The bad news is that it just isn't enough. Like I have said before, hot and dry weather tends to beget hot and dry weather. So, if it doesn't start raining soon, it's going to be a mighty long and hot and dry and generally miserable summer in South Georgia and points west all the way to Mississippi at least. That may also apply to the Tennessee Valley, since they are in a dry zone as well, and there's nothing coming that will put any big dent in the drought in the next week or so for any of those places. The good news for places farther west to the Arklatex is that it has been raining pretty good for a while now. These are the places that I am talking about when I say in the video blog that are short of a year worth of rainfall over the last 4-5 years. That's really dry, bad enough that a lot of the farmers a- round there have either had to give it up or have strongly considered it. Hopefully, we can keep the rain going through the growing season this year and have the frost good year in quite some time. Part B For Questions 6-10, you will hear a lecture on world population. The year 2004 marks the 10th anniversary of the groundbreaking International Conference on Population and Development (ICPD) in Cairo, Egypt, in 1994. Though population growth is slowing worldwide, more than 90 percent of current growth occurs in the developing world where needs are great and resources are scarce. And these nations have a huge unmet need for family planning services—over 150 million married women of reproductive age in the developing world indicate that they would prefer to postpone childbearing but are not using any method of contraception. "A girl born today in the developing world faces better prospects than a girl who was born 10 years ago. School enrolment rates are increasing, mortality is declining and life expectancy is rising. More and more women and couples are able to choose the number and spacing of their children and many countries are taking additional steps to confront HIV/AIDS. But progress is uneven, and in some cases slipping backwards. We need the strength and determination of a marathon runner to meet our goals during the next decade." The Dragon Boat Festival, also called the Duanwu Festival, is celebrated on the fifth day of the fifth month according to the Chinese calendar. For thousands of years, the festival has been marked by eating zongzi, a kind of glutinous rice(糯米) wrapped to form a pyramid using bamboo or reed leaves, and racing dragon boats. The festival is best known for its dragon-boat races, especially in the southern provinces where there are many rivers and lakes. This regatta commemorates the death of Qu Yuan, an honest minister who is said to have committed suicide by drowning himself in a river. Qu was a minister of the State of Chu situated in present-day 'Hunan and Hubei provinces, during the Warring States Period. He was upright, loyal and highly esteemed for his wise counsel that brought peace and prosperity to the state. However, when a dishonest and corrupt prince vilified Qu, he was disgraced and dismissed from office. Realizing that the country was now in the hands of evil and corrupt officials, Qu grabbed a large stone and leapt into the Miluo River on the fifth day of the fifth month. Nearby fishermen rushed over to try and save him but were unable to even recover his body. Thereafter, the state declined and was eventually conquered by the State of Qin. The people of Chu who mourned the death of Qu threw rice into the river to feed his ghost every year on the fifth day of the fifth month. But one year, the spirit of Qu appeared and told the mourners that a huge reptile in the river had stolen the rice. The spirit then advised them to wrap the rice in silk and bind it with five different-colored threads before tossing it into the river. Questions 14-16 are based on following speech. The United States government established the Voice of America during World War II. The first radio broadcast was in a language no longer heard on VOA. It was a fifteen-minute program in Ger- man. It aired on February twenty-fourth, nineteen forty-two. It told the German people that every day VOA would broadcast news of America and the war. The news the announcer said may be good or bad, but we will tell you the truth. Today, VOA broadcasts more than one thousand hours of radio programs each week in forty- four languages. VOA also has television programs in English and a number of other languages. These include Albanian, Cantonese, French, Indonesian, Mandarin and Persian. And VOA uses more than fourteen thousand computer servers around the world to put information on the Internet. VOA has three main duties under a Charter signed into law in nineteen seventy-six. One is to report the news fairly. Another is to tell about America and its people. The third duty is to present the policies of the government as well as opinions about those policies. When VOA began, all broadcasts were on shortwave. Today many local radio stations around the world carry VOA programs. It is estimated that VOA reaches more than one hundred million people each week through radio, television and the Internet. More than ten million individuals visited the VOA website last year.
