The youth sent to the Texas Youth Commission (TYC) are the state's most serious or chronically delinquent offenders. In fiscal year 2004 (9/03 - 8/04), 33% of new arrivals had committed violent offenses, a decrease from 37% in fiscal 2003. Overall, 39% of new arrivals were categorized as high risk offenders. 90% were boys. 10% were girls. 46% were Hispanic. 31% were African-American. 22% were Anglo. 34% admitted at intake that they are gang members. Median age at commitment was 16. Median reading and math achievement level was 5th grade (five years behind their peers). 79% had IQs below the mean score of 100. 49% had a high need for drug treatment. 45% had severe mental health problems. 76% had parents who never married or who divorced or separated. 39% had a history of being abused or neglected. 64% came from low-income homes. 79% came from chaotic environments. 55% had families with histories of criminal behavior. 10% had family members with mental impairments. 51% were in juvenile court on two or more felony-level offenses before being committed to TYC. 42% were classified as special education. 10% were classified as limited English proficient. TYC statistics--ageTYC statistics--age Youth sent to TYCYouth sent to TYCnullPreparing Youths for Jobs The Workforce Development Programs at the Texas Youth Commission coordinate with the agency's Resocialization correctional therapy and education efforts and link with community-based organizations to provide TYC youths with additional training, supportive services and employment assistance. The programs offer students vocational and skills development through the Career and Technology Education (CATE) program. Some of the following CATE courses lead to industry certifications, while others receive a certificate of completion through TYC: Building Trades/Maintenance Food Service Horticulture/Landscaping Network Cabling Welding Automotive Collision Repair Automotive Technician Animal Science Computer Maintenance Training TYC yuothTraining TYC yuothnull
