ProjectManagementInstituteCodeofEthicsandProfessionalConductCHAPTERVISIONANDAPPLICABILITYVisionandPurposeAspractitionersofprojectmanagement,wearecommittedtodoingwhatisrightandhonorableWesethighstandardsforourselvesandweaspiretomeetthesestandardsinallaspectsofourlivesatwork,athome,andinservicetoourprofessionThisCodeofEthicsandProfessionalConductdescribestheexpectationsthatwehaveofourselvesandourfellowpractitionersintheglobalprojectmanagementcommunityItarticulatestheidealstowhichweaspireaswellasthebehaviorsthataremandatoryinourprofessionalandvolunteerrolesThepurposeofthisCodeistoinstillconfidenceintheprojectmanagementprofessionandtohelpanindividualbecomeabetterpractitionerWedothisbyestablishingaprofessionwideunderstandingofappropriatebehaviorWebelievethatthecredibilityandreputationoftheprojectmanagementprofessionisshapedbythecollectiveconductofindividualpractitionersWebelievethatwecanadvanceourprofession,bothindividuallyandcollectively,byembracingthisCodeofEthicsandProfessionalConductWealsobelievethatthisCodewillassistusinmakingwisedecisions,particularlywhenfacedwithdifficultsituationswherewemaybeaskedtocompromiseourintegrityorourvaluesOurhopethatthisCodeofEthicsandProfessionalConductwillserveasacatalystforotherstostudy,deliberate,andwriteaboutethicsandvaluesFurther,wehopethatthisCodewillultimatelybeusedtobuilduponandevolveourprofessionPersonstoWhomtheCodeAppliesTheCodeofEthicsandProfessionalConductappliesto:AllPMImembersIndividualswhoarenotmembersofPMIbutmeetoneormoreofthefollowingcriteria:NonmemberswhoholdaPMIcertificationNonmemberswhoapplytocommenceaPMIcertificationprocessNonmemberswhoservePMIinavolunteercapacityComment:ThoseholdingaProjectManagementInstitute(PMI®)credential(whethermembersornot)werepreviouslyheldaccountabletotheProjectManagementProfessional(PMP®)orCertifiedAssociateinProjectManagement(CAPM®)CodeofProfessionalConductandcontinuetobeheldaccountabletothePMICodeofEthicsandProfessionalConductInthepast,PMIalsohadseparateethicsstandardsformembersandforcredentialedindividualsStakeholderswhocontributedinputtodevelopthisCodeconcludedthathavingmultiplecodeswasundesirableandthateveryoneshouldbeheldtoonehighstandardTherefore,thisCodeisapplicabletobothPMImembersandindividualswhohaveappliedfororreceivedacredentialfromPMI,regardlessoftheirmembershipinPMIStructureoftheCodeTheCodeofEthicsandProfessionalConductisdividedintosectionsthatcontainstandardsofconductwhicharealignedwiththefourvaluesthatwereidentifiedasmostimportanttotheprojectmanagementcommunitySomesectionsofthisCodeincludecommentsCommentsarenotmandatorypartsoftheCode,butprovideexamplesandotherclarificationFinally,aglossarycanbefoundattheendofthestandardTheglossarydefineswordsandphrasesusedintheCodeForconvenience,thosetermsdefinedintheglossaryareunderlinedinthetextoftheCodeValuesthatSupportthisCodePractitionersfromtheglobalprojectmanagementcommunitywereaskedtoidentifythevaluesthatformedthebasisoftheirdecisionmakingandguidedtheiractionsThevaluesthattheglobalprojectmanagementcommunitydefinedasmostimportantwere:responsibility,respect,fairness,andhonestyThisCodeaffirmsthesefourvaluesasitsfoundationPageofAspirationalandMandatoryConductEachsectionoftheCodeofEthicsandProfessionalConductincludesbothaspirationalstandardsandmandatorystandardsTheaspirationalstandardsdescribetheconductthatwestrivetoupholdaspractitionersAlthoughadherencetotheaspirationalstandardsisnoteasilymeasured,conductingourselvesinaccordancewiththeseisanexpectationthatwehaveofourselvesasprofessionalsitisnotoptionalThemandatorystandardsestablishfirmrequirements,andinsomecases,limitorprohibitpractitionerbehaviorPractitionerswhodonotconductthemselvesinaccordancewiththesestandardswillbesubjecttodisciplinaryproceduresbeforePMI’sEthicsReviewCommitteeComment:Theconductcoveredundertheaspirationalstandardsandconductcoveredunderthemandatorystandardsarenotmutuallyexclusivethatis,onespecificactoromissioncouldviolatebothaspirationalandmandatorystandardsCHAPTERRESPONSIBILITYDescriptionofResponsibilityResponsibilityisourdutytotakeownershipforthedecisionswemakeorfailtomake,theactionswetakeorfailtotake,andtheconsequencesthatresultResponsibility:AspirationalStandardsAspractitionersintheglobalprojectmanagementcommunity:Wemakedecisionsandtakeactionsbasedonthebestinterestsofsociety,publicsafety,andtheenvironmentWeacceptonlythoseassignmentsthatareconsistentwithourbackground,experience,skills,andqualificationsComment:Wheredevelopmentalorstretchassignmentsarebeingconsidered,weensurethatkeystakeholdersreceivetimelyandcompleteinformationregardingthegapsinourqualificationssothattheymaymakeinformeddecisionsregardingoursuitabilityforaparticularassignmentInthecaseofacontractingarrangement,weonlybidonworkthatourorganizationisqualifiedtoperformandweassignonlyqualifiedindividualstoperformtheworkWefulfillthecommitmentsthatweundertake–wedowhatwesaywewilldoWhenwemakeerrorsoromissions,wetakeownershipandmakecorrectionspromptlyWhenwediscovererrorsoromissionscausedbyothers,wecommunicatethemtotheappropriatebodyassoontheyarediscoveredWeacceptaccountabilityforanyissuesresultingfromourerrorsoromissionsandanyresultingconsequencesWeprotectproprietaryorconfidentialinformationthathasbeenentrustedtousWeupholdthisCodeandholdeachotheraccountabletoitResponsibility:MandatoryStandardsAspractitionersintheglobalprojectmanagementcommunity,werequirethefollowingofourselvesandourfellowpractitioners:RegulationsandLegalRequirementsWeinformourselvesandupholdthepolicies,rules,regulationsandlawsthatgovernourwork,professional,andvolunteeractivitiesWereportunethicalorillegalconducttoappropriatemanagementand,ifnecessary,tothoseaffectedbytheconductComment:TheseprovisionshaveseveralimplicationsSpecifically,wedonotengageinanyillegalbehavior,includingbutnotlimitedto:theft,fraud,corruption,embezzlement,orbriberyFurther,wedonottakeorabusethepropertyofothers,includingintellectualproperty,nordoweengageinslanderorlibelInfocusgroupsconductedwithpractitionersaroundtheglobe,thesetypesofillegalbehaviorswerementionedasbeingproblematicAspractitionersandrepresentativesofourprofession,wedonotcondoneorassistothersinengaginginillegalbehaviorWereportanyillegalorunethicalconductReportingisnoteasyandwerecognizethatitmayhavenegativeconsequencesSincerecentcorporatescandals,manyorganizationshaveadoptedpoliciestoprotectemployeeswhoPageofrevealthetruthaboutillegalorunethicalactivitiesSomegovernmentshavealsoadoptedlegislationtoprotectemployeeswhocomeforwardwiththetruthEthicsComplaintsWebringviolationsofthisCodetotheattentionoftheappropriatebodyforresolutionWeonlyfileethicscomplaintswhentheyaresubstantiatedbyfactsComment:TheseprovisionshaveseveralimplicationsWecooperatewithPMIconcerningethicsviolationsandthecollectionofrelatedinformationwhetherweareacomplainantorarespondentWealsoabstainfromaccusingothersofethicalmisconductwhenwedonothaveallthefactsFurther,wepursuedisciplinaryactionagainstindividualswhoknowinglymakefalseallegationsagainstothersWepursuedisciplinaryactionagainstanindividualwhoretaliatesagainstapersonraisingethicsconcernsCHAPTERRESPECTDescriptionofRespectRespectisourdutytoshowahighregardforourselves,others,andtheresourcesentrustedtousResourcesentrustedtousmayincludepeople,money,reputation,thesafetyofothers,andnaturalorenvironmentalresourcesAnenvironmentofrespectengenderstrust,confidence,andperformanceexcellencebyfosteringmutualcooperationanenvironmentwherediverseperspectivesandviewsareencouragedandvaluedRespect:AspirationalStandardsAspractitionersintheglobalprojectmanagementcommunity:WeinformourselvesaboutthenormsandcustomsofothersandavoidengaginginbehaviorstheymightconsiderdisrespectfulWelistentoothers’pointsofview,seekingtounderstandthemWeapproachdirectlythosepersonswithwhomwehaveaconflictordisagreementWeconductourselvesinaprofessionalmanner,evenwhenitisnotreciprocatedComment:Animplicationoftheseprovisionsisthatweavoidengagingingossipandavoidmakingnegativeremarkstoundermineanotherperson’sreputationWealsohaveadutyunderthisCodetoconfrontotherswhoengageinthesetypesofbehaviorsRespect:MandatoryStandardsAspractitionersintheglobalprojectmanagementcommunity,werequirethefollowingofourselvesandourfellowpractitioners:WenegotiateingoodfaithWedonotexercisethepowerofourexpertiseorpositiontoinfluencethedecisionsoractionsofothersinordertobenefitpersonallyattheirexpenseWedonotactinanabusivemannertowardothersWerespectthepropertyrightsofothersCHAPTERFAIRNESSDescriptionofFairnessFairnessisourdutytomakedecisionsandactimpartiallyandobjectivelyOurconductmustbefreefromcompetingselfinterest,prejudice,andfavoritismFairness:AspirationalStandardsAspractitionersintheglobalprojectmanagementcommunity:PageofWedemonstratetransparencyinourdecisionmakingprocessWeconstantlyreexamineourimpartialityandobjectivity,takingcorrectiveactionasappropriateComment:ResearchwithpractitionersindicatedthatthesubjectofconflictsofinterestisoneofthemostchallengingfacedbyourprofessionOneofthebiggestproblemspractitionersreportisnotrecognizingwhenwehaveconflictedloyaltiesandrecognizingwhenweareinadvertentlyplacingourselvesorothersinaconflictofinterestsituationWeaspractitionersmustproactivelysearchforpotentialconflictsandhelpeachotherbyhighlightingeachother’spotentialconflictsofinterestandinsistingthattheyberesolvedWeprovideequalaccesstoinformationtothosewhoareauthorizedtohavethatinformationWemakeopportunitiesequallyavailabletoqualifiedcandidatesComment:Animplicationoftheseprovisionsis,inthecaseofacontractingarrangement,weprovideequalaccesstoinformationduringthebiddingprocessFairness:MandatoryStandardsAspractitionersintheglobalprojectmanagementcommunity,werequirethefollowingofourselvesandourfellowpractitioners:ConflictofInterestSituationsWeproactivelyandfullydiscloseanyrealorpotentialconflictsofinteresttotheappropriatestakeholdersWhenwerealizethatwehavearealorpotentialconflictofinterest,werefrainfromengaginginthedecisionmakingprocessorotherwiseattemptingtoinfluenceoutcomes,unlessoruntil:wehavemadefulldisclosuretotheaffectedstakeholderswehaveanapprovedmitigationplanandwehaveobtainedtheconsentofthestakeholderstoproceedComment:AconflictofinterestoccurswhenweareinapositiontoinfluencedecisionsorotheroutcomesonbehalfofonepartywhensuchdecisionsoroutcomescouldaffectoneormoreotherpartieswithwhichwehavecompetingloyaltiesForexample,whenweareactingasanemployee,wehaveadutyofloyaltytoouremployerWhenweareactingasaPMIvolunteer,wehaveadutyofloyaltytotheProjectManagementInstituteWemustrecognizethesedivergentinterestsandrefrainfrominfluencingdecisionswhenwehaveaconflictofinterestFurther,evenifwebelievethatwecansetasideourdividedloyaltiesandmakedecisionsimpartially,wetreattheappearanceofaconflictofinterestasaconflictofinterestandfollowtheprovisionsdescribedintheCodeFavoritismandDiscriminationWedonothireorfire,rewardorpunish,orawardordenycontractsbasedonpersonalconsiderations,includingbutnotlimitedto,favoritism,nepotism,orbriberyWedonotdiscriminateagainstothersbasedon,butnotlimitedto,gender,race,age,religion,disability,nationality,orsexualorientationWeapplytherulesoftheorganization(employer,ProjectManagementInstitute,orothergroup)withoutfavoritismorprejudiceCHAPTERHONESTYDescriptionofHonestyHonestyisourdutytounderstandthetruthandactinatruthfulmannerbothinourcommunicationsandinourconductHonesty:AspirationalStandardsAspractitionersintheglobalprojectmanagementcommunity:WeearnestlyseektounderstandthetruthWearetruthfulinourcommunicationsandinourconductWeprovideaccurateinformationinatimelymannerPageofComment:Animplicationoftheseprovisionsisthatwetakeappropriatestepstoensurethattheinformationwearebasingourdecisionsuponorprovidingtoothersisaccurate,reliable,andtimelyThisincludeshavingthecouragetosharebadnewsevenwhenitmaybepoorlyreceivedAlso,whenoutcomesarenegative,weavoidburyinginformationorshiftingblametoothersWhenoutcomesarepositive,weavoidtakingcreditfortheachievementsofothersTheseprovisionsreinforceourcommitmenttobebothhonestandresponsibleWemakecommitmentsandpromises,impliedorexplicit,ingoodfaithWestrivetocreateanenvironmentinwhichothersfeelsafetotellthetruthHonesty:MandatoryStandardsAspractitionersintheglobalprojectmanagementcommunity,werequirethefollowingofourselvesandourfellowpractitioners:Wedonotengageinorcondonebehaviorthatisdesignedtodeceiveothers,includingbutnotlimitedto,makingmisleadingorfalsestatements,statinghalftruths,providinginformationoutofcontextorwithholdinginformationthat,ifknown,wouldrenderourstatementsasmisleadingorincompleteWedonotengageindishonestbehaviorwiththeintentionofpersonalgainorattheexpenseofanotherComment:TheaspirationalstandardsexhortustobetruthfulHalftruthsandnondisclosuresintendedtomisleadstakeholdersareasunprofessionalasaffirmativelymakingmisrepresentationsWedevelopcredibilitybyprovidingcompleteandaccurateinformationAPPENDIXAAHistoryofthisStandardPMI’svisionofprojectmanagementasanindependentprofessiondroveourearlyworkinethicsIn,thePMIBoardofDirectorsformedanEthics,StandardsandAccreditationGroupOnetaskrequiredthegrouptodeliberateontheneedforacodeofethicsfortheprofessionTheteam’sreportcontainedthefirstdocumentedPMIdiscussionofethicsfortheprojectmanagementprofessionThisreportwassubmittedtothePMIBoardofDirectorsinAugustandpublishedasasupplementtotheAugustProjectManagementQuarterlyInthelate’s,thisstandardevolvedtobecometheEthicsStandardfortheProjectManagementProfessionalPMP®In,thePMIBoarddeterminedtheneedforamembercodeofethicsThePMIBoardformedtheEthicsPolicyDocumentationCommitteetodraftandpublishanethicsstandardforPMI’smembershipTheBoardapprovedthenewMemberCodeofEthicsinOctoberThiswasfollowedbyBoardapprovaloftheMemberCaseProceduresinJanuary,whichprovidedaprocessforthesubmissionofanethicscomplaintandadeterminationastowhetheraviolationhadoccurredSincetheCodewasadopted,manydramaticchangeshaveoccurredwithinPMIandthebusinessworldPMImembershiphasgrownsignificantlyAgreatdealofgrowthhasalsooccurredinregionsoutsideNorthAmericaInthebusinessworld,ethicsscandalshavecausedthedownfallofglobalcorporationsandnonprofits,causingpublicoutrageandsparkingincreasedgovernmentregulationsGlobalizationhasbroughteconomiesclosertogetherbuthascausedarealizationthatourpracticeofethicsmaydifferfromculturetocultureTherapid,continuingpaceoftechnologicalchangehasprovidednewopportunities,buthasalsointroducednewchallenges,includingnewethicaldilemmasForthesereasons,inthePMIBoardofDirectorscalledforthereexaminationofourcodesofethicsIn,thePMIBoardcommissionedtheEthicsStandardsReviewCommitteeESRCtoreviewthecodesofethicsanddevelopaprocessforrevisingthecodesTheESRCdevelopedprocessesthatwouldencourageactiveparticipationbytheglobalprojectmanagementcommunityIn,thePMIBoardapprovedtheprocessesforrevisingthecode,agreeingthatglobalparticipationbytheprojectmanagementcommunitywasparamountIn,theBoardalsocommissionedtheEthicsStandardsDevelopmentCommitteetocarryouttheBoardapprovedprocessanddelivertherevisedcodebytheendofThisCodeofEthicsandProfessionalDevelopmentwasapprovedbythePMIBoardofDirectorsinOctoberPageofAProcessUsedtoCreateThisStandardThefirststepbytheEthicsStandardsDevelopmentCommitteeESDCinthedevelopmentofthisCodewastounderstandtheethicalissuesfacingtheprojectmanagementcommunityandtounderstandthevaluesandviewpointsofpractitionersfromallregionsoftheglobeThiswasaccomplishedbyavarietyofmechanismsincludingfocusgroupdiscussionsandtwointernetsurveysinvolvingpractitioners,members,volunteers,andpeopleholdingaPMIcertificationAdditionally,theteamanalyzedtheethicscodesofnonprofitassociationsfromvariousregionsoftheworld,researchedbestpracticesinthedevelopmentofethicsstandards,andexploredtheethicsrelatedtenetsofPMI’sstrategicplanThisextensiveresearchconductedbytheESDCprovidedthebackdropfordevelopingtheexposuredraftofthePMICodeofEthicsandProfessionalConductTheexposuredraftwascirculatedtotheglobalprojectmanagementcommunityforcommentTherigorous,standardsdevelopmentprocessesestablishedbytheAmericanNationalStandardsInstitutewerefollowedduringthedevelopmentoftheCodebecausetheseprocesseswereusedforPMItechnicalstandarddevelopmentprojectsandweredeemedtorepresentthebestpracticesforobtainingandadjudicatingstakeholderfeedbacktotheexposuredraftTheresultofthiseffortisaCodeo
