2.5 material management: responsible for the fixed assets and the purchase of office 工资集体协商工作能否取得成效~关键在于领导是否重视。对此~县委、县政府领导对开展工资集体协商工作非常重视~县政府下发了《关于推进企业工资集体协商工作的 方案 气瓶 现场处置方案 .pdf气瓶 现场处置方案 .doc见习基地管理方案.doc关于群访事件的化解方案建筑工地扬尘治理专项方案下载 和实施办法》~成立了由县政府常务副县长任组长~县政府副县长和县总工会主席任副组长~县级 9 个部门为成员单位的开展工资集体协商工作领导。 ,二,督促检查实~把市、县规定的目标要求落到实处 今年以来~我们抓强力督导检查~将工作安排部署坚决落到实处。 一是通过联动配合督促检查。今年3月~县协调劳动关系三方推动两项 合同 劳动合同范本免费下载装修合同范本免费下载租赁合同免费下载房屋买卖合同下载劳务合同范本下载 制度,集体合同和劳动合同制度,实施工作的通知和方案~成立了领导小组~共同推进以工资集体协商为重点的集体合同、劳动合同制度落实。7月~我们联合县人大法工办、县政协法制办、县人社局、县工商联组成联合检查组~深入各乡镇、办事处、部分公司工会对工资集体协商工作进行了联合检查~有力地促进了工作的进一步开展。 二是县工资集体协商领导小组成员分包各单位督导检查。领导小组成员每人联系2个乡镇,办事处,~对工资集体协商工作进行督促指导。截止目前~领导小组成员都对各乡镇,办事处,items] a,. archives, and seal, and fixed assets, and books, and phone, and health, and office supplies led with, and company property insurance,), supervision, and check, and Implementation the implementation of the corporate administrative system; 2.5 material management: responsible for the fixed assets and the purchase of office 资集体协商也在积极探索推行。继2010年张集乡羽毛加工行业工资集体协商试点后~其它各乡镇也相继铺开。目前~我县行业性工资集体协商已在粮食、茶叶、花卉等6多个行业开展~覆盖企业42家~覆盖职工4510人。 三是在激励约束机制建设上做到了“细致”。我们参照信阳市总工会工资集体协商工作激励约束机制制定了详细的《潢川县工会工资集体协商工作激励约束机制实施办法,试行,》~将工资集体协商作为工会工作重中之重加以突出考核~采取平时考核与年度考核相结合的方式~详细列出了对各乡镇,办事处,基层工会的考核细则~并加大考核奖励和约束力度~将工资集体协商与市五一劳动奖章、奖状相结合~作为评先奖优的必备条件加以限制。 ,四,明确责任实~为推进工作提供强有力的保障 我们明确各基层工会主要负责同志为开展工资集体协商的第一责任人~把工资集体协商工作作为“一把手”工程~分管领导为直接责任人~认真落实省、市要求~引领工作健康有序开展。各基层工会主要负责同志亲自组织抓工资集体协商工作~举全会之力推进工作~取得了明显成效。 二、工作中存在的问题 items] a,. archives, and seal, and fixed assets, and books, and phone, and health, and office supplies led with, and company property insurance,), supervision, and check, and Implementation the implementation of the corporate administrative system; 2.5 material management: responsible for the fixed assets and the purchase of office 今年的工作虽然取得了一些成绩~但还存在一些不足和问题。主要是部分企业、经营管理者对工资集体协商的认识还存在片面性,部分企业工资集体协商程序不规范~实效性不强~还没有形成制度化。这些问题都需要我们下大力气~以扎实的工作和创新的思路予以解决。 三、2012年工作打算 ,一,平等协商和集体合同工作 工作内容:继续抓好集体合同到期续签、新建会企业新签集体合同工作~将工资专项集体合同和集体合同同时布置、同时督导、同时考核、同时检查。进一步加大推进民营企业和改制企业集体协商工作力度~发挥国有企业带头作用。 工作推进的重点是:突出抓好区域性、行业性工资集体协商。将区域性工资集体协商作为乡镇街道职代会建设的重点~进一步丰富区域职代会内容~使区域性工资集体协商在乡镇街道牢牢扎下根来~并逐步覆盖乡镇街道、社区内的小门小店~实现对小型、分散企业和零星就业职工的有效维权。 拟采取的举措:一是召开工资集体协商推进会。2011年12月~召开全县工资集体协商工作推进会~早准备~早行动~早部署~推动没有开展工资集体协商和签订工资集体合同的企业~工资集体合同已到期需要续签或重新签订的企业~职工工资长期不items] a,. archives, and seal, and fixed assets, and books, and phone, and health, and office supplies led with, and company property insurance,), supervision, and check, and Implementation the implementation of the corporate administrative system; 2.5 material management: responsible for the fixed assets and the purchase of office 增长、低增长的企业~实行经营者年薪制的国有和国有控股企业进行工资集体协商~进一步提高建制率和签约率。 二是开展工资集体协商“百日要约行动”活动。动员各类企业集中时间~集中力量~启动要约、协商谈判程序~签订工资专项集体合同。 三是是实施督查工作制。及时了解、通报各乡镇,办事处,有关系统和企业工会工作开展情况~督办工作落实到位。 四是建立健全台账。县级、各乡镇基层工会要按照规定的内容、格式和时间~建立健全工作台账~动态管理~努力推进所属地方和单位工资集体协商工作。 五是建立考核评价、激励问责机制。将工资集体协商情况~特别是目标任务完成情况作为对各乡镇,办事处,基层工会、有关系统工会工作考核的重点内容~对推进工资集体协商工作成效显著的单位予以奖励,对工作开展不力~达不到目标要求的单位通报批评。 六是加强对工资集体指导员和职工协商代表的培训。明年全县要集中培训100名工资集体协商指导员和企业职工协商代表。 items] a,. archives, and seal, and fixed assets, and books, and phone, and health, and office supplies led with, and company property insurance,), supervision, and check, and Implementation the implementation of the corporate administrative system;
