirty-sixth personal hygiene (1) practitioners should maintain good personal hygiene, wear clean work clothes, keep long fingernails, nail polish and wear ornaments when performing sanitary operations. (two) employees should have more than two sets of work clothes. Work clothes should be cleaned regularly and kept clean. appendix Recommended cleaning and disinfection methods for accommodation articles and appliances First, cleaning methods and steps (1) removing the residue and dirt on the surface of public goods and appliances.
