6、建立并执行安全生产检查制度。由项目经理部每半月组织一次由各施工单位安全生产负责人参加的联合检查，对检查中所发现的事故隐患问题和违章现象，开出 59 “隐患问题通知单”，各施工单位在收到“隐患问题通知单”后，应根据具体情况，定时间、定人、定措施予以解决，项目经理部有关部门应监督落实问题的解决情况。若发现重大不安全隐患问题，检查组有权下达停工指令，待隐患问题排除，并经检查组批准后方可施工。 7、建立机械设备、临电设施和各类脚手架工程设置完成后的验收制度。未经过验收和验收不合格的严禁使用。 第四节 行为控制 1、进入施工现场的人员必须按规定戴安全帽，并系下颌带。戴安全帽不系下颌带视同违章。 2、凡从事2米以上无法采用可靠防护设施的高处作业人员必须系安全带。安全带应高挂低用，不得低挂高用，操作中应防止摆动碰撞，避免意外事故发生。 3、参加现场施工的所有特殊工种人员必须持证上岗，并将证件复印件报项目经理部安全文明部备案。 第五节 劳务用工管理 1、各施工人员，必须接受建筑施工安全生产教育，经考试合格后方可上岗作业，未经建筑施工安全生产教育或考试不合格者，严禁上岗作业。 2、每日上班前，班组负责人，必须召集所辖全体人员，针对当天任务，结合安全技术交底内容和作业环境、设施、设备状况、本队人员技术素质、安全意识、自我保护意识以及思想状态，有针对性地进行班前安全活动提出具体注意事项，跟踪落实，并做好活动记录。 3、强化对外施工人员的管理。用工手续必须齐全有效，严禁私招乱雇，杜绝跨省市违法用工。 第六节 临时用电管理 3、施工机具、车辆及人员，应与内、外电线路保持安全距离。达不到规范规定的最小距离时，必须采用可靠的防护措施。 4、配电系统必须实行分级配电。现场内所有电闸箱的内部设置必须符合有关规定，箱内电器必须可靠、完好，其选型、定值要符合有关规定，开关电器应标明用途。电闸箱内电器系统统一式样、统一配制，箱体统一刷涂桔黄色，并按规定设置围栏和防护棚，流动箱与上一级电闸箱的联接，采用外插联接方式。 5、独立的配电系统必须按部颁标准采和三相五线制的接零保护系统，非独立系统可根据现场的实际情况采取相应的接零或接地保护方式。各种电气设备和电力施工机械的金属外壳、金属支架和底座必须按规定采取可靠的接零保护系统，非独立系统可根据现场的实际情况采取相应的接零或接地保护方式。各种电气设备和电力施工机械的金属外壳、金属支架和底座必须按规定采取可靠的接零或接地保护。 6、在采用接地和接零保护方式的同时，必须设两级漏电保护装置，实行分级保护，形成完整的保护系统。漏电保护装置的选择应符合规定。 7、电动工具的使用应符合国家标准的有关规定。工具的电源线、插头和插座应完好，电源线不得任意接长或调换，工具的外绝缘应完好无损，维修和保管应由专人负责。 8、施工现场的临时照明一般采用220V电源照明，结构施工时，应在顶板施工中预埋线管，临时照明和动力电源线应穿管布线，必须按规定装设灯具，并在电源一侧加装漏电保护器。 9、电焊机应单独设开关。电焊机外壳应做接零或接地保护。施工现场内使用的所有电焊机必须加装电焊机触电保护器。电焊机一次线长度应小于5米，二次线长度应小于30米。接线应压接牢固，并安装可靠防护罩。捍把线应双线到位，不得借用金属管道、金属脚手架、轨道及结构钢筋作回路地线。焊把线无破损，绝缘良好。电焊机设置地点应防潮、防雨、防砸。 61 第七节 施工机械管理 1、氧气瓶不得暴晒、倒置、平放使用，瓶口处沾油。氧气瓶和乙炔瓶工作间距不得小于5米，两瓶同焊机间距不得小于10米。施工现内严禁使用浮桶式乙炔发生器。如采用二氧化碳气体保护焊焊接，应严格执行各项有关安全规定，应保持通风良好，并不得在密闭场所施工，施工人员与焊接点应保持在安全距离。 2、平面刨(手压刨)安全防护装置必须齐全有效。 第八节 消防保卫管理 1、严格遵守有关消防、保卫方面的法令、法规，配备专、兼职消防保卫人员，制定有关消防保卫管理制度，完善消防设施，消除事故隐患。 2、现场设有消防管道、消防栓，楼层内设有消防栓，并有专人负责，定期检查，保证完好备用。 3、坚持现场用火审批制度，电气焊工作要有灭火器材，操作岗位禁止吸烟，对易燃、易爆物品的使用要按照规定执行，指定专人设库存分类管理。 4、新工人进场要和安全教育一起进行防火教育，重点工作设消防保卫人员，施工现场值勤人员昼夜值班，搞好“四防”工作。 5、把消防安全、保卫工作在此项目上提高到政治影响的高度上去考虑，现场杜绝任何可能出现的安全隐患，这是我们进行现场施工压倒一切的重要工作。 62 【北京韩一汽车饰件有限公司主厂房】 【施工组织设计】 第十一章 环境保护与文明施工管理 第一节 管理目标 我们将依据GB/T240 01-(1996)/ISO14001-(1996)环境管理标准和我公司环保手册，建立环境管理体系，制定环境方针、环境目标和环境指标，配备相应的资源，遵守法规，预防污染，实现施工与环境的和谐，达到环境管理标准的要求，确保施工对环境的影响最小，并最大限度地达到施工环境的美化，选择功能型、环抱型、节能型的工程材料设备，不仅在施工过程中达到环抱要求，而且要确保本工程为使用功能完备的绿色建筑。 认真贯彻执行建设部、北京市及顺义区关于施工现场文明施工管理的各项规定。使施工现场成为干净、整洁、安全和合理的文明工地。 我们将重点控制和管理现场布置、临建规划、现场文明施工、大气污染、对水污染、噪音污染、废气物管理、资源的合理使用以及环抱节能型材料设备的选用等。在制度控制措施时，考虑对企业形象的影响、环境影响的范围、影响程度、发生频率、社区关注程度、法规符合性、资源消耗、可节约程度以及对材料设备对建筑物环抱节能的效果等。 第二节 组织保证 1、在项目经理部建立环境保护体系，明确体系中各岗位的职责和权限，建立并保持一套工作程序，对所有参与体系工作的人员进行相应的培训。 2、本工程城区附近，施工现场必须严格按照公司环保手册和现场管理规定进行管理，项目经理部成立10人左右的场容清洁队，每天负责场内外的清理、保结，洒水降尘等工作。 第三节 工作制度 1、每周召开一次“施工现场文明施工和环境保护”工作例会，总结前一阶段的施工现场文明施工和环境保护管理情况，布置下一阶段的施工现场文明施工和环境保护管理工作。 2、建立并执行施工现场环境保护管理检查制度。每周组织一次由各专业施工单 63 位的文明施工和环境保护管理负责人参加的联合检查，对检查中所发现的问题，开出“隐患问题通知单”，各专业施工单位在收到“隐患问题通知单”后，应根据具体情况，定时间、定人、定措施予以解决，我公司项目部有关部门监督问题的解决情况。 第四节 管理措施 一、场容布置 1、根据施工现场情况本工程设置一个大门，大门门扇为二开，完全封闭式，且开启自如，车辆出入时打开，不用时关闭。 2、在主要大门口明显处设置标牌，标牌写明工程名称、建筑面积、建设单位、设计单位、施工单位、公司负责人、开工日期、竣工日期等内容，字迹书写规范、美观，并经常保持整洁完好。 3、大门口内设二图五板(即:施工现场平面图、施工现场卫生区域划分图、施工现场安全生产管理制度板、施工现场消防保卫管理制度板、施工现场现场管理制度板、施工现场环境保护管理制度板、施工现场行政卫生管理制度板。) 二、防止对大气污染 1、施工阶段，定时对道路进行淋水降尘，控制粉尘污染。 2、建筑结构内的施工垃圾清运，采用搭设封闭式临时专用垃圾道运输或采用容器吊运或袋装，严禁随意凌空抛撒，施工垃圾应及时清运，并适量洒水，减少粉尘对空气的污染。 3、水泥和其他易飞扬物、细颗粒散体材料，安排在库内存放或严密遮盖，运输时要防止遗撒、飞扬，卸运时采取码放措施，减少污染。 4、对运输车要加强防止遗撒的管理，要求所有运输车卸料溜槽处必须装设防止遗撒的活动挡板，混凝土卸完后必须清理干净方准离开现场。 6、在出厂大门处设置车辆清洗冲刷池，车辆经冲洗和苫盖后出场，严防车辆携带泥砂出场造成道路的污染。 7、现场内的采暖和烧水茶炉均采用电器产品。 三、 防止对水污染 1、确保雨水管网与污水管网分开使用，严禁将非雨水类的其它水体排进市政雨水管网。 64 【北京韩一汽车饰件有限公司主厂房】 【施工组织设计】 2、现场内基础降水的清洁水，在合理利用后，经导向管排入市政污水 管线。 3、施工现场厕所设沉淀池，将厕所污物经过沉淀后排入市政的污水管线。 4、现场交通道路和材料堆放地统一规划排水沟，控制污水流向，设置沉淀池，污水经沉淀后再排入市政污水管线，严防施工污水直接排入市政污水管线或流出施工区域污染环境。 5、加强对现场存放油品和化学品的管理，对存放油品和化学品的库房进行防渗漏处理，采取有效措施，在储存和使用中，防止油料跑、冒、滴、漏污染水体。 四、防止施工噪音 1、现场混凝土振捣采用低噪音混凝土振悼棒，振悼混凝土时，不得振钢筋和钢模板，并做到快插慢放。 2、除特殊情况下，在每天22时至次日早6时，严格控制强噪声作业，对混凝土输送泵、电锯等强噪音设备，以隔音棚遮挡，实现降噪音。 3、模板、脚手架在支设、拆除和搬运时，必须轻拿轻放，上下、左右有人传递。 4、使用电锯切割时，应及时在锯片上刷油，且锯片送速不能过快。 5、使用电锤开洞、凿眼时，应使用合格的电锤，及时在钻头上注油或水。 6、加强环保意识的宣传。采用有力措施控制人为的施工噪声，严格管理，最大限度地减少噪音扰民。 7、木工棚及高噪音设备实行封闭式隔音处理。 8、由项目负责扰民协调工作，现场设置居民接待室，负责接待和解决周遍居民的投诉。 五、限制光污染措施 探照灯尽量选择即能满足照明要求又不刺激眼的新型灯具或采取措施，使夜间照明只照射工区而不影响周围社区。 六、废气物管理 1、施工现场设立专门的废气物临时贮存场地，废气物应分类存放，对有可能造成二次污染的废气物必须单独贮存，设置安全防范措施且有醒目标识。 2、废气物的运输确保不散撒、不混放，送到政府批准的单位或场所进行处理、消纳。 3、对可回收的废气物做到再回收利用。 七、材料设备的管理 65 1、对现场堆放材料进行统一划分，对不同的进场材料设备进行分类合理堆放和储存，并挂牌标明标识，重要设备材料利用专门的围栏和库房储存，并设专人管理。 2、在施工过程中，严格按照材料管理办法，进行限额领料。 3、对废料、旧料做到每日清理回收。 八、环保节能型材料设备的选择 以业主和业主代表为主导，在材料设备选型方面，遵从以下原则: 1、满足设计要求，满足规范要求。 2、满足环保、节能要求，具有良好的使用寿命，便于今后建筑物的维护和管理，达到降低建筑物维护管理费用和建筑物运营费用的目的。 66 【北京韩一汽车饰件有限公司主厂房】 【施工组织设计】 第十二章 成品保护措施 第一节 成品保护工作的主要内容 1、建立成品保护工作的组织机构: (1)以现场生产经理，机电安装经理牵头组织并对成品保护工作负全面责任。 (2)工程管理部、机电管理部经理和各责任工程师负责实施。 (3)商务经理负责制定成品保护资金计划的落实。 (4)各专业承包商主要领导负责自身施工范围内的作业面上的成品保护。 2、成品保护的责任划分，并落实到岗，落实到人。 3、制定成品保护的重点内容和成品保护的实施计划。 4、分阶段制定成品保护措施方案和实施细则。 5、制定成品保护的检查制度、交叉施工管理制度、交接制度、考核制度、奖罚责任制度等。 第二节 成品保护责任及管理措施 1、项目经理部根据施工组织设计、设计图纸编制成品保护方案:以合同、协议等形式明确各分包对成品的交接和保护责任，确定主要分包单位为主要的成品保护责任单位，项目经理部在各分包单位保护成品工作方面起协调监督作用。 2、现场材料保护责任 由我单位统一供应的材料、半成品、设备进场后，由项目经理部材料部门负责保管，项目经理部现场经理和项目经理部安全保卫部门进行协调管理，由项目经理部发送到分包单位的材料、半成品、设备，由各分包单位负责保管、使用。 3、结构施工阶段的成品保护责任 结构工程分包施工单位为主要成品保护责任人，水电配合施工等专业队伍要有保护土建项目的保护措施后方可作业，在水电等专业施工项目完成后并进行必要的成品保护后，向土建分包单位进行交接。对于一些关键工序，土建、水电安装均要设置专人看护及维修。 第三节 成品保护主要措施 1、测量定位:定位桩采取桩周围浇筑混凝土固定，搭设保护架，悬挂明显标志 67 以提示，水准引测到周围老建筑物上或围墙上，标识明显，不准堆放材料遮挡。 2、砌筑工程:在砌筑维护工程中，水电专业及时配合预埋管线，以避免后期剔凿对结构质量造成隐患，墙面要随砌随清理，防止砂浆污染，雨季施工时要用塑料布及时覆盖已施工完的墙体。在构造柱、圈梁、模板支设时，严禁在气体上硬撑，硬拉。 3、门窗工程 (1)门框完成后，在1.2米以下泳层板将框周围包钉好，防止碰撞，木门窗油漆将五金件用纸胶带或塑料布包裹好，门窗套与墙面交接处帖纸胶带，一防止油漆对五金件及墙面的污染，油漆涂刷后漆膜未干前要安排人看护，防止触摸。 (2)门窗在安装前必须粘贴塑料保护胶带，以防止水泥砂浆的腐蚀和污染，在进行门窗与墙体的接缝处打胶时要及时清理多作的胶液。 1)首先是协调、要求和敦促各专业承包商建立起完善的各专业承包商的管理体系，将各专业承包商纳入统一的项目管理，确保各专业工作的有效开展和到位，并定期检查执行情况; 2)分解每一目标，按照合同严格管理和要求各专业承包商，责任到位、工作内容到位、措施到位，实行严格的奖罚制度; 3)严格按照专项方案和措施实施，定期检查、定期诊断、及时整改，确保各个目标的实现。 7、对其它方面的组织、管理、协调和控制。 对各专业承包商的组织、管理、协调和控制还包括很多方面，诸如技术、工程设备和材料、工程统计报表、检验和试验等诸多方面，针对上述各个方面，我们均有成熟的分包管理办法和严格的管理规定和措施，一旦我单位中标，将针对本工程的特点和各专业承包商及其承包内容，通过实施切实可行的管理办法和实施细则，以确保工程项目综合目标的全面实现，实现对业主的合同承诺。 五、对工程质量的严格控制、确保工程精品 我公司对工程质量的指导思想是永远追求“过程精品”，遵守合同承诺，有效控制工程质量，在该工程中我们将重点控制在以下质量控制最为关键和薄弱的环节: 1、有效控制图纸二次深化设计深度和质量 73 只有图纸深化设计的深度和设计质量达到完善的程度，才能为施工提供切实可行的依据，减少甚至避免因设计不完善造成的修改、返工，从而保证工程质量和大楼施工功能。因此我们必须重视图纸会审、二次设计、详图设计和综合图的设计工作，并做好对设计的协调。 2、设备材料选型及其质量标准和档次的确定和材料设备的质量控制 1)按照业主、设计和规范的要求确定其质量标准、档次，使之满足设计风格、 建筑物的使用功能要求; 2)格按照设计参数标准、样板或样品进行选型和采购，并满足功能型、环保型 和节能型指标; 3)材料设备进行过程和环节跟踪控制; 4)进入现场的材料、设备质量进行最终控制，达不到质量标准的一律不能用在 工程上，决不留情。 3、要材料加工进行现场监造 必要时，对重要材料加工进行现场监造，这对有效的保证工程质量非常重要。 4、施工现场质量管理和实施控制 为了确保本工程的质量，在工程现场质量管理和实施方面将采取如下做法: 1)建立完善的项目经理部质量保证体系和质量责任制，分解质量目标，把质量责任 落实到最基层。 2)制定各项切实可行的管理制度。 3)严格质量程序化管理。 4)强化质量过程控制。 5)科学有效的实施质量保证措施。 六、对二次深化设计、详图设计和对比设计的协调 设计是工程的灵魂，是工程的龙头保证，我们对此非常重视，在诸多工程实施过程中，我们与设计的合作以及详图设计和设计协调工作十分成功。在该工程中，我们将采取以下具体做法: 1、我公司首先要掌握其设计指导原则、思路和设计方法。 2、我公司认真进行图纸会审工作，重点抓好二次设计、详图设计、工艺设计和综合 设计工作，从而达到以下目的: 1)消除或最大限度的减少设计上的错、漏、碰、缺; 74 以及图纸的配套性，从而杜绝或者避免不必要的设计修改，有效保证工程质量和 功能的实现。 4、在工程上我们会十分尊重设计的意见，真正实现工程的设计标准、档次、风格、 功能等设计意图，最终达到业主要求的工程效果和使用功能。 七、建立健全项目管理的组织机构和各项制度以及约束机制，全面实现项目的综合管理目标 1、强化项目管理、健全各项管理制度 在该工程中，我公司始终会把追求“一流的设计，一流的施工，一流的管理”作为项目经理部的宗旨。为此，我们将制定高标准的管理目标(即以规范化、标准化、科学化、程序化的管理方法，高效优质的完成与业主签订的合同目标)，项目经理部针对工程项目和众多分包商的性质和特点，制定了一套切实可行的管理制度，包括生产管理、物资管理、技术管理、质量管理、安全管理、成品保护等，制定《分包管理规定》，做到了各项工作有章可循，减少了管理过程中的随意性。 在质量管理控制方面，将制定出一套完整的质量管理制度作为项目质量管理的依据，严格规范各专业承包商和所有施工人员在施工过程中的各项工作。这些制度主要包括:图纸会审和技术交底制度、现场质量管理制度、装修材料样品制、施工样板和首检定标制、质量责任制、工序管理制、方案资料管理制度、质量教育制度等。 2、建立有效的项目管理组织，全面推行责任工程师制度 工程项目管理以项目经理为核心，按照工程总承包的职能，项目经理部将全面实行“专业责任工程师”制度，赋予责任工程师相应的责任和权利。对自己分管的区域或项目内容和专业承包商的施工生产、进度、质量、安全、文明施工、成品保护及成本负责。 3、计划管理为主线，落实工程实施条件为重点 75 在工程实施和运作管理过程中，我们会严格的按照计划进行管理，包括工程总控进度计划、月进度计划和周进度计划，还包括设计条件、材料、设备、机具、劳动力、资金等配套计划。明确阐述计划完成所需的施工条件，并予以落实。通过计划，能够找到工程的关键环节和主导线路，从而为工程管理提供科学的依据。 4、重视合同管理，以此作为对工程各方的约束和控制的重要手段 八、树立为业主服务的强烈意识，积极主动、优质、高效的为业主服务 1、业主在工程上起主导作用，为业主服务是我们永远追求的目标。我们会从项目开始到项目终结，全面了解业主的需求，掌握为业主服务的内容，达到为业主服务的效果和目的，最终实现工程项目的综合目标。我们要求项目没一个人必须具备这种强烈意识业主最终惯关心的是最大的需求，业主的满意度就是服务的质量标准。这种服务必须积极、主动、优质、高效。 2、追求工程各方面的稳定、和谐、可靠、相互信任的合作关系对工程有百利而无一害。我们一定会站在总包高度、具备总包的胸襟，服务好业主，接受业主的管理和监督，充分尊重、服务和配合监理工作，配合协调好设计，有效协调工程各方的工作关系，使工程各方处于一种稳定、和谐、可靠、相互信任的合作关系。 第三节 保证高素质施工人员参加施工的措施 综合分析本工程的特点，要求质量高、有较多分包商参与项目的施工、施工中各单位的相互配合与协调，以及施工场地周边关系的处理等。针对以上特点，我们认为，能否策划和实施好本项目部的总承包管理，发挥我公司的工程总承包优势使顺利实现预定项目目标的关键所在。因为工程总承包管理的重点是协调与工程相关的各种影响 76 【北京韩一汽车饰件有限公司主厂房】 【施工组织设计】 因素，使整个项目部管理系统内的各种资源得到优化配置。 一、对各专业分包商提供的主要服务措施 我公司将严格履行总承包责任、权利和义务，为各专业承包商提供优质、高效的服务措施，确保关键线路的顺利实施，在保证质量的前提下，保证总体工期。主要内容包括: 1、提供现场已有的脚手架、操作平台; 2、提供现场的垂直运输机械设备并分配好使用的时间; 3、合理分配和提供现场堆放。 4、为各专业承包商安排临时办公场地及库房; 5、在施工现场提供公共部位的照明及临时动力资源; 6、在施工现场提供足够的水源; 7、负责将现场指定位置的垃圾运出场外; 8、提供现场警卫、消防设施(各专业承包商施工操作面和自有仓库的警卫和消防工作由各专业承包商自行负责)。各分包商要服从我方关于现场的保卫和消防管理; 9、提供现场轴线测量、标高测量等相关测量资料以及在每层按规定设置轴线和标高点; 10、提供其它招标文件所要求的措施。 二、对各专业承包商的组织、管理、协调和控制 我公司履行的责任，既要严格管理控制分包，又要帮助协调好分包工作，使总包形成一个有机的工程实施实体，从而实现工程的综合目标。在该工程上，我公司的具体做法是: 1、与分包商签定合同后，总承包商应向分包商提供一册《分包商入场须知》该《须知》是为了保证在工程管理中总分包之间能统一管理程序，便于工程协调，加强相互间密切配合。其内容包括: 工程概况:进场程序;分包入场安全管理程序;物资、机械管理及验证程序;质量控制验收程序;技术管理程序;工程管理程序;工程结算程序。 2、分包商入场管理框图 3、计划管理程序 (1) 分包商须根据总包制定的总控制进度计划和月度施工进度计划编制周 计划， 77 周计划编制为每周一至下周一，以横道图形式编写，于每周五下午三点交于总包单位负责人。 (2)专业分包商须在进场前编制完整的单项工程施工进度计划并报总包单位审批。 (3)计划管理框图 (4)分包商编制的周计划得到总包单位审批后，应依据周计划分解制定《工程日计划》，于每日下午3点将次日《工程日计划》报主管责任人审批。 (5)分包商须每日填报《工程日报》，于次日九点前交于总包单位。 (6)分包商负责人须按总包工程师颁布的《工程例会制度》要求，于指定时间和地点参加由总包单位主持工程协调会。 4、质量管理 (1)分包商应设专职质检员，并于进场前将质量保证体系框图交于总包方质量总监。 (2)质量教育 (3)样板制:各分项工程开前，由项目工程管理专业责任人，根据专项施工方案和技术交底及现行的国家规范、标准要求，组织人、机、料进行样板分项(工序)施工，并由配属队伍填写分项(工序)样板记录，项目复检后，报监理、业主验收合格后，组织全面施工。 (4)质量资料:总包方设专职资料管理员，负责技术资料收集、整理、标识、编目、归档;总包方资料管理员，将依据政府有关文件和《质量计划》的要求指导专业分包商完成技术资料的管理工作。 (5)、施工过程中的质量控制: 过程中的质量控制是质量管理的一项实质性工作，项目负责工程师根据项目《质量计划》、《施工组织设计》、《分项工程工艺规程》的要求，组织和监督施工，明确各自区域的质量管理点和管理措施，执行“三过程”管理。须编制工艺流程图及质量控制点，如:质量管理点和保证措施，再则，在施工过程中严把工序质量、交接手续，避免返工、误工，监理工程联检制见《工程联检单》。 (6)试验管理 B、项目经理部设置专职试验员一名，对项目的整个试验工作负具体责任，同时 将相关信息以书面方式反馈到技术、质检部门。 78 【北京韩一汽车饰件有限公司主厂房】 【施工组织设计】 C、依据北京市试验工作的规定及时准确的指导、督促分包单位的各项原才施工 试件的制作和送检工作。 D、依据北京市569号文件(DBJ01-51-2000《建筑安装工程资料管理规程》)和 公司试验部门的相关规定建立、建全各项试验台帐，收集、统计整理各项试 验资料，及时将检验结果通告工程、技术、质量部门，并负责向监理申报。 E、 总包负责三方见证取样和送样工作。 F、 每周将相关资料上交技术部，并与其交圈。 (7)检验报验程序 A烟道后部位原则按楼层或独立区域报验，如有特殊情况可能分部位验收统一填 写报验单，但严禁在上道工序未经验收情况下进入下道工序施工。 B实施三级检验制度，既验收工序完成后由分包商进行自检，自检合格后报总责 任师和质保部验收，由总包验收合格后报监理核验。对质量验收未通过或未经质 量验收的分项工程，工程款期度结算时不予以考核。 C工序与分项工程完成后须办理工序交接单，分项工程验收合格后由总包责任师 签发分项认可书，总包质检员签认。 D针对现场施工中存在的质量问题和质量隐患，我方将以口头或质量整改通知单 形式通知分包商，分包商须按总包方指示如期整改。 5、技术管理程序 1)分包商须在进场前将其承包范围内施工组织设计报于主管责任师，由责任师审核后报技术部审批后方可依据施工。 施工组织设计应包括如下内容: (1)工程概况; (2)施工条件、组织机构图、施工总体布置(含机械运输，施工部位及流水划分)、劳动力计划、机械设备及材料进场计划、施工进度计划; (3)施工工艺及措施; (4)质量控制方法及标准; (5)安全保卫、消防管理措施、文明施工及成品保护措施。 2)分包商在施工过程中所发现的图纸、洽商等重大技术问题以《技术问题联系单》报总包商责任师，责任师以《技术问题回执单》回复分包商。 3)分包商应按北京市建委颁布的569#文件要求进行技术资料的收集和整理，总包商 79 不定期对技术资料进行检查，如发包商改正仍不合格，总承包商技术部有权向分包商开局罚款单。 6、物资采购程序 1)分包单位物资采购程序 2)物资管理 材料质量时保证工程质量的基础，项目制定以下控制措施来加强对分包材料的质量控制。 (1)工程所选用的各种材料均需提供样品，报业主、监理审批后方可进行批量采购。 (2)专业分包商根据经理部审定的材料，成品计划组织采购供应，进场时由专业分包商会同项目物资部共同验收，由专业厂商提供出厂合格证、材质证明，由项目记录验证结果。 (3)进入施工现场的A类(钢筋、商混凝土、砂石、构件、防水建筑材料等)、B类(工程设备、机电材料、模板、木材、保温材料等)物资一律由物资部组织验证。 (4)验证部合格的物资由验证人填写“不合格品通知单”，报项目主管经理，按有关规定进行处理。 (5)凡进入现场物资均须按《规范》进行检验，合格后方可使用。 (6)物资部根据技术部的有关要求和现行《规范》规定，对分包方进场材料、半成品取样和进行检验、试验工作由项目委托由资质试验室进行。对业主和监理单位要求认可的检验、试验结果，由质量部负责会同物资部选择、报验和实地检查。技术部按规定、批量记录、试验结果进行整理，并保证有关资料。 3)物资计划管理 本工程所需物资，严格按照经总包方审查认可的物资进场计划执行，进行场前由分承包方提出进场申请，申请表应明确物资的名称、规格、型号、单位、数量，必要时还要附上一份供货时间进度表。 验证资料不齐或对质量有怀疑的物资，要单独堆放，待资料齐全和复验合格后方可使用，对堆放的各类物资要予以明确标识。验证的计量检测设备必须经过检定、校对。 7、成品保护 制定成品保护措施的目的，是为了最大限度的消除和避免成品在施工过程中的污 80 【北京韩一汽车饰件有限公司主厂房】 【施工组织设计】 染和损坏，以保证业主的利益不受损失，并达到减少和降低成品及专业之间破坏造成的返工，保障工期目标的实现，提高产品一次合格率，一次成优率的目的。 成品保护需遵循的总的原则是:各分包商须负责各自的成品的保护措施;下一道工序的施工须注意保护上一道工序;交叉施工须提前申请。 8、安全管理程序 建立高度有效的现场安全管理机构 (1)总承包安全管理机构 总承包要求各专业分包商建立自身相应的安全管理机构，负责自身作业范围内的安全施工措施的实施，总包负责对各分包商作业范围的安全措施进行检查监督，对不符合安全要求的方面通过口头通知、下发书面安全整改通知单、乃至进行罚款的方式确保整个施工现场控制在安全可靠的作业状态中，保证整个施工现场的安全施工。 81 第十四章 降低造价措施 我公司一贯重视工程成本造价的控制，在此次宿舍楼工程投标的施工组织设计和各工种施工方案的制定过程中，都是经过认真研究、多方案比选，充分考虑施工组织设计和方案的技术可行性和经济合理性，追求技术经济综合指标的最优化选择。在该工程实际过程中，将采取以下主要成本造价降低措施: 一、钢筋工程 钢筋综合下料:钢筋采用“优化配筋，综合下料”的方法进行管理。即:利用计算机技术制作优化的配筋单，所有?级钢筋进行对焊加长至33,36m最后断料成型;对?级钢筋进行冷拉处理，其伸拉长8%左右，即起到除锈作用，又节约钢筋。 二、混凝土工程 混凝土节约水泥的具体措施:采用高效减水剂，以减少水泥用量;还可利用粉煤灰采用内掺法替代水泥等，配合比专门配置，经设计和监理公司认可后使用。 三、土方工程 采取条形开挖，挖余土方存放横轴监空地处，减少二次运输量、减少回填工作量，从而加快施工工期，降低施工成本。 四、小流水施工组织 合理划分底板施工流水段和结构施工流水段，采取流水施工的方法，合理组织和安排，能有效节省人员、机械、材料(诸如模板、架料和配套支撑)的投入(比常规施工节省1/3)，加快工程进度(比常规施工进度加快1/4至1/3)，从而大幅度降低成本。 五、充分利用公司特有优势: 我公司在工程所在地附近现有施工项目，施工中可充分利用现有资源(监理、材料、机具设备)从而达到最大程度的合理化利用，降低施工成本，加快施工工期 七、项目总承包组织和管理 1、充分利用总承包管理优势
