Delegate:Yu Zheming School:.Northeast Yucai Education Group Country:Viet Nam Committee: SOCHUM TopicB:Responsibility of governments in natural catastrophes Since natural disasters are frenquently happening all over the world,the responsibility of governments in natural catastrophes has become a world focus.All the evdience shows that 2008 would probably go down in history as a year with one of the highest numbers of victims and the heaviest losses of natural catastrophes.It’s a warning to all the countries.All the countries should pay attention on protecting disasters occur,also must be well-planned after the disaster happen.Faced with incresingly destructive natural catastrophes,government involvement is becoming more and more important,nesscary and urgent.In 2008, 321 disasters killed 235,816 people, affected 211 million others and cost a total of US$181 billion. Asia remained the main affected continent. Nine of the top 10 countries with the highest number of disaster-related deaths were in Asia . There is no doubt that Viet Nam is a disaster-prone land. The international community has paid long attention on reducing natural disasters.Since the UN General Assembly in 1989 to declare the 1990s the International Decade for Natural Disaster Reduction(IDNDR).Till the Global Platform for Disaster Pisk Reduction.Many countries have already made a definite goal to reduce disaster. Tropical storms, floods and droughts account for 75 percent of all disasters. Disaster relief agencies try to pick up the pieces. But increasingly, governments and UN agencies are going one step further, aiming to reduce damage before it strikes. Earth Report investigates how poor farmers in Honduras and fishing communities in Vietnam are working with disaster risk managers to strengthen nature’s defences against the violent effects of climate change. Between 1995 and 2004, disasters claimed almost 6,000 lives in Vietnam. Over 320,000 houses were destroyed, costing the country’s overstretched economy an estimated US$2.5 billion. Relief agencies dealt with the aftermath. In 1994 Vietnam’s Red Cross, decided to try a new approach – preventing or at least reducing disaster - before it happens. ‘The Coastal Environmental Preservation Programme’ involves local communities in planting mangrove forests along the shoreline. Dang Van Tao has been involved in the project from the very start. Viet Nam completely supports all the actions which are helpful to the country that is in disaster. Viet Nam affirms it’s intention of making cooperating with other countries on the issue of how can government solve the disaster well.Viet Nam thinks,as a dister-prone land.Viet Nam government has crucial responsibility to reduce the incident of disaster,and improve the system of salvage after the disaster,strive for the best.And the most important thing is to develope the meteorology,no matter which country ,if all the countries can control the disaster,it’s necessary to think how to reduce it.Morever,Viet Nam believes that all countries with all ethnics,religions and ideologies should be qualified equallly.Whatever, The responsibility of governments are to try their best reduce the damage in the disaster .
